As the Deputy Project Superintendent I serve at the technical advisor and full assistant to the FMR Project Superintendent. I am responsible for multiple (upwards of 10) concurrent or overlapping surface craft availabilities. Our support ranges from emergent Casualty Repair/Fleet Technical Assist calls, to innovative I-level work in the production shops, and the D-level “heavy lifting” capability provided by the Waterfront Operations Department and their private commercial industrial partners as they overhaul and maintain ships throughout their deployment cycle.

I am responsible for planning through completion of ship repair and modernization projects encompassing DVMAV, EMAV, CNO etc. I provide daily oversight of shipbuilding personnel to include shipyard tradespeople and contractors to include a review of work performed for completion and first time quality. Additionally, I monitor work progression to ensure milestones and key events are successfully attained.

The identification of work scope, specifically new or emergent work, is a daily task as systems are opened and assessed for additional repairs. An integral part of identifying work scope includes the assessment of resource constraints and material allocation. I am well versed in this area and can make quick and calculated decision to ensure no resource days are lost. Through the process of identifying work scope I implement operational improvements. As a part of those improvements I am working with HRMC and Code 103 to build an integrated schedule to improve communication across the surface craft repair world and rebuilding relationships that have long been strained affecting our ability to keep our ship fit to fight.

The surface craft repair world is complex and requires me to be well versed with different customers that have a direct link to our endeavor towards on time ship delivery. Our customers include Shipyard managers, various trade shops, engineers, Ship CO’s, project managers, and sailors. As the Deputy Nuclear Production Manager I serve as the technical advisor and full assistant to the Nuclear Production Manager. My primary duty as the Code 300N Nuclear Production Training and Resource Manager is to manage, from a program oversite perspective, all aspects of the Nuclear Production Training Program. I am responsible for the training and qualification of 500 to 600 nuclear production workers and evaluate the work performed by 60 to 80 instructors and supervisors.

I evaluate the nuclear training program development, progress, and performance and recommend improvements. I evaluate the planning and coordinating duties of responsible instructors and supervisors. I directly converse with other department training managers from the Nuclear Engineering and Planning Department, the Radiological Controls Department, and the Production Resources Department to coordinate technical program reviews and assessments to include corporate initiatives. I conduct financial reviews to establish baseline estimates and strategies to ensure we train the required number of workforce and plan for additional funding or resources to ensure the programs are operating at full capacity and throughput is at its maximum program ability. I evaluate organizational changes (e.g., changes to mission, technology, fiscal resources) to plan for future workforce development needs.

I am responsible for teaching, motivating, enabling, and empowering a team of training personnel through the journey of continuous learning and improvement. I ensure that training decisions are made with the best interest of the corporation, the student, and the Pearl Harbor Naval Shipyard Leadership Philosophy, vision, and values, in mind. I review lesson plans and monitor classroom activities to ensure the product being delivered provides value to the customer and is presented in such a way that is most effective. I also develop, recommend and sometimes implement new approaches, methods, or procedures for the nuclear training program. I develop supporting documentation to identify or justify changes or improvements to training program functions.

I take independent action and make decisions on highly technical and unusual problems and policies that involve complex and varied matters associated with nuclear production training. For example, when the Production Training Department administers retention of knowledge exams which results in higher than expected failure rates, I am responsible for assessing the data, stopping production work if necessary, and assisting the team with the correct and most effective and efficient course of action.

I assist cross-functional teams such as The Production Training Department and The Radiological Controls Department with the implementation of revisions to technical manuals and instructions, such as NAVSEA 389-0288 ACN 50. I evaluate the impact of new resource levels (e.g., budget cuts, increased need) to update estimates of resource requirements for a program. I manage resources and risks to optimize cost, schedule, and performance objectives for a program. I analyze human resources development statistical data to identify trends or workforce characteristics that may require program changes or enhancements.

I ensure the department carries out EEO policies and act as the subject matter expert when determining equality in the identification of qualifications, selections, assignments, training, promotions, details, discipline, and awards to employees. I serve as the Workforce Development Manager for Puget Sound Naval Shipyard which oversees programs in the Continuing Training and Development (CTD), Coaching, and Career Paths programs. I mentor/coach and provide leadership to 10 direct reports which ultimately oversee the workforce development of over 7,000 shipyard nuclear and non-nuclear employees.

I establish program goals and strategic plans that align with the shipyards mission, vision, and goals. I continually assess and adapt the workforce development program based on specific trade and overall shipyard performance. I evaluate program successes and effectiveness by utilizing the Shingo assessment tools, lean principles, Toyota Kata, Learning Organization disciplines, and High-Velocity Edge Learning principles. I maintain and build relationships with my counterparts located in private industry, community organizations, and the highest levels of government. I develop strategies for achieving organizational program objectives. I provide the framework and standardized approach to develop and execute production workforce and skills and proficiency training. I establish schedules, define objectives of assignments, and aid in the solution of program problems. I am well versed in implementing ways to eliminate or reduce significant bottlenecks and barriers.

The CTD, Coaching, and Career Paths program are required to comply to NSTEP, The Command Workforce Development Instruction, OSH and environmental instructions and laws, Corporate and local nuclear and non-nuclear manuals, and NAVSEA 389-0288 from a regulatory standpoint. It is my responsibility to completely understand these requirements and ensure compliance at all levels and across departments. I have restructured the training assessment program to use student feedback, training monitors, initial and requalification exams, jobsite training evaluations, and job performance data in lieu of random retention of knowledge examinations. I adjust program plans in response to assessments and perform strategic planning and actions necessary to overcome shortfalls and/or weaknesses within the training program. Part of this process involves identifying future initiatives and the endeavor to make improvements and take advantage of emerging business opportunities.

I manage/oversee the CTD, Coaching, and Career Path programs labor and material budgets and develop budget proposals, justify expenses, and monitor expenditures. I make budget programmatic decisions and adjust as necessary. I adjust the program budgets and re-phase as necessary to ensure funds are being spent as scheduled and in the proper manner. My staff develops training materials and instructions that the programs use for guidance. Provisions are made based on demographics, such as junior instructors and subject matter experts. Lesson plan development is a continual process as our programs change and morph with demographics and initiatives in process.

As an additional part of my duties, I am the lead manager responsible for a 10-million-dollar project which will construct a multi-trade, cross-functional learning center. The learning center will be the first of its type amongst all public naval shipyard government facilities. My duties involve change management, and I serve as a change agent for the organization. I deliver presentations and facilitate discussions to senior management to persuade the audience towards recommended strategic and operational plans. I am able to gain support for current initiatives and engage people to participate. I facilitate drum beat meetings with stakeholders and provide an environment where difficult discussions take place to ensure persistency and vocalism of alignment and vision. I lead the team’s vision through a phased transition which moves the Shipyards nuclear training program from the “one size fits all” approach to a tailored training within the nuclear trade skill network. The effort requires comprehensive, detailed knowledge of functional responsibilities and department policies which impact the Shipyards Nuclear Program. The team’s responsibility is to improve efficiencies in training by incorporating radiological controls training into nuclear trade skill training, by eliminating division between the departments. The end goal of building a partnership between both entities will enhance work force development and proficiency by ensuring that workers train, test, and work cohesively, in a manner that reflects actual waterfront work. The team is responsible for high level change management within a complex system. The time target for full implementation of the training transformation is 2019.

The team has built a strategy which outlines current and future state networks while identifying obstacles, prerequisites, and actions needed to fill gaps. Included in the development of the strategy are multiple POA&Ms that cross-tie the entire organizational system. The development of short term and long range goals are an important part of this process. Key factors that the team is sensitive to are: determining FTE manning, facilities, and budget constraints for the transitional and final state. The team’s efforts are collaborative between multiple organizations and levels of management throughout the shipyard.

Additionally, I am leading PSNS efforts to build a partnership with CACI contracting services. This supports the development of 2nd and 3rd level managers via deck plate leadership coaching. As a C300N.12 Program Analyst I am part of a team that is responsible for ensuring that naval nuclear production work is accomplished on time, at a reasonable cost, with a minimum radiation exposure to personnel, and in accordance with specified nuclear technical requirements, including quality and radiological controls and first-rate workmanship standards. I provide properly trained and qualified nuclear mechanics to the projects to execute nuclear work. I own nuclear processes and improvement of the processes. I conduct assessments of radiological work and contamination controls.

I am responsible for, but not limited to, the Radioactive Material (RAM) and Contamination Control functional area assessments, casual analysis, Command monitoring of radiological work (SUPV-7) program and assessments, mock-up oversight, corporate nuclear manuals, nuclear process department instructions, continuous training, and coaching and development. As the Code 900T Resource Manager (Supervisory Production Controller) I am responsible for the management of all code resources and manning requirements, along with ensuring that the budget falls within expected guidelines and that all code planning and work forecasting is balanced. I have been working on rebuilding processes that have failed such as; the process of interviewing potential employees, employee of the quarter awards, reducing waste within 900T by moving resources where there is a need, reallocation of material and manning budget allocations and expenditures, nuclear and non-nuclear training processes, and overall morale within Code 900T.

As a second level supervisor I delegate instructions from the Code Superintendent and am responsible for; getting work started; setting the pace; overseeing that plans, materials, and tools are available; answering questions of supervisors on procedures, policies, instructions, or other directives; checking work in progress; assuring that safety and housekeeping rules are followed and reporting to the Superintendent on the status of work.

I manage special complex studies, review reports, investigate and take action as appropriate for the issues involved with Nuclear and Non-Nuclear training, records maintenance, and the input of qualifications in ATMS. I am responsible for overseeing investigations of potential or existing areas affecting Production Recourses. I analyze program operations, operational capabilities and performance measures to detect negative trends/programmatic shortcomings and provide recommendations for solutions. I conduct program and project audits, self-assessments, and inspect and analyze findings to identify problematic trends or patterns. I used qualitative and quantitative techniques to assess the effectiveness of training and processes involved in training. I am instrumental in making changes in work and staffing structure of C1000T with a positive impact on efficiency. I was the leading program manager with the creation and implementation of the R-manager training program, stand-alone nuclear Q worker program, and nuclear semester training. All of these programs have positively impacted the command and the processes of nuclear work.

I maintain business relationships with shop Superintendents, Resource Managers, Facility Zone Managers, Assist Trades, Branch Managers, Product Line Managers, CTD Managers, 300N, C105, Shop Managers and other organizations/individuals to coordinate and expedite efforts on production work activities. I present reports, lead briefings and meetings, and helped to solve controversial issues with all of the managers listed above.

Other duties as assigned consist of the Building Manager for building 78. I serve as a lead in Zone 1 Emergency Response and set the example for other building managers. I built the facilities tracking SharePoint site for all training facilities in our AOR. This SharePoint site allowed for internal and external customers to report facility discrepancies, which in turn gave our building issues the high level view that it deserved. I determine facility actions based on the discrepancy, and sent the work order to the respective repair organization in order to resolve deficiencies. I coordinate with information system managers to ensure enterprise wide solutions.

Additional other duties as assigned for the position included the sole responsibility of the Production Training Departments budget including labor and materials. I forecasted and provided justification to the business office for fiscal year funds. I used application such as; WARR, AIM NT, AIM XP, MRQT and SUPDESK. I managed work planning, material procurement, and work execution to ensure correct implementation according to command policies. I have been a data provider during level 1 and 2 emergency response drills. My duties over the last few years required me to serve as the lead monitor at the staging area during airborne drills.

During the course of my duties I perform the following tasks:

I evaluate short and long-term works schedules and identify and coordinate training, medical qualification, and work qualification requirements. I have experience representing the Shop or Project in workload forecasting and the establishment and maintenance of the Department Workload and Resource Report (WARR). I am experienced in reading and comprehending the WARR to ensure each project is manned appropriately and that the manning requirement is sufficient to cover all forecasted work. I supervise the development, execution and documentation of quality Nuclear Continuous Training (NCT). Each continuous lesson plan is developed and presented on a trimester basis per NSTEP requirements, and is developed in accordance with the applicable Annual Training Plan Curriculum, as well as current production and Retention of Knowledge Exam weaknesses (RKE).

As the NCT supervisor, I ensure that the training produced is accurate, appropriate, meets the development requirements per NSTEP and the Standard Operating Procedure (SOP) and is presented with the best intention of every student that attends training. I have ensured that the NCT department has dedicated our training development and presentations to meet and relate to multiple learning styles.

I ensure that the adult learning activities are creative, presented in a manner that is understood by every experience level and reviewed appropriately to maximize the student’s ability to retain the knowledge of the information that our instructors present.
