WORKING HISTORY

GISCOE Pty (Ltd)

GIS Specialist (2015 – 2020)

I worked in the Projects Office at GISCOE. The company was appointed to manage projects for various companies and we worked with a variety of ESRI software. My role was to support Project Managers and I was a Project Manager for some projects. Being involved in such a diverse environment allowed me to be comfortable in working on Projects in different disciplines.

1.An example of a project managed by me is “The Integrated Property, Indigent and Bad Debt Consumer Database” project for the Department of Co-operative Governance. GISCOE was appointed to build the spatial database and analyse Business Processes. I conducted workshops at the four Municipalities to determine user requirements and to map the “as-is” Business Processes. I designed “To-be” Business Processes to ensure optimal business flow and enforce that the relevant data is captured is by the users. I compiled training documentation using Dr Explain Software. The training was also scheduled and conducted by me. Travelling between the municipalities took place on a monthly bases: Ray Nkonyeni Municipality (Port Shepstone), Sol Plaatje Municipality (Kimberley), Magareng Municipality (Warrenton) and Mangaung Municipality (Bloemfontein). I was responsible for making my own, and sometimes a colleague’s, travel arrangements.

The project budget was R8 899 880.65

The City of Cape Town Metropolitan Municipality

1.Database Maintenance and Quality Assurance

2.Provide Regional Support

3.Instituting Quality Control Measures

4.Supporting the Senior Project Manager in the development of the Automated Planning and Building Development Management (PBDM) Application:

I was in direct communication with the company appointed by the City to develop the new application to compile the Technical and Functional Specifications. Arranged workshops and meetings to determine user requirements, analyse “As-is” business processes and map enhanced business processes after user requirements were completed. As the application was completely Business Process driven, it was of extreme importance to implement Business Process flows that optimised daily business practices. I was responsible for the testing of the application and, after completion, I trained all users in the use of the application. Throughout the project I ensured compliance to data quality standards.

5.Processes, Standards and Policies

I was responsible for the maintenance of the Planning and Building Development Management (PBDM )GIS Business Processes. As the process were tied to legislation it had to be reviewed and updated often. Should a process be amended, the PBDM web-application had to be amended to include the change. It was also my responsibility that the users were notified and, if necessary, I conducted training. The training documentation was compiled by me.

6.Project Manager for PBDM: GIS for City Wide Integrated

The City of Cape Town Metropolitan Municipality was formed by amalgamating various small municipalities. This project was conducted to create one Zoning Scheme from 23 legacy Schemes.

7.Spatial Information Systems (ISIS) project

Various databases existed in the City. This proved to be problematic in terms of communication and also to update SAP, the Financial System in a timeous way. The purpose of this project was to build one database and integrate it with SAP. In order to do this all Business Processes had to be reviewed and enhanced to fit into the Corporate GIS data flow. Intensive Data QA was done prior to importing the PBDM GIS data and the PBDM GIS Application was amended to comply to the project standards and to integrate with the new system.
