SUMMARY: I graduated in 1989 with a BSc in Communications and Electronics Engineering (honours). I worked with ALCATEL company in Egypt as Site Telecommunications Engineer on the installation of PABX systems.

In 1992, I moved to Lebanon and worked with a private firm there as Telecommunications Department Manager where I was responsible for the installation of a wide range of communication systems for private sector Clients and urban developments all over the country.

In 1997, I returned to Cairo fulfilling the position of Technical Coordination Engineer/HR Coordinator with Dar Al-Handasah Consultants (Shair and Partners). The Firm is an international multidisciplinary consulting organisation in engineering, architecture, planning, project and construction management, environment, and economics, with over 50 branches worldwide and a workforce of over 3, 230 permanent staff (including 1, 930 professionally qualified engineers; architects; town planners; environmentalists; economists; finance, marketing and management specialists; quantity surveyors and others).

In 2001, I acquired a postgraduate diploma in Quality Management from Wolverhampton University (UK). During my study for this diploma, I wrote eight papers on Human Resource Management and Organisational Learning, Research Methods, Leadership and Teams, Quality Systems, Problem Solving, Quality Costing, Process Improvement, and Strategic Analysis.

I am currently looking for a senior position in the fields of organisational management, administration management, facilities management, management consultancy, HR development, etc., where I can have a multi-disciplinary/international exposure to the latest techniques in these fields.

EXPERIENCE:

1997 to date With Dar Al-Handasah Consultants (Shair and Partners), Cairo Office, Egypt, Technical Coordination Department, Technical Coordination Engineer/HR Coordinator

The Firm is an international multidisciplinary consulting organisation in engineering, architecture, planning, project and construction management, environment, and economics, with over 50 branches worldwide and a workforce of over 3,230 permanent staff (including 1,930 professionally qualified engineers; architects; town planners; environmentalists; economists; finance, marketing and management specialists; quantity surveyors and others). Projects undertaken by the Firm are mainly large infrastructure and building development often financed by major funding agencies, including the World Bank, the Islamic Development Bank, and others.

As Technical Coordination Engineer, responsible for the Firm’s staff database (English and French) that represents the main source of staff CV’s included in the Firm’s technical submissions (projects, proposals, prequalifications, Client presentations, etc.).

Main duties encompass:

-Continuous updating of the database and ensuring the accuracy and availability of all data contained therein, including staff qualifications and experience, the Firm’s experience reported in staff CV’s, and copies of the staff degrees, signatures, etc. This entails extensive coordination with staff members and heads/directors of departments.

-Contacting Project Managers/Project Directors for the provision of missing data on active projects undertaken by the Firm (project description, man-month input, staff involved, fees, start and completion dates, etc.) in order to ensure the proper reporting of such projects in staff CV’s.

-Maintaining and updating a sub-database for the staff of the Firm’s affiliates (PERKINS+WILL of Chicago, PIERRE–YVES ROCHON of France, T.Y. LIN INTERNATIONAL of San Francisco, PENSPEN of UK, R&H RAILWAY CONSULTANTS (PTY) LTD of South Africa, and IPA Energy+Water Consulting of Scotland).

-Maintaining and updating a sub-database for the Firm’s freelance staff that is engaged on Contract basis.

-Ensuring a proper presentation of all CV’s in terms of the technical language used in describing the candidate and his/her experience.

During the preparation of a submission, additional duties comprise:

-Studying the Client’s staffing requirements as reported in the Client’s Request for Proposal (RFP) or Procurement Notice.

-Preparation of a draft staff organisation chart in close coordination with the technical departments to be involved in the project in case of award.

-Checking the availability of staff during the anticipated project period and providing recommendations to the concerned department(s) in case of staff unavailability, including suggesting adequate substitutes.

-Finalising the staff organisation chart and ensuring that all engineering trades are represented in compliance with the Client’s stipulations as reported in the RFP or Procurement Notice.

-Checking the availability of all additional staff data and information to be provided per the Client’s instructions, including copies of university degrees, signatures and declarations of availability. Contacting the candidate and/or his/her superiors to expedite any missing information.

-Ensuring that all CV’s are produced in the required format as reported in the Client’s RFP or Procurement Notice.

-Handling and overseeing the translation of CV’s and other related data from English to French in case of French submissions and from English to Arabic in case of Arabic submissions.

-Overseeing the print-out and compilation of all CV’s and ensuring their proper presentation within the submission.

1992 - 1997 With MEDIACOM Telecommunications Company, Beirut, Lebanon, Telecommunications Department Manager

Responsible for installation, programming, testing, commissioning, maintenance, tele-maintenance, and after-sales services of ALCATEL type PABX’s, up to 1,000 extensions. Duties involved preparation of Main Distribution Frames (with or without protection units); installation of different related systems, including sophisticated computer-based billing systems, modems for telemaintenance, automatic operator systems, DID systems in collaboration with the Lebanese PTT, and others.

1989 - 1992 With ALCATEL Main Office in Cairo, Egypt, Site Telecommunications Engineer

Worked on testing, commissioning, installation, programming and maintenance of ALCATEL type PABX’s, up to 1,000 extensions. Duties involved installation of billing systems, hotel management systems, DID systems in collaboration with the Egyptian PTT and modems for tele-maintenance.

During a 6-month period, assisted a team of French engineers in a training program conducted by ALCATEL France in Egypt. The program was held in Al-Ma’asara Factory in the aim of training the Egyptian PTT staff on the assembling of complete PABX cabinets, associated electronic boards, as well as testing and repairing of such boards. Sophisticated computer-based equipment were used in the assembling and testing processes, and burning-chamber tests were conducted on functioning PABX cabinets.
