I have a background that includes in-depth experience in both the private and public sectors in line positions and consulting assignments involving various technologies. For the past thirty+ years I have focused on large-scale project planning and implementation, but assignments have also included PMO start-ups, technology assessment, Agile methodology (SCRUM) setup, data center management, project quality assurance, data center outsourcing services, and QA/testing start ups.

Work Experience:

Independent Consultant (January 2017 – Present)

As an independent consultant I provided implementation and ERP consulting support to several Higher Education clients while managing a multi-client portfolio.

Consultant (February 2018 – December 2019)

Through Amerit as Banner 9 Project Manager I was assigned to the project management of a Banner 9 Student Admin implementation at a major California university. Banner modules to be upgraded included Student, Financial Aid and AR. Duties included management of the project direct core team and the ancillary teams, development of all project artifacts (Charter, budget, schedule, etc.) and reporting/presenting to executive steering committee(s). Conversion and testing with a mixed team (Ellucian and UCD) of over 300 Oracle maps and related processes was completed via Scrum and controlled by Jira.

Consultant (July 2019 – December 2019)

Through Ultimate Consulting as Management Consultant to the COO I was assigned to a project to assist the client, a private foundation associated with California community colleges, in the development of an RFP for replacement of their current ERP. Scope included development of RFP, coordinating with vendors during the RFP process and assistance in vendor selection.

Consultant (June 2019 – present)

Through Solutions4Less as Project Manager I am assigned to the project management of the implementation of a Project Management Office (“PMO”) at a major Kansas university. Duties include management of the project team, development of tools, training/mentoring of in-house PM’s, development of methodology and associated artifacts.

Consultant (February 2017 to January 2018)

Through Ciber as Senior ERP Manager I was assigned to a one year contract for the project management of a full Banner 9 implementation (all Banner modules) at a major Ohio university. Duties included management of the project direct core team and the ancillary teams, development of all project artifacts (Charter, budget, schedule, etc.) and interface with all 3rd party vendors. Entire project (Admin and SSB) was expected to last about 30 months and had a project budget of $7M.

Ellucian (formerly Sungard Higher ED, SCT); (August 2002 – June 2016)

As Project Director, I was assigned to the program management of several client organizations. Some assignments included acting as Client Project Director for a multiple vendor ERP implementation at a large Canadian university. Prior to the Canadian assignment I successfully managed the implementation of the ERP products in a seven college consortium for the State of Utah and more recently the ERP implementation at a UC university,

Typical responsibilities included managing the implementation of the Banner software products and consulting services at a consortium of colleges and universities. A typical implementation is a three year

$3 - $4M (services portion only) project and may include managing Sungard business partners (Sun, Oracle) activities and include all or some ERP solutions (Finance, HRIS, etc.). The Banner ERP product contains all ERP modules and also can be implemented with interfaces to other vendor modules (e.g.

Peoplesoft Finance). Custom work and data conversion/migration was planned separately and executed via a Scrum approach.

Smaller projects focused on the implementation of “point” solutions such as our proprietary Data Warehouse or Object Data Store systems.

For a period of time I also managed administratively approximately half of the Ellucian PM’s.

Tools used were primarily MS Project (including 2010), MS products (Word, Outlook, Visio, Sharepoint, Excel) and Clarity.

Previous Work Experience:

As an Independent Consultant (Jan 2001 to Aug 2002) I acted at a VP level and was responsible for both the internal data processing and the product development/support for an E-Commerce company.

Directed the team activity to successfully stabilize the product and its delivery.

Managed the continued developed of the Company’s proprietary Web-based software.

Developed formal build processes for development group.

Managed hosting relationship with primary vendor

As Senior Program Director (Nov 1999 to Dec 2000) with SCT (now Ellucian). I was responsible for the service delivery and overall performance of the Mainframe Services group which consisted of systems programming and computer operations staff at 10 of the Company's managed services sites. This involved the matrix management of 12 direct report managers and their staffs.

Assisted with the Company-wide reorganization from a traditional organization to a streamlined matrixed organization.

Assisted with the development of two large outsourcing sales proposals.

Met all group service delivery goals.

As an Independent Consultant (Mar 1997 to Nov 1999) I provided consulting and management support for both public and private sector clients in the areas of project planning/management, Year 2000 conversion, applications development management, and data center assessment/improvement. Projects included:

Provided interim management support and assistance with the implementation of a Project Management Office (PMO) at a large southern city. Additional scope upgrades included a six month assignment as interim Applications Manager for City IT resources.

While based in England, provided project planning and QA support for the integration testing and production cutover portions of the Euro Currency conversion for a large international bank.

Assisted with the planning and coordination of a Year 2000 conversion for the City of Mesa.

Conducted technology and IT assessment for the Governor’s Office of the State of New Mexico.

Provided project management for the ERP implementation at a large shipbuilder.

For a national Quality Assurance organization was a major player in the sales process of an over

$5M Solutions project and acted as interim Project Manager for the subsequent QA department start up for Franklin-Templeton Funds.

As Executive Director (July 1995 to Feb 1997) with BDM (now Northrop Grumman), I was responsible for the management of all the business and marketing activities at the Albuquerque Data Center and for its financial performance. The Data Center provides outsourcing services to state and local government clients. Some of my responsibilities and accomplishments included:

Implemented new reporting and measurement processes that tracked the Data Center’s adherence to client service levels and performance expectations.

Responsible for the Data Center’s strategic planning, and performance to plan.

Transitioned the Company’s corporate data center to the Outsourcing center.

As Systems Group Manager, Motor Vehicles Systems, Lockheed IMS (July 1994 to June 1995) I was responsible for the Professional Services Group and Product Development Groups. Some of my responsibilities and accomplishments were:

Planned and executed the movement of two product (AS400 and mainframe) development groups from New Jersey to Phoenix, and the movement of two product maintenance groups to Tarrytown, NY.

Managed three separate consulting teams on on-site projects with five different state clients.

Implemented a new product development environment utilizing CASE and desktop (MicroFocus) tools.

As Project Manager for the SCT (now Ellucian) CLEAN (CLient Eligibility Assistance Network) project (April 1989 to June 1994) I directed the activities of a unique mixed (both SCT and client staffs) team developing a kiosk workstation-based automated public assistance system. CLEAN utilizes many leading edge technologies (DB2, touch screen, expert system, multimedia, imaging) to automate the determination of eligibility for various public assistance programs. The application is the first successful implementation in the U.S. and received national attention.

Directed a $3.7 million site add-on contract project.

Successfully directed both Company and client staff under trying political circumstances and extremely aggressive timelines.

Managed multiple vendors and sub-contractors in a complex systems integration platform.

Was responsible for all aspects of successful pilot and production implementations including hardware and software acquisition, user and staff training, and progress reporting to client executive management.

As Deputy Director (April 1984 - Mar 1989) I was responsible for the management of the Data Center for the City of Phoenix. The Data Center consists of six sections: Computer Operations, Customer Support Center (Help Desk, Problem Management), Systems Programming, Data Communications, Data Administration/Technical Consulting, and Data Entry.

Responsible for the planning and administration for the major portion of the departmental budget.

Provided technical and planning support for the completion of a conversion of all City systems from Honeywell to IBM technology.

While adjunct faculty with Maricopa Community Colleges received the college's President's Award for Excellence in Teaching.
