Over 40 years of professional experience from design to management in the field of engineering. I started out as a civil engineer in land development (land planning, site planning and grading design), performing civil engineering design, construction, and supervision of projects, and progressing into management of multi-disciplinary infrastructure projects such as aviation (airports, air traffic control towers); transportation (highways, rail, subway station design); federal facilities (prisons, monument restoration, spaceship landing and runways); LAUSD Bond Programs (civil engineering upgrades for various school campuses), Los Angeles World Airports (LAWA) and water supply and treatment plants engineering at Metropolitan Water District (MWD).

My work at MWD is a culmination of the multi-disciplinary knowledge that has helped me to issue procurement and construction contract packages for reservoirs, canals, pipelines, pumping plants, water treatment plants, water quality laboratory and maintenance of buildings. PROFESSIONAL ABILITIES

Program Management: Identify objective, methodology, resources, timeline, equipment, and personnel requirements for the program. Manage the program during the testing period, train and supervise participants, and hand-off the program for others to run.

Project Management: Prepare work plans, schedules, cost estimates, studies, and reports. Review proposals, drawings, data, and specifications for compliance with submittal guidelines. Review and monitor project milestones and budgets. Conduct contract negotiations, consultation, hold meetings and presentations. Attend public hearings and networking sessions. PROFESSIONAL EXPERIENCE

FEMA – CIVIL ENGINEERING SPECIALIST

FEMA Public Assistance Grant Program November 2019 – May 2020

Worked as Civil Engineering Specialist for FEMA (CRC West) Public Assistance Grants for disaster relief to public agencies. Work consisted of estimating damages to roadways, pipelines, process equipment, grading, slopes, walls, drainage structures, etc. Estimating repair and constructions costs (with or without mitigation), and processing for approvals and funding.

SPECIFICATIONS ENGINEER

Metropolitan Water District of Southern California November 2003 – June 2019

Preparation of project specific technical specifications and bid documents, advertising and responding to the RFIs for Capital Improvement Projects (CIP). The work also includes quality review of progress drawings, site visits, interviewing project staff and learning the requirements, characteristics, processes, and procedures for each construction project. Previous experience in design, knowledge of construction methods, and ability to coordinate work has been helpful in this position.

Thoroughly familiar with CSI format for construction specifications. Capable of preparing Performance Specifications for project-specific (unique) construction projects.

INTERIM TEAM MANAGER, Construction Contracts Development Team

Metropolitan Water District of Southern California November 2010 – November 2011

Supervised staff including selection, assignment, and monitoring of work, coaching, counseling and performance assessment, determination of priorities and realignment of workload; review work for thoroughness, applicability of standards, constructability, and accuracy; ensured staff compliance with applicable health and safety standards and requirements.

Specifications Change Control Board (CCB): Participated as a CCB team member in reviewing and approval of various changes to the Standard Specifications. Assisted MWD’s QA/QC team in addressing various document quality related issues.

LOS ANGELES UNIFIED SCHOOL DISTRICT (LAUSD) June, 2002 – November 2003

Assigned to LAUSD, District J, South Gate, CA. Senior Construction Manager for civil engineering upgrades for 36 school campuses. Duties included selection of design consultants, reviewing and approving drawings and specifications, preparing and advertising bid packages for construction work. Awarding bids to successful bidders. Perform construction management tasks of tracking construction schedule, progress, change orders, inspections and authorize payments. Deliver completed projects to LAUSD. All work completed below budget and sooner than the completion schedule.

PROGRAM MANAGER

LOS ANGELES COUNTY PUBLIC WORKS July 2001 – June 2002

Assigned as a Consultant to the L. A. County Public Works, Construction Branch, to develop “Illegal Connections and Illicit Stormwater Discharge Enforcement and Permitting Program”

Using engineering knowledge in inspection and permitting procedures, County’s Information Technology Unit, Intranet Website facility, developed a program that would interface with the users by issuing assignments, receiving input, and generating reports for supervisors.

At Jacobs, I worked in a multi-disciplinary environment as Civil Engineering Department Head managing all civil engineering design projects for this company's design/build programs. I was responsible for preparation of civil engineering plans and specifications, in concert with other disciplines, for bidding and construction. Representative design/build projects include the following:

Worked for the Metropolitan Water District (MWD) as a specification engineer for MWD's ongoing capital improvement projects such as tunnels, utilities, reservoirs, pipelines, pumping plants, water treatment plants, water quality laboratory and maintenance building, and other facilities. This work draws largely from previous engineering experience in design, knowledge of construction methods, and ability to coordinate work. Background in civil engineering project management, transportation engineering and computer skills have been very useful in this position.

PROJECT MANAGER March 1993 - April 1995

Responsible for civil and utilities design for various projects. Prepared scope of work, design and supervision attended coordination and problem resolution meetings, conducted Section Designer functions as needed. • Metro Red Line - North Hollywood Subway station and parking facilities.

Primarily responsible for designing water, gas, sewer and drainage piping, telephone ducts, 34.5kv, 480V-AC, 750 V-DC, emergency power, communications & signaling ductbanks, vaults and manholes. Provide services to all OCS poles, track switches, yard lighting, cleaning platforms, car wash, maintenance, and storage buildings.
