Leading team of federal (FEMA/USACE), Territory (VITEMA), engineering consultants, vendors, procurement specialists, and construction contractors rebuilding of the Gov. Juan F. Luis Hospital on the US Virgin Islands (St. Croix/Thomas/John) damaged by Hurricanes Irma and Maria. Oversight included developing project management protocols for inter-agency communication, procurement, project management plans, construction requirements, and cost reimbursement. Coordinating with Hospital Senior Staff and government representatives to ensure proper engineering/construction requirements are met to validate cost recovery for Owners. Direct oversight of all construction contractors. Scope includes 55,000 sq.ft. temporary modular hospital including infrastructure to support facility, review of contractor construction operations, coordination with Hospital staff for review/installation of FFE, review contractor submittals/schedule/payments, assist with planning/contracting approach for future new Hospital and ancillary facilities.
AECOM; Construction Manager – Office of the Chief Medical Examiner, Queens County Morgue – Directed construction and project management activities for new $15 million, 45,000 sq. ft. morgue. Managed six prime contractors, multiple subcontractors, and DMJM+Harris staff working under New York City Wicks’ Law Contracting requirements. Spearheaded Owner initiative for early completion of startup and commissioning, as well as training for all electrical and mechanical systems.
AECOM; General Superintendent/Program Manager – General Electric, Global Research Center – Managed all construction activities for $200 million research campus renovation program. Obtained TCO ahead of schedule. Multiyear, multi-project program included new construction of two laboratory facilities, 150,000 sq. ft. (design-build) $ 85m and 75,000 sq. ft. $ 25m renovation of existing office and conference facilities and site/physical plant improvements. Managed multiple direct hire, prime, and subcontractors performing work on concurrent projects and staff overseeing construction and design activities. Led effort to complete punch-list items, MEP systems startup/commissioning, and coordinated client training for new equipment.

Program Manager for $500 MM UGTI Program comprising of fourteen separate HPFF reconductoring projects. Each reconductoring construction schedule was 16-20 weeks and must meet return-to-Service dates. All reconductoring projects completed within the PSEG schedule and budget. Shaw Environmental & Infrastructure - Project Construction Manager
Inner Harbor Navigation Canal, US Army COE, New Orleans, LA - Led team for multiple mission-critical Design-Build Inner Harbor Navigation Canal Hurricane Protection Managed multiple concurrent contracts exceeding $125MM for design consultants and construction subcontractors for the Bayou Bienvenue Lift Gate, GIWW Barge Gate and North/South T-Walls. Managed design development, value engineering, scope definition, bidding process, and construction oversight.
Newtown Creek WPCP NYC DEP, New York, New York - Managed all construction management services for multiyear, multiple prime contractor $1.5 B upgrade/new construction of 350 MGD wastewater treatment plant located in Brooklyn, NY. Directed construction contractors and coordinated engineering activities for five (5) separate Wicks Law contracts consisting of twenty (20) prime construction contractors including general construction/civil, electrical, mechanical, and plumbing. Provided leadership for CM staff of multidiscipline construction, engineering, safety, and technical support staff.
