Payroll Accounting Analyst 2012-2017

City of Banning Banning, California

Review and process payroll action forms and resolve discrepancies with Human Resources; ensure employees are correctly set up in the payroll system; verify, audit, edit and process biweekly employee payroll in accordance with City policies and procedures and labor contract agreement provisions; generate reports and verify accurate reporting of changes in pay, payroll status, benefits, taxes and other deductions, as well as retroactive pay adjustments and terminations; verify and edit attendance and work hours data entered by other departments; work with other departments to resolve reporting problems and errors; enter work hours, leaves taken, overtime and accounting codes for employees with labor distribution and for part-time employees; process adjustments to individual employee pay to correct errors; process employee payroll deductions, benefits elections and tax changes; monitor eligibility dates and initiate set up of annual enrollments/increases and floating holiday accruals. Process and enter special payroll transactions, such as wage assignments, liens, and child support payments; make payroll system adjustments to ensure appropriate payroll tax treatment of retroactive and other special wages; generate and check preliminary and final payroll reports and registers; run leave accrual processes; generate paychecks; process void and reissued paychecks; ensure timely and accurate posting of payroll to the financial accounting system and generate electronic bank deposits; generate and distribute a variety of system reports and ensure appropriate documentation for audit purposes. Post deduction and benefit amounts to subsidiary ledger accounts; prepare payment authorizations for vendors; generate EFT transfers for tax deposits; reconcile quarterly tax reports to the general ledger; prepare and submit quarterly tax returns and media files for transmission; reconcile payroll liability accounts, resolve discrepancies and post adjusting journal entries; responsible for required maintenance of payroll software. Answer department and employee questions regarding payroll and benefits deductions by explaining requirements, policies and procedures; respond to requests for salary and employment verification. Remain current on Federal and State payroll tax law changes, pension, benefits and other applicable regulations affecting payroll. Maintain required files and records; research transaction history to verify payroll totals, accruals and audit questions. Perform user testing of system updates.
