Achievements:
Led the company’s HSSE team towards providing the needed direction and support to site leaders to reduce operational risk, deliver Goal Zero performance and ensured strict compliance in the tough regulatory environment of San Francisco Bay Area.
Achieved a significant reduction of total injuries and environmental non-compliances (+60%), surpassed 7 years without Loss Time Injury (LTI) and exceeded for the first time a Goal Zero run for more than 1 year without recordable injuries.

Achievements:
Provided day-to-day leadership and overall guidance to the 5 Production teams of the Shell Martinez Refinery.
Ensured production work processes, systems and tools standards necessary to deliver refinery production plan with special emphasis on maintaining focus on safe and reliable operations, minimize environmental and community impacts and avoid distractions due to Shell divestment and transition to PBF Energy.
Managed over 350+ operators, supervisors and 5 line managers that support the 24/7 operation of the 44 units that comprised the Martinez Refinery including site Incident Command responsibility.
Achieved safely emergency shutdown and started up of all units related to the major maintenance event of the Flexicoker complex, including planed repairs of the Crude Unit / Vacuum Flasher and HCU units ( total $95MM on maintenance cost ) required by the sale purchase agreement. Site acquisition was completed by Jan 31, 2020.

Shell Argentina, Buenos Aires Refinery February 2009 – January 2013
Achievements:
Led and supervised Buenos Aires Refinery Operations, Maintenance Execution and Ensure Safe Production teams.
Responsible for the safe, reliable, and efficient operation of refinery units and implementation of Shell Group standard work processes, site tactics and strategies.
Managed over 400+ people, 32 Operating units and Maintenance department including 100+ contractors, 6 direct reports and Incident Command Team responsibilities.
Achieved several site records like 11 months run of no recordables in personal safety, 3 years run without Process Safety Incidents Tier 1 events and site lowest alarms and integrity operating window rates.
Achieved low unplanned downtime (< 2.85% in 3 years) and OPEX plans met in a high inflation/ROE environment.
Introduced significant changes by reshaping the Production, Maintenance and Non-Routine Maintenance organizations to reduce cost, ensure crew rejuvenation, improve critical work processes execution and accelerated people and Front-Line Leaders development, including integration of all Field Operations into Centre Control Room (Closure of Room Field Shelters).

Achievements:
Led Buenos Aires Refinery Operation Excellence project, responsible for the design, planning and delivery of strategies for implementation. Operation Excellence was a Shell Global Solutions International multiyear program aimed to achieve substantial cost reduction and operational effectiveness through implementing operation asset ownership, basic requirement care and work process standardization at work floor level.
Implementation brought about a substantial change to the organization and required multiple change management actions and site-wide communication efforts including implementation of OTM – Operation Task management, Bad Actors and Defect Elimination Processes, competence improvements like Leaders, System Owners and Operator Schools design and implementation, new reward and performance system and several cultural change initiatives.

Hydroprocessing and Thermal Cracking Manager

Achievements:
Led a complex comprising of 2 distillation units, SR Platformer, 3 HDS, TIP, HVU, Visbreaker & Delayed Coker units, RDU/SBP, GSU, SRU, several treatment units and Flares, including routine maintenance execution.
Implemented a safety plan to revert poor safety performance and an aggressive maintenance program to get a 90% reduction of HC contamination in cooling water.
In Hydrocarbon margin, achieved a significant result evident by a higher Operational availability, Coker & VBU intake/yield and reduction of LPG giveaway.
Reshaped department organization thus allowing job consolidation and reduction of 15% in shift positions, the position implied management of a team of 92 own personnel.

Logistics Manager
SHELL Argentina. December 1996 – December 1999
Achievements:
Acted as department head of Oil Movement, Harbour and LPG facilities, including maintenance. In this position, the unit significantly changed its facilities and organization. Several new projects were commissioned and greater emphasis on performance culture introduced ( new tankage, in-line blending and terminal operations and automation facilities).
Achieved first one-year operation with no oil tank overfilling and no oil spills on Logistics, Harbour and marketing terminal ( 145 tanks, 3 ship positions wharf and multiple products truck dispatch facilities).
Achieved significant operational targets, best ever record on lowest product give away and demurrage cost, 10% opex and 15% manpower reduction.
Managed a team consisting of 68 people and as one of the 4 Production Unit Managers, he lived on the refinery premises, fulfilled the Senior Operation Manager and Emergency Chief on Duty. Aux Crew FF off duty.
Refinery Public Relationship Officer
SHELL Argentina. November 1995 – November 1996
Achievements:
As part of the Public Relationship strategy for the Dock Sud industrial zone in Buenos Aires,, Shell Argentina started an active area master with a newly created position of PR Officer in the Refinery. As such, he was responsible for establishing a community and stakeholder plan and initiate its first actions.
Led implementation of an intense community visit program (+2000 people), 24 hours call-out system, a sport children school and a vicinity aid project.
Refinery relationships with authorities, NGOs, Industry and media were also outlined and redefined. Executed opinion leader survey to identify key players and redirect efforts, actions taken resulted in a leap change in the public perception of the Refinery Activities in the area.
Quality and Environment Manager
SHELL Argentina. November 1993 – November 1995
Achievements:
Responsible for planning, coordinating, and guiding all actions to maintain the required Refinery Legal Permit, ISO Certifications – 9000, 14000 & QA Lab NAMAS, and implementation of HSE Management System, including work process response to environmental emergencies a management representative.
Successfully coordinated the Refinery ISO 14001 certification process, thus helping BAR to be the first SHELL manufacturing facility to receive this award worldwide. The position implied the management of a team of 4 people.
Project Technologist

Achievements:
Provided process engineering support in the Product Quality and Environment area, carried out daily monitoring, troubleshooting, and evaluation of PQ and environmental aspects of the site operational and maintenance activities.
Responsible for the definition of the basis of design of the Buenos Aires Refinery Effluent Water and Oil Movement Master Plans and multiple Logistics Projects (ETP I, Crude Oil and Mogas Optimization, LPG Loading facilities and 3rd wharf extension).
Met the increasing fuel demands, comply with the strategic stock policy and implement HSE and profitable items. The multiple projects designed and commissioned comprised new tankage, service swaps and blending optimization and new technologies (on-line and NIR technologies) including integration with 3rd parties’ depots and pipeline system.
Product Quality and Combustion Technologist

Achievements:
Acted as Logistics OSE, actively involved in the Formula Shell Project Launch during National Fuel Market Deregulation. Acted as the refinery focal point in the MSD coordination team.
Embarked on extensive work to optimize Refinery mogas pool and LP, including design, trials and field testing of fuel blending alternatives, MTBE application and new additives utilization.
