Facilities O&M Manager

Facilities Manager plans, establishes, and directs a vigorous facilities management program, and coordinates the maintenance, renovation, and upgrade of existing building infrastructure.

Provide expert management and technical guidance to Post trades staff and contracted staff in order to accomplish post-managed construction projects and recurring preventive and emergency maintenance and repair work.

•Facilities Engineering Specialist / Manger for all projects efforts assigned to PAE / RMSS for construction/ remodel or repair for Department of State (DOS). Generated the Statements of Work (SOW’s), Pre-Bid, Pre-Construction meetings, and daily direct monitoring of subcontractor on all projects from start through completion following up with Testing, Commissioning, Project Closeout and Turnover. Projects vary in Firm Fixed Pricing and range value from 50K to 4.5M.

•Maintained all projects folders covering all construction related testing, i.e. Concrete Strength (Break Test), Soil Density Testing, as well as ensuring all OSHA, NEC, IBC, EM-385, and a complete understanding of the Foreign Corrupt Practices Act (FCPA), and construction standards are being followed and adhered to from start to finish, tracking RFP/ RFI’s and maintaining the Submittal Tracker.

•All projects were in direct support of the Department of State (DOS) to ensure the highest security and safety standards are meet or exceeded for all US Military, Civilians and Affiliated Forces, and constructed for a security enhancement or construction contract, in accordance with the design / design/ build, budget and schedule.

•Design / build of three (3) new combination office / living area buildings, each building has three (3) floors and basement, buildings are 40000 sq. ft each, were built on Camp Jefferson, all projects were built in 165 days from start and finish ahead of schedule. Projects value- $4.5 M.

•Managed and directed all subcontractors on site, Management/ Supervisors and team of 300 tradesmen.

Project Engineering Advisor

•As the Projects Engineering Advisor, responsibilities included being the versatile subject matter expert (SME) and training support to assist the Combined Security Transition Command Afghanistan (CSTC-A) and NATO Special Operations Component Command-Afghanistan (NSOCC-A) through Special Operations Task Force-Afghanistan (SOTF-A) and Afghan National Army Special Operations Command-Special Operations Advisory Group (ANASOC-SOAG), in the execution of their mission.

•Created a tracking system for the Engineering section to preform base power plant generators wastewater plant and water / wells, distribution center covering maintenance and contracts for rebuilding of generator, as needed through CPMD.

Parsons Corp, Doha Qatar May 2016 to June 2017

Project Manager / O&M Manager

•Project Manager for the CENTCOM Forward section in Doha Qatar, managing and directing 14 Subject Mater Experts (SME's) that are the First Responders for all of CENTCOM, Doha Qatar’s 23 Facilities, including Sensitive Compartmented Information Facilities SCIF's, preforming their daily duties of walk a round's examining facilities, making applicable repairs or submitting Work Orders for repairs to be made by the 379th CE.

•Have functional knowledge of cost controls, contractual and project management of international

construction projects.

•Over the course of 1 year, more than 4500 Work Orders and Repairs were made with a combined savings of $1M by having my team assess, make the repairs / replacements and follow on maintenance as scheduled.

AECOM / URS, Guantanamo Bay, Cuba August 2015 to May 2016

Associate Project / Construction Manager

•GTMO Pier C/Truck Fill Station Replacement Demolition and replacement of Fuel Pier C and Truck Fill Station for NAVFAC as part of GMAC Contract Award. Includes metal sheet pile installation, pipe pile, precast concrete caps and decks, fuel piping, pumping equipment, AFFF Fire Suppression. Responsible as Alternate Project Manager for the construction and managing the contract with NAVFAC SE, schedule, subcontractor coordination, and overseeing compliance with QC/Safety Programs. Value of $32M.

•GTMO Reverse Osmosis Treatment Plant Refurbishment - GMAC Design/Construction Contract for Demolition and replacement of 4 existing RO Units at GTMO. Responsible as Alternate Project Manager for the design/construction including managing the contract with NAVFAC SE, schedule, subcontractor coordination, and overseeing compliance with QC/Safety Programs. Value of $11M.

•All projects were completed ahead of schedule saving the US Government $750K in contractor and time related costs.

Pulau Corp / Raytheon, Camp Scorpion, Kabul, Afghanistan March 2011 to August 2015

Facilities Engineering Advisor / Sr. Training and development specialist

•Managed all aspects of work including meetings with clients, assessed work to be performed on projects that ranged in value from $500K- $39M.

•Responsible for construction and maintenance of all facilities consisting of over 50 buildings and structures on Camp Scorpion, Kabul Afghanistan.

•Directly supervised and trained the Afghani Partnering Unit (APU), mentoring the Facilities Officer, (3) NCO’s as well as (12) select local military personnel / team on all aspects of Construction, O&M and Facilities Management, Drawings and Design of existing as well as future projects through MS Projects and the latest Primavera scheduling software so that they can self-sustain. Additionally, trained designed mock-up for all the trades for Carpentry, HVAC, Plumbing. Electrical with cross training when time for OJT and personnel allowed.

•Completed a $39M Camp Expansion and Training Area working in conjunction with Army Corp Engineers and Local Contractors. Supervised the contractor’s daily activities, monitoring and reporting on progress, quality and safety by undertaking inspections and documenting the findings to ensure that the work was being performed in accordance with the drawings and specifications. Water lines installed throughout the expansion area are HDPE in type, Ductile Iron piping utilized from the Well to the (2) 1M liter Storage Water Tanks.

•Team member of Projects Control in Kandahar Afghanistan estimated various projects, from Water Well Pump Houses to Fire Stations, projects valued from $25K to $25M. Both Ductile Iron and HDPE type water lines were utilized and installed via trenching and jack & bore systems to install.

•Collaborated with Site Managers concerning their camps, prepared Project Planning Estimates (PPE) and worked with them from the final technical evaluation through project completion and turn over.

•Directly handled the installation and repair of over 500 Forced Entry Ballistic Rated Doors and Windows (FEBR) in American Embassies and Consulates around the world, saving the US Government & Taxpayers over $750K in contractor installation cost.

•Posted in Lagos Nigeria Consulate for 2 years, I serviced and managed all the technical security, electrical and construction at (7) Embassies and Consulates from Abidjan Cote D Ivory to Cameroon.
