PCS has requested that a contract management system be implemented to collect remedies and pay out incentives. This system will automate any of the manual processes, streamline the performance outcome reports and correspondence and enable the appropriate interfaces to the accounting system. The system will provide easy access to data necessary to respond to internal and external inquiries. The system will manage the key performance indices used while monitoring RCC performance outcomes. This project was presented to the DFPS Information Technology (IT) Governance board in August 2018, and it was approved as a Fiscal Year 2019 Agency level Software Development project.

Foster Care Litigation

The “FCL – PPM 55916” addresses the need for improvements required to DFPS’ IMPACT application associated with the Child Protective Services (CPS) and Child Care Investigations (CCI) and Child Care licensing Programs. DADS provides and contracts for long-term care services and supports to eligible older Texans and to children or adults with cognitive and physical disabilities. DADS also regulates facilities and agencies and credentials staff working in facilities and agencies. DADS access, intake and assistance services are provided through Local Authorities, Area Agencies on Aging and DADS regional and local staff. Services are provided in facilities, including nursing and assisted living facilities, Intermediate Care Facilities for Individuals with Intellectual and Developmental Disabilities (IDD) and State Supported Living Centers (SSLCs).

ARWOT (Application Remediation to Websphere & Oracle Technologies)

SASO Application remediation project includes remediation of the following applications, Service Authorization System Online, Long Term Care Scheduler, Community Care for the Aged and Disabled Caseload Realignment, and Claims Management System Merge. As part of this remediation, several mission critical service delivery applications that reside in outdated and unsupported technology are migrated to scalable applications.

RSSM (Regulatory Service Systems Modernization)

The purpose of this project is to develop a Systems Modernization Program for Regulatory Services. The project will need to identify all of the Microsoft (MS) Access databases and associated spreadsheets, and applications currently used in Regulatory Services (including those in Regional Offices to develop a single, consolidated database with roles based front-end and a single repository for data and reporting.

UMR (Utilization Management Review)

The purpose of the project is to provide a consolidated data management system which will automate current manual processes and replace the various Microsoft Word forms, Access databases, Postgres databases, and Excel spreadsheets utilized by staff in the Utilization Management and Review (UMR) section of the Access and Intake division. The current data is used to document and track program decisions and utilization review (UR) outcomes concerning individuals receiving long-term services and support provided through DADS programs. The objective of the project is to consolidate the data from several data sources into an automated data management system that supports the business processes of the utilization review program area. The consolidated data management system will be used by state office and field staff in support of the waiver programs listed under project scope.

BIP (Balancing Incentive Program)

EHR/ELR SSLC Project

The purpose of the SSLC EHR/ELR, as one of the BIP projects, is to improve technology and information sharing between the agencies that promote client independence, to provide additional community-based service options for these individuals, and to ensure clients receive quality care in the most integrated setting of their choice. Specifically the purpose of the SSLC EHR/ELR project is to provide an alternatives analysis of potential solutions for an EHR/ELR including evaluation of the current Avatar System to determine which solution best meets the requirements of the 12 SSLC and Rio Grande State Center.

Provider Portal Enhancements Project

The project will develop a web-based portal for service providers and DADS staff or contracted case management staff to upload and download necessary documents. A secure web portal will negate the necessity for use of encryption software as the documents would not be sent via email; rather they would be uploaded by the sender to a secure website similar to SharePoint.

SSNRI (Social Security Number Removal Initiative)

The purpose of this project is for Health and Human Services Commission(HHSC)/(legacy) Department of Aging and Disability (DADS) and other Health and Human Service (HHS) agencies to examine policies and existing systems for compliance with the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). The scope of the project is to examine both existing policies and systems to identify appropriate changes and modifications to be tested prior to Centers for Medicare and Medicaid Services (CMS) issuance of new Medicare cards.
