Lobbied the Veterans Administration at senior levels to redefine their acquisition strategy and convinced the VA to make a national level buy for all PET/CT units for all VA hospitals worldwide. As a result, client won a large contract, reduced cost of sales, and reduced costs for the VA.
Supported US Army Resources Command Combat Related Specialty Compensation review program; reviewed combat related injury medical files and made Activity of Daily Living determinations for disabled soldiers.
Supported US Army Human Resources Command with medical records evaluations, legislative issues and Congressional inquiries and conducted injury profile reviews for Traumatic Service Members Group Life Insurance.
There was an unacceptably high causality rate for soldiers in theater in the Middle East due to the enemy’s use of improvised explosive devices. Assembled a team to support the Army Research Development and Engineering Center (ARDEC) with medical and technology experts to develop a soldier mounted system to interrupt or pre-detonate the IEDs before they could become a threat, resulted in a wearable backpack mounted system that could deny detonation of IEDs for the soldier in the field, saving hundreds of lives.
Conducted policy reviews and developed revisions for OSD policies on chemical and biological detection and remediation, jet engine development logistics and sustainment anti-tamper, space-based robotics, high power microwaves interference, and corrosion.
Closed over 2 Billion in contracts and 10 Million in consulting revenue in private sector business and government.

Division President
Directed sales, operations, and business strategy with accountability for profit and loss of a software development, healthcare, and BPO focused IT professional services company. Operated organization as wholly-owned subsidiary with an independent board of directors. Managed mergers and acquisitions supervised legal activities and contracts. Managed business development capture and bids, proposals, and client implementation. Directed HR and accounting and finance operations.
Achievements:
iGATE wanted to enter the public-sector healthcare market in the United States as a company with a heavily foreign ownership structure. To overcome this difficulty developed a business plan and convinced the Board of Directors to spin off the division as a separate subsidiary with an independent Board of Directors to work with government contracts. As a result, established iGATE Government Solutions, Inc., recruited a board of senior ex-government officials, politicians and private sector CEOs, built a separate infrastructure from the parent company, established financial and accounting systems, created human resources systems and developed new contracting and proposal mechanisms.
Managed over 150 IT, Sales, BPO, Operations and HR personnel with P&L of over $250 Million.
Contracted and Serviced customers such as Defense Health Agency, MetLife, TRICARE, CVS/Caremark, United Healthcare with claims related services and SaaS solutions, provided staffing and operations for customer service, claims processing, and IT help desk, and software development. Grew revenue for division by 450%, exceeded all financial targets.
Recruited and hired all staff members, developed real estate in multiple locations and obtained DSS approval for Top Secret Facility Clearance, winning more than $250 million in contracts in 18 months.
Won $45 Million TRICARE Dental contract to provide software development and helpdesk support.
iGATE wanted to obtain a government security clearance to bid on classified IT contracts across the government but had foreign ownership and foreign control issues. To resolve the problem recruited an independent board of directors consisting of former military generals, a former US Congressman and former US Senators. Established appropriate accounting controls and a communication plan acceptable to the GAO. Redesigned the IT infrastructure to separate it from the parent company, found a government sponsor for the clearance process, and worked with the Defense Security Service to develop the application and provide information to the security personnel to expedite the approval process. As a result, iGATE received approval to establish a Special Control Agreement with the Defense Security Service and received authorization for a clearance up to Top Secret handling.
iGATE was not a known entity in the government market space. Developed a comprehensive social and media marketing strategy and campaign, hired an outside public relations firm, and targeted speaking engagements. As a result, iGATE was featured in major articles in 15 top government periodicals and smaller articles in 65 journals. Attended speaking engagements at 20 conferences which resulted in being invited to make several bids within government customer set
The State of Hawaii wanted a complete redesign of the IT systems of the Judicial Court System and all associated systems. To win the contract, began an aggressive marketing campaign in Hawaii highlighting company’s work in the development of the original software platform, recruited a knowledgeable program manager, and developed a partnership with the incumbent IT maintenance contractor, created a capture team with a focus on the requirement of the bids. Won a five-year $40 million contract to redevelop court IT system. Based on this work company was invited to bid on and won a follow-on IDIQ contract with the executive branch of the law enforcement agencies.
Company wanted to win a $190 million IDIQ at the General Services Administration to highlight building technology software capability but had no past track record with the customer. Recruited several small business partners with different socio-economic backgrounds and previous experience with the customer. Assembled a capture team to devise a winning strategy and wrote a proposal that focused on the specific strengths of the team. As a result the iGATE team won the GSA IDIQ contract

Achievements:
Provided technical and logistic support to the Defense Science Medical Review Board for TBI and PSTD issues. Analyzed injury data from military medical records to assist in developing mission specific body armor based on demographics and military specialty.
The Department of Homeland Security needed to develop an investment plan for a $2 billion budget addressing chemical and biological threats to the nation. Conducted a national technology needs analysis of the US detection, interdiction, and remediation of chemical and biological threats. Developed an investment strategy in the areas with the highest payoff based on a cost benefit strategy. DHS adopted the technology development and investment strategy and devised an acquisition portfolio based upon personal recommendations.
Due to changes in world circumstances and the advent of new technologies, new vulnerabilities rose in the US telecommunications infrastructure. Personally, asked to develop a plan to identify and remediate those vulnerabilities. Formed and chaired a public-private sector Telecommunication Working Group with the National Communication System, the White House, the US Intelligence Community and commercial carriers to identify major threats to telecom and data networks and develop migration strategies to abate the threats. Developed new policy and requirements to protect against these new threats and created new security protocols.
The US Department of the Treasury and the Federal Reserve System asked to develop a plan to identify and remediate vulnerabilities. Assessed the US financial system and found significant vulnerabilities in the structure. This led to a redesign of Federal Reserve IT systems and creation of a back-up site for financial systems along with diversification of the US financial networks, minimizing the threat.
