Jill Dale has over eighteen years of experience managing environmental planning and compliance projects and teams for federal infrastructure and grants projects. Her background focuses on the National Environmental Policy Act process (CE, EA, EIS), environmental laws (ESA Section 7, Section 106, CWA, CAA, RCRA), regulations (federal, state and local), and other emergency preparedness triggers that may prompt environmental review. She has worked in collaboratively with federal, state, tribal and non-governmental stakeholders on complex environmental projects to review and complete the regulatory process. She has successfully completed multiple environmental assessments; administered environmental workshops and classes; reviewed, recommended, and worked with personnel to develop and improve processes; and authored/co authored numerous technical reports.

Her broad background of compliance has allowed her to have experience with permitting with many types of environmental conditions and projects. Currently, she is the NEPA Officer and Cultural Resources Coordinator for the M&O Contractor on a $9B program for the Department of Energy/National Nuclear Security Administration and oversees all NEPA and cultural programs. She has worked with the Bureau of Reclamation’s Yuma Area Office (YAO) operations, including the Yuma Desalting Plant, to ensure discharge was within compliance through permitting during operations for discharge to the Colorado River, and negotiated county air permits to include sporadic and timed to accommodate a cost-prohibitive budget. She worked as a staff environmental scientist on the negotiations of risk-based and laboratory driven data clean-up of hazardous and radiological contamination sites for projects at the Nevada Test Site managed by the National Nuclear Security Administration.

She has performed in a supervisory role with an interdisciplinary team of environmental planners, compliance specialists, emergency managers, and safety professionals. The position, in addition to oversite of the technical decisions for the Bureau of Reclamation YAO, involved the supervisory duties including performance actions (evaluations, improvement plans, bonus justifications, and grade increase justifications), hiring, and counseling of employees; and also had to undergo a 1-year probationary period to include a 40-hour supervisory training as administered by the Department of Interior.

Experience

Senior Principal Scientist- National Environmental Policy Act Officer and Cultural Resources Coordinator for Maintenance and Operating Contractor- Mission Support Test Services for National Nuclear Security Administration, Department of Energy- As the NEPA Subject Matter Expert, all compliance for the regulatory controls were written and then submitted for approval by my federal counterpart. Conducted outreach with all groups on the Nevada National Security Site (NNSS) for NEPA compliance and also as the resource coordinator for Cultural Resources. Under NEPA, Section 106 of the National Historic Preservation Act and Section 7 of the Endangered Species Act were required to complete compliance. Responsibilities included tracking and monitoring, as well as, annual assessments on programs per the Agency. Conducted training throughout the complex, attended meetings for all groups to maintain communication on upcoming work and projects. Reviewed programmatic agreements for historic districts and for a sitewide agreement with the State Historic Preservation Officer. Estimated value of project- 9 billion.

Regional Liaison to Commissioner of Bureau of Reclamation and Secretary of Interior for California Regional Office, Bureau of Reclamation, Department of Interior- As the Regional Liaison, responsibilities included coordinating with all stakeholders on California, Klamath Basin and Northern Nevada water and renewable energy issues. Specifically facilitated the Secretarial Order (SO3355) for Streamlining the National Environmental Policy Act (NEPA) for the Department. The Region had approximately 40 Environmental Impact Statements that were moved through the department requirements or sought waivers for time or length of document per the new order. Travelled to remote parts of the region with the Deputy Commissioner for Operations and coordinated on local issues regarding large scale grants and also water allocations in California from Lake Shasta and throughout the California system. Responded to correspondence on lawsuits and constituent issues. Met with lobbyists on all issues regarding water and storage issues throughout the Region. Regional office was located in Sacramento, California- interfaced with the Regional Director and all Senior level staff on various issues that had been elevated to the HQ level.

Environmental and Historic Preservation (EHP) Compliance and Planning, Department of Homeland Security, Federal Emergency Management Agency As the Sr. Environmental Scientist and Deputy Regional Environmental Officer, manages disaster and non-disaster grants administered through FEMA to ensure environmental compliance under the National Environmental Policy Act (40 CFR part 1500) process for FEMA (44 CFR Parts 9 and 10 and new Environmental Directives for FEMA) and subsequent environmental laws. Position includes coordination and collaboration with all state SHPOs, territory THPOs, and Tribal entities for environmental compliance; as well as, stakeholder (local, non-governmental, states, federal partners) relationships building to assist in streamlining EHP process through education of EHP process. Developed and conducts ongoing reviews of programmatic documents developed in Region including Memorandum of Agreements with the USACE, Agreements for Section 106 of the NHPA with all State and Territories, and Programmatic Environmental Assessments (to include streamlined Section 7 ESA coordination). Developed and implemented an Environmental and Historic Preservation Regional Playbook (Business Plan) (from Dec 2015-Sept 2017) to centralize team and cross train for streamlined review and team management.

In calendar year 2016, completed compliance on 99 projects within the Grants Program Directorate for non-disaster grants. In 2015, completed 127 projects for the same programs. Also, managed to complete the Programmatic Environmental Assessment and subsequent coordination and consultations for the LA RICS interoperability upgrade project for the Los Angeles/Long Beach Urban Area Security Initiative program. The LA RICS project to date is over $200M. Grant Program Directorate in 2016 was over $500M in individual state and tribal grants.

Environmental Compliance, Planning, and Safety, Department of Interior, Bureau of Reclamation Served as the Environmental Compliance, Planning and Safety Manager for the Yuma Area Office. Area of responsibility included the Colorado River (Hoover Dam to Mexico), associated lands, canals and irrigation systems, and the Yuma Desalting Plant. Managed a staff of 8 individuals (GS-7 through 12) for environmental, safety and technical skills to meet the objectives of the department including emergency response for the facility and to assist in river emergency response. Responsible as the decision maker for NEPA compliance on all projects funded or proposed by the Bureau. The position included extensive international (Mexico), non-governmental organizations, tribal and stakeholder coordination. Possesses extensive of Reclamation Law; marketing and transmission policies and practices; Federal laws, including the National Environmental Policy Act of 1969 and the Energy Policy Act of 1992; and state legislation, such as California Air Resources Board (CARB) AB32, Clean Air Act legislation and IBWC coordination.

For environmental compliance, was the technical advisor and decision maker to permitting and compliance for all regulatory aspects of YAO and the Desalting facility. Successfully negotiated tailored permits for discharge permits with ADEQ and reviewed regulatory measures to be in compliance with the Aquifer Protection Permits with ADEQ for the Yuma Desalting Plant. Managed the program, with staff, for air quality permits on several generators and facilities requiring local and state CAA permits (California, Imperial Co). Managed the Integrated Pest Management plan for Reclamation. All permitting and compliance was in accordance with Reclamation’s EMS. Implemented hazardous materials self audit program. Laws highlighted included NEPA, RCRA, CWA (heavy and very involved in the program with regulators from California and Arizona for Individual and use of Regional and Nationwide permits, also used Regulatory Guidance Letters), CAA (Title V major sources). Managed a budget of over 350K in costs for environmental permitting and compliance annually with no contractors except laboratories, utilized staff for sampling.

Renewable Energy Assessment, Tetra Tech EMI, Inc. Provided technical and project management support on the NV Energy wind feasibility strategy. Sited over 100 locations throughout Nevada for potential wind energy.

Characterization and Field Assessment, Nevada Test Site; Tetra Tech EMI, Inc. and Navarro Research and Engineers Supported the NNSA/DOE project contract from 2000 to 2008. Performed as environmental technical lead on the Industrial Sites Project on projects at the Nevada Test Site and Tonopah Test Range and the Soils characterization project from 2006 until 2008. The project responsibilities included the characterization of buildings, craters, facilities and other appurtenances which resulted from the NTS test programs. Lead the development of closure and risk assessment strategy documents for National Nuclear Security Agency/DOE and the State of Nevada Division of Environmental Protection using the DQO strategy. Also developed the field documents including NEPA checklists, Quality Assurance Protocols, Health and Safety Plans, Field Investigation Plans, and Closure Documents. Acted as team lead during characterization field efforts and managed large scale sampling efforts (both hazardous and radiological). Managed waste according to protocols for RCRA and potentially radiologically contaminated waste at specific locations. Managed the characterization effort of the projects from historical research through closure report acceptance (and provided remediation strategy- which was approved by State of Nevada and Dept. of Energy).
