Environmental Inspector (July 2019-September 2019)

10 mile, 42-inch FERC 7c pipeline.

Hired specifically to serve as the Environmental Inspector (EI) for the sensitive and complicated waterbody crossings.

Coordinated with contractor and sub-contractors to ensure waterbody crossings were conducted in compliance with the Washington State Department of Ecology permits, FERC Wetland and Waterbody Construction and Mitigation Procedures (Procedures), United States Fish and Wildlife Service (USFWS) Section 7 consultations for threatened and endangered species, USACE NWP 12, and internal company environmental policies.

MYRIAD TECHNICAL SERVICES – NATIONAL GRID – Rhode Island

Environmental Inspector (January 2019-March 2019)

LNG Terminal, FERC 7c.

EI for National Grid’s FERC 7c regulated natural gas liquefaction (LNG) facility at their existing storage facility, at Fields Point. The facility was needed to be a reliable, safe, cost-effective way to ensure natural gas is available to customers, especially when demand is greatest.

Developed and conducted FERC required environmental training for the contractor.

Coordinated with contractor to ensure the LNG terminal was constructed in compliance with the Rhode Island Department of Environmental Management permits, FERC Upland Erosion Control, Revegetation, and Maintenance Plan (Plan) and Procedures, USFWS Section 7 consultations for threatened and endangered species, USACE Section 10 and 404, the Coastal Zone Management Act, and internal company environmental policies.

Coordinated with the contractor and management team to evaluate existing structures and facilities and determine the most efficient and effective measures to meet the facility requirements, while ensuring compliance with the building codes, regulatory requirements, and Federal, state and local permits.

Provided weekly updates via reports and presentations to the management team.

SYSTEM ONE – MOUNTAIN VALLEY PIPELINE (MVP) – EQT – West Virginia

Environmental Inspector (January 2018-November 2018)

Spread B, 30 miles, 42-inch FERC 7c pipeline.

Coordinated with the contractor to ensure the construction/contractor yard was constructed in accordance with the environmental and engineering permits/requirements, including ensuring the yard was surveyed and fenced accordingly, trailers were erected per the plans/permits, and staging areas were surveyed and identified per the plans.

Ensured entire team was provided with most recent versions of documents as the project continuously was modified, including alignment sheets, Erosion and Sedimentation (E&S) Plans, FERC approved variances, permit updates, redline changes, etc.

Developed tracking and reporting mechanism (punch list) that efficiently and effectively tracked construction related issues on a daily basis.

Developed variance request process (including variance request forms) that identified and tracked contractor requested changes to ensure the changes were absolutely necessary, that the changes were coordinated with the management team, the requests/changes were in compliance with the project requirements and permits, and the changes were ultimately submitted to the necessary agencies and FERC. Hired due to extensive experience and expertise, and knowledge of FERC regulatory and compliance requirements, from project routing, through to post construction monitoring requirements.

Managed the environmental consulting firm, including:

Executed all required environmental surveys, associated reports, and consultations/permits.

Over 2,000 anomaly digs along >250 miles (5v spreads) of pipeline.

Recruited, established, managed, and lead a team of 5 Lead EIs >30 EIs to the successful completion of the project. It should be noted, Sunoco received only two non-compliances from PADEP which were strictly related to horizontal directional drill (HDD) inadvertent returns.

Ensured all agency permit requirements and agency consultations (USACE, USFWS, PADEP GP, PADCNR, SHPO) were known and understood by entire Sunoco team and the contractor, environmental resources were protected, and that construction was conducted in compliance with these permits.

Developed and implemented an environmental training program.

Ensured construction and restoration activities proceeded appropriately and were tracked in an efficient manner.

Developed processes and procedures to aid in the systematic completion of future pipeline construction projects, including restoration inspection, monitoring, and tracking; alternative analysis, approval, and implementation; and an environmental compliance communication plan.

10 mile, 36-inch, FERC 7c project, Canadian, Texas.

Coordinated with contractors during each phase of construction to ensure compliance with federal, state, and local permits, ECDs are installed, functioning, and maintained properly and in a manner to minimize the potential for erosion issues and off ROW sediment

Ensured compliance with the FERC Plan and Procedures, NPDES General Permit conditions, USACE NWP 12, and additional state and local permits and consultations.

Conducted Stormwater Pollution and Prevention Plan (SWPPP) inspections.

Reported to Northern Natural Gas on a daily basis to ensure team members were aware of potential issues in an effort to resolve matters prior to them becoming a true compliance concern.

Coordinated with foreman and Dominion staff for each phase of construction to ensure compliance with the FERC Plan and Procedures, and other federal, state, and local permits.

Wrote and submitted the FERC weekly report and variance requests.

It should be noted no Non-Compliance Reports were issued by the FERC.
