Duties & Responsibilities:

Action Plan of an HSE Personnel

The HSE Officer is to provide technical support to the construction Manager so that Construction of the project proceeds in compliance with the projects HSE commitments.

The HSE Personnel’s duties include the following.

• Maintain regular and effective liaison with all levels of management and health and safety authorities.

• Investigate accident and dangerous occurrences. Monitor and maintain health and safety records.

• Recommend changes to the management systems as required. Ensure that all personnel attend the site safety induction program and other specific training modules.

• Perform regular surveillance audit on own work force and the contractors to identify compliance with the management system including recommendations for corrective or preventive actions where appropriate.

• Ensure that a system to record and monitor potentially hazardous substances brought to site in place.

• Assist all members of the project management team to work safely. Review hazard control programs for the method statement and otherwise assist the construction section and others as necessary to develop and maintain safe working procedures for the effective control of site and associated office activities.

• He shall post information’s relating to safety such as the tool box talk program, Safety bulletins and minutes of meetings, on notice boards at appropriate locations and in suitable languages around the project facilities, including the camp.

• Assess all potential hazards and risks related work locations and the activities according the method statement and prepare Task based Risk Assessment to minimize the risk.

• Close observation in the work site and find all unsafe activities or violations and provide trainings and take appropriate actions while needed

• To ensure the inclusions of health and safety considerations when planning work or work schedules.

• Taking prompt corrective action on observed noncompliance and substandard industrial practice with respect to occupational health and safety.

• Setting a personal example and encouraging health and safety awareness among individual subordinates, the managed workforce and sub-contractor work force.

• Actively contributing to the investigations and reporting all accidents, incidents and near misses.

• Ensuring through the supervisory line health, safety and emergency equipment, whether portable or installed, is maintained in a proper operational condition and that such equipment is correctly used. Maintaining and participating in the schedule of meetings, emergency exercises, inspections and audits that are programmed for the area of management responsibilities.

• Ensuring that all engineering activities are planned and conducted in accordance with the applicable environmental regulations and site- specific procedures.

• Liaison with the construction manager and the client’s representatives.
