Extensive nuclear and other industry experience that has included work for manufacturers, fabricators, nuclear power plants, and spent fuel storage system providers. Expertise is primarily QA/QC including QA program development, training, implementation and management; functional areas have included design configuration, computer software V&V, work process control, procedures and work instructions, inspection, surveillance, testing, metrology, procurement, supplier qualification, corrective action, root cause, and operations auditing. Certified by multiple companies as QA Lead Auditor, and previously certified QC/NDE for various tasks/levels. Experience has included engineering functions and various technical areas, such as, design and modifications, specifications, nonconformance evaluations, replacement part evaluations, CGI dedication, material testing, dimensions/tolerances, metal forming, machining, welding, NDE, corrosion, electrical equipment fabrication and testing, mining, HVAC, radioactive waste and spent fuel storage, and extensive use of ASME B&PV Code. Experience has also included project management functions; tracking costs, evaluating schedule performance including milestone completion and open items, and facilitating resolution of problems (program or technical).

Performed assessments, and initiated and evaluated corrective actions for DOE WIPP facility as part of the organization’s multiphase recovery effort to achieve re-start as a result of prior reportable occurrences. DOE contractor QA Representative for New Underground Ventilation System major modification project.

Performed extensive project support and oversight surveillance of metal canister fabrication for multiple licensed dry fuel storage ISFSI’s. Reviewed fabrication document submittals for specification compliance, evaluated nonconforming conditions, and identified need for corrective action including suggestions for resolution. Extensive experience with surveillance planning, fabrication oversight, Hold/Witness Point verification, and review of completed fabrication records for acceptance and certification. Performed as Design Review Team Leader for two initial licensed plant ISFSI’s. Fabrication work involved 400+ canisters for 25 U.S. plant ISFSI’s, DOE INL ISFSI for TMI-2 fuel, and initial basket assemblies sent to Ukraine per DOE.

Prepared and managed a complete initial nuclear QA program (manual and procedures) for a fabricator of dry spent fuel canisters. Trained personnel and supervised technical performance of union QC Inspectors.

Performed QA internal and supplier audits, surveys and other support tasks for two Northern California nuclear plants. Developed a comprehensive internal audit scope matrix per Utility’s multiple departments’ QA procedure systems. Developed compensating measures to allow for the continued use of suppliers due to deficiencies. Performed surveys, reviews and fabrication oversight for CGI dedication of an emergency diesel generator. Prepared specifications for nuclear coatings and electro-polishing of nuclear piping. Performed evaluations, established impact and facilitated resolution of multiple deficient supplier audits.

Performed quality engineering for a fabricator of nuclear Class 1E LMV switchgear and 4kV circuit breakers; reviewed drawings, work procedures and travelers, and procurement documents for compliance, managed the M&TE program, wrote CGI dedication plans for materials and parts, performed inspections and audits.

Rewrote a “Quality System Manual” for a vessel fabricator per ASME Code Section VIII for re-accreditation. Donald C. Campbell Page 2

Prepared design changes for a BWR; Lead Mechanical Engineer for extraction piping replacement, and Containment HVAC modifications. Assisted with Recirculation piping replacement, Torus modifications, heat exchanger replacements, MSIV stems, and nitrogen purge vaporizer replacement (ASME vessel).

Developed inspection plans for the erosion-corrosion of power plant piping and components; supervised inspection teams, monitored degradation, and evaluated defects. Assisted with research efforts at MIT.

Performed review of all inservice inspection performed for a BWR plant during first 10 years of operation for compliance with ASME Code and License; prepared reports for Authorized Nuclear Inspector and NRC. Work History
