Resident Service Coordinator (RSC)
The Resident Service Program of Barkan Management is a resident-driven program in which the acceptance and refusal of services shall be made by the resident. The position of the RSC is a two tiered position; first to assist in accessing appropriate community, agency and social service resources; and second to be available to discuss confidential concerns with residents.
Resident Service Program is a Consumer driven service system in which services can be provided only with the resident’s consent.
RSC provides a link to or assistance with services and benefits that may enhance the quality of a resident’s life.
RSC will assist residents in maintaining and prolonging their ability to live independently, and improve their self-esteem and self-determination both as individuals and as members of their communities.
Responsibilities of the Resident Service Coordinator:
Make referrals to the appropriate service agencies that will meet the service needs and desires of residents.
Provide residents with information upon request re: available services/benefits
Develop & facilitate monthly programs that encourage resident self-sufficiency and independence.
Support resident social and educational initiatives. The RSC office can help with setting up planning committees, assisting these committees with flyers etc.

Act as a resident advocate when appropriate.
Work with residents to resolve individual and group conflicts.
Promote and/or facilitate positive communication between residents and Preservation Management, Inc. or appropriate contracted management company.
Recordkeeping
Maintain appropriate, confidential files
Record all meetings with residents and agencies
Document acceptance and refusal of services
Complete all regulatory reporting

Assistant Property Manager
Duties included working with project based rental assistance provided by HUD. Processing Housing Assistance Payments subsidies through TRACS. Processing all Vacancy, Damage Unpaid rent/ Special Claims for HUD. Working with all residents including Annual, Interim, Move-in Certifications and maintaining resident files.
2000 to 2004 Dirigo Housing Associates, Augusta, Maine
Program Manager of Subsidized Housing
Duties included working with project based rental assistance provided by HUD and Rural Development. Processing Housing Assistance Payments and Project worksheets for both subsidies through TRACS and Industry Interface. Processing all Vacancy, Damage Unpaid rent/ Special Claims for HUD. Working with all residents of properties managed by Dirigo Housing Associates including Annual, Interim, Move-in Certifications and maintaining resident files. Also providing service to several Owners with the HAP and TRAC’s processing monthly.
1999 to 2000 Dirigo Housing Associates, Augusta, Maine
Program Assistant for the Voucher Program
Duties included tenant briefings, which entailed informing new voucher
holders of tenant responsibilities and program guidelines.
Scheduling Housing Quality Standard Inspections.
Annual tenant recertifications and processing tenant ports/transfers, move out reports,
landlord and tenant relations, and general support of Program Coordinator.

Site Property Manager
Management of apartment complexes, which received funding from Maine State Housing Authority and Rural Development. Responsibilities included financial compilation, recertifications, processing of applications and interview potential residents, supervision of maintenance, and direct residential contact.
