Responsibilities include development of major enhancements to the Guarantee Loan System (GSL); Completion of medium size system development request (SDRs); Research of day to day Trouble Tickets; Participating in an on-call rotation to provide 7 by 24 support of GSL production batch processing.

Major Development highlights:

2003-2004: Redesign of Borrower Incentive System. Movement of incentive plan from account level to disbursement level to allow a borrower to have multiple incentive plans within an account. Introduction of separate status values for each benefit reduction type (ACH Reduction, Interest Reduction, and Rebates) to track the benefit life cycle for each benefit type separately. Establishment of Incentive plan setup and qualification screens (ACMS tasks) to allow user entry of new incentive plans.

2007: Addition of confirmation step to all GSL parameter screens. This confirmation step would bring up a confirmation box with a Yes/No option to allow user one final review point before committing a GSL parameter change.

2008-2009: Redesign of Adhoc client reporting system. Introduced database tables to hold client reporting parameters and field definitions. Built online screen to allow users to set up new parameters and can select the fields they want reported. Further enhancements provided for a user directed batch cycle indicator – daily, weekly, and/or month-end. The adhoc process was automated to query the adhoc database table for all adhocs belonging to a cycle, build a scheduler file, and then start the scheduler file in the appropriate batch environment, i.e. – daily, weekly, or month-end.

2009-2010: Billing Account Number (BAN) for GSL online screens. Participated as a member of a team to implement the Billing Account Number to GSL Online screens. Provided input to high-level design to change ACMS screen forms (IFDL), server modules, and task steps (.TDF files) to incorporate the BAN. Coded, tested, and implemented five GSL online screens.

2010 – 2011: Income Based Repayment (IBR) for GSL system. Lead the design and programming for a section of the development of IBR into the GSL system. Programmed the new financial IBR concepts such as IBR government interest accrual (IBR IRGC), IBR borrower interest accrual (IBR IRB), and IBR average daily interest (IBR ADI) into the accrual process. Programmed the payment application rules specific to IBR into the payment process and enabled IBR processing to occur in the transaction reapplication process.

2014 – 2015: Service member processing for GSL system (SCRA). Lead the design and programming for a section of the development of SCRA into the GSL system. Programmed the new financial SCRA concepts such as SCRA ADB and SCRA SH ADB into the accrual process.

Accenture Inc. – Information System Engineer, January 1994 – September 1999

Responsibilities included supervising 5 – 7 programmer/analyst; assisted programmers in starting their assignments; reviewed code changes prior to implementation. Duties also included programming and implementing code changes to stabilize the production batch environment. Also responded and resolved high priority job aborts and billing issues as part of day to day activity. This position was the result of Pactel Cellular outsourcing development to Accenture.

Pactel Cellular – Production Support Analyst, October 1990 – December 1993

Responsibilities included providing first response support for batch and online issues on the cellular billing system (PRISM). The source of the work was from operations and the helpdesk in the form of trouble tickets. Worked with on-call programmers to resolve major issues occurring in the cellular billing system. Implemented small programming fixes into production code.

Unisys Corporation – Programmer/Analyst, January 1987 – September 1990

Debugged, maintained, and developed software for the Procurement Information Module (PIM) of the Burroughs Advanced Manufacturing Control System (BAMCS). Responsibilities included the development of reports in RP3 – Reporter. Developed and implemented the History Card screen for the PIM Module which enabled users to enter and maintain freeform notes for purchase parts. Participated on off hours on-call rotation to support Production.
