Worked as a consultant in a project undertaken to develop a medium-term strategy in the area of gender and education, which would be consistent with corporate commitments for the achievement of Education for All (EFA) and the Millennium Development Goals. The aim was to identify ways of scaling up efforts to ensure that the gender equality goal would be met by 2015. Responsibilities included revising and restructuring the draft paper and designing a broad-based gender and education framework including linkages to key factors and economic growth, which could then provide the analytic basis for future interventions.

The study also offered some cost-benefit assessments of investing in female schooling.

University of Pennsylvania and International Food Policy Research Institute

Philadelphia, Pennsylvania (1999-2001)

Research on a project evaluating the impact of a large scale anti-poverty and human resource program in Mexico, called PROGRESA (as part of the Progresa Evaluation Project of IFPRI), a component of which was to provide monetary transfers to families, contingent upon children’s regular attendance in school. The project assessed the impact of this educational subsidy program on the age of school entry, dropout rates, grade repetition rates, and school re-entry rates. The benefit levels were intended to offset the opportunity costs of not sending children to school and varied with the grade level and gender of the child. This paper used a Markov schooling transition model applied to the experimental data to assess the impact of the educational subsidy program along several dimensions, including effects on initial ages of school entry, dropout rates, grade repetition rates, and school reentry rates.
