Leadership- Defense Acquisition Workforce Development Fund Manager (DAWDF/852). Served as NIWC Pacific Program Manager, managing the day-day-execution and operation of over 1.3 million dollars in additional funding for AWF personnel annually. Tracked and kept 47 Operation Officer, Program Director (DPD), Career Field Managers (CFM), Trainers, and Business Financial Managers (BFM’s) of funding and its intended purposes and execution status.

Standardized process budget requests, submitted unfunded spreadsheets, to CFM, collected, compiled, and submitted finalized request to the Operations Officer, working directly with DAWDF Program Director (DPD), ensuring documents and reports are reviewed and processed in a timely manner.

Adhere to DoD, financial management principles, receive /allocated funding based on training strategy and priorities, assessing monthly obligations, using monthly phasing plan, re-allocated unused funds and maintained/revised unfunded list. As a result reduced the administrative process by 43 percent.

Defense Acquisition Workforce Improvement Act Program (DAWIA) Program Manager

Directly worked with the Director of the Acquisition Career Management (DACM) and with senior staff, Branch Heads and NIWC Pacific supervisors to obtain clarification and make recommendations on DON DAWIA policies and programs, resolved issues, and provided feedback on program effectiveness.

Expert Manager- resolved complex problems that cross-organizational boundaries and promulgates solutions, supporting and provided recommendations and training to 361 supervisors, affecting over 3,000 NIWC Pacific DAWIA personnel.

Established mandatory review for Acquisition Workforce members to ensure they are compliant with DAWIA training. Coded billet requirements, working with OCHR, PMA’s, Branch Heads, Supervisors and AWF personnel identifying administrative errors. As a results NIWC PAC have exceeded DOD DAWIA Certification Levels by (99 percent) an increase of 4% during the reporting period, Continuous Learning (CL) 87% an increase of 7 percent.

Demonstrated an ability to complete and deliver required department objectives. For instance, within a few months of being hired. Was hired to develop a Leadership Development curriculum. The project was completed and running in less than two months.

As the DAWIA Program Manager orchestrates successful management, ensuring that acquisition positions for our employees were properly designated and coded in an official personnel/manpower systems.
