I am an experienced Government Project & Programme Director and a Chartered Professional Engineer with Technology Management, Prince 2, Project Management Professional (PMP) and Management of Risk Practitioner qualifications, and with nearly 30 years of experience of all phases of project management and technology implementation. Director National Health Strategy PMO, Qatar / Account Manager The Ministry of Public Health developed the ambitious National Health Strategy 2011-2016 (NHSQ) in order to implement the directives contained in the Qatar National Vision 2011-2016. Reporting to HE Minister of Public Health and to Lord Ara Darzi, he was responsible for the NHSQ PMO and has held appointments. Achievements have included:
• Establishment the NHS PMO as the program portfolio management team reporting to HE Minister.
• Implementing project, program and portfolio governance alongside monitoring, assurance and support functions. A key focus was capacity building, with initiatives including implementation of a successful program of Nationalization and structured training.
• Procurement was recognised as a key program issue at inception as significant external support was required to achieve the NHS objectives. The procurement process was mapped and optimized, with over 100 personnel trained on best practices and Qatar procurement regulations.
• Developing a strategic communications capability to build awareness and support for the NHSQ and its achievements - NHS newspaper, a daily news scan service, social media presence, a peak annual event and a comprehensive web presence (see www.nhsq.info).
• As an MOPH health leader, he has also been involved in commercialization and funding initiatives around clinical service outsourcing, pharmaceuticals supply chain, clinical coding (ICD10 – Disease Resource Grouping), re-establishment of the national social health insurance system, eHealth and health infrastructure modelling and master planning.
• Contributing to the development of the National Health Strategy 2017-2022 that is building upon the success of the first strategy.
The management of the NHS 2011-2016 is recognised as a model of successful program management in the Qatar government sector context.

Department of Health, England: Military Health Program Interim Program Manager (SC Cleared)
The Department of Health (DH) Military Health Program was established in 2009 to manage the interface between the Defence Medical Services (DMS) and the NHS. It involved all aspects of healthcare policy and is governed by a Ministry of Defence (MoD) and UK Departments of Health Partnership Board. In a politically sensitive environment, he developed policy and managed implementation including management of cross- government stakeholders from the MoD, UK Devolved Administrations and charitable sector including:
• Establishment of unified patient pathways supported by appropriated IT and informatics. This included significant policy development including integration of the full UK Military Community into the NHS.

• Management of the national project to evacuate and treat 50 complex trauma and 150 amputation patients directly from the Libyan conflict within the UK NHS, including interfaces with the Prime Minister’s Office, Foreign Office, Treasury, UK Borders and Devolved Administrations.
• Design and implementation of a grants program to Veterans Charities to provide seed funding to new and innovative initiatives in veterans’ health and wellbeing. 2011 (Health Commercialization)
Department of Health, England: NHS Contracting
Treatment Centre Mobilization, Interim Project Manager, UK The DH NHS Contracting worked with the responsible Primary Care Cluster to deliver the final Independent Sector Treatment Centre (ISTC) with a contract value of £100M. I represented the DH and managed DH commercial and patient safety risk during the mobilisation of the treatment centre (day surgery). Key tasks involved working with and coordinating subject matter experts, stakeholders and the provider to weave the project threads into an effective and safe clinical service. In addition, contribution was made to IT and informatics assurance, commercial and operational readiness of the facility and its operator. 2008 -09 (Health Quality & Informatics)

National Patient Reported Outcome Measures (PROMS) Program Interim Program Manager
The DH initiated a national Patient Reported Outcome Measures (PROMs) program across the NHS to measure the effectiveness of surgical interventions including all hip and knee replacements. The program involves pre- and post-operative questionnaires, technical analysis and indicator production for around 150,000 procedures per year. As Project Manager, key achievements included:
• Managing a series of technically and commercially complex interrelated procurements.
• Acting as contract management, informatics, information governance and confidentiality subject matter expert during mobilisation and initial operations of the world’s largest PROMs program.
• Subsequently advised the National Cancer Patient Experience and Cancer Survivorship Survey projects. 2006 – 2009 (Commercialization, IT & Informatics)
DH: Finance Performance & Operations – NHS Contracting Interim PMO Manager / Business Support Lead, UK
NHS Contracting managed the Independent Sector Treatment Centre Program (ISTC - £6Bn). Robert’s initial role was to implement the PMO, later developing to include management of the health informatics and IT aspects of the program and supporting development of the Standard NHS Contracts. Key achievements included:
• Establishment of PMO functions, which later included informatics and IT, including implementation of the full range of program planning and control tools.
• Integration of the Private Sector into NHS information systems including NHS Choices and founding member of the Independent Sector Joint Agency Working Group.

• Procurement and national implementation of the Image Exchange Portal which was subsequently recognised in the eHealth Insider National Awards 2010 for innovation.

NHS Connecting for Health (CfH) / National Program for IT (NPfIT) Director Operations for the National Program Office, UK NHS CfH was formed to manage the NPfIT and related projects (£6Bn). A National Program Office was setup to provide an information and management hub. Robert was appointed as the Director Operations for the National Program Office (NPO), with key achievements including:
• Implementation of Enterprise Wide Integrated Planning, reporting and monitoring system through P3.
• NPO representative on key governance and stakeholder groups including responses to parliamentary committees, National Audit Office and leading on the national program Gateway Process.
• Assurance and development of tools and techniques to allow integrated reporting, risk and issue management, capturing and disseminating lesson learned, and stakeholder management of all NHS organisations interfacing with NPfIT (approx .150).
• A challenge was developing the Strategic Health Authority Performance Management framework working with the DH Senior Responsible Owner.
