Manage all financial components and business plans for the regional centers (NESA & PERRY) support service requests. Recruit, manage, train, and mentor contractor staff, secure surge consultants’ contracts, and select support vendors as needed. Secure surge consultant agreements/contracts with major service support vendors and subject matter experts (SMEs) in support of the (RC) Regional Centers’ CONUS and OCONUS programs

Create and provide contract draft and final transition strategies and plans to the RC Director of Operations when needed for the RC event program planning teams. Evaluate and provide staffing management plans, monitoring and evaluation reports of each assigned contractor staff.

Provide weekly status and monthly evaluation reports that capture or summarize completed tasks, staffing status, financial reports (Ground transportation, travel, Per Diem payments, and Other Direct Charges (ODCs) & source of funds), contractor work deliverables, billing/invoicing information and any issues/challenges encountered.

Ensure that the Event Program Planning Manager has provided to the client completed project planning of each program. Facilitate and manage the implementation of the RCSs’ approved projects and projected budgets. Ensure that contractor staff or lead event planner has provided reports of authorized on-site meetings and the event Interim Progress Reports (IPRs). Prepare and present numerous briefings on progress of the work of each RC’ support service; prepare white papers/proposals and draft responses to related data calls as needed, and when requested by the RC’s COR or USG Director of Operations.

Ensure that updates of the Standard Operating Procedures (SOPs) are completed which identify collaborative responsibilities, clear support service procedures, and best protocols as required for each program, as well as the most effective communication channels that need to be followed between USG staff and contractor team. Meet in a weekly basis with the contractor team to review work plans, deliverables, and projected support service requests. Ensure that the updated RC SOPs is presented to the Government COR for review and for approval prior to its implementation within the RC.

Single point of contact and coordinator for all support activities, stated requirements, and deliverables for both NESA and Perry centers’ contract. Meet and communicate with the COR to discuss any staffing obligations, support service issues, problems, and concerns that pertain to contractor staff, surge consultants, event participants, speakers, service support vendors, event activities, as well as matters related on the contract requirements and deliverables.

Provide required Program Management tools, strategies, and methods to achieve the requirements and deliverables as outlined in the current contract proposal, and as agreed with the KO through the COR. Manage and oversee, in collaboration with the contractor team and USG academic staff, the RC event and program schedules that layout timelines and the contracting required tasks.

Create both RC monthly labor invoices and Other Direct Charges invoices, track event budgets, develop COAs for other direct cost (ODC) approvals, and provide information regarding project status or financial status on request. Fully responsible for management and integration of both RC supporting functions to achieve contract deliverables as stated in the contract and by the U.S, Federal Acquisition Regulations (FAR).
