OTMS Tank Farm, Saldanha:

Construction project of 12 x 1.1bn barrel oil storage and blending tanks with supply pipelines and ancillary components for the client, Oil Tanking MOGS Saldanha (OTMS). Project value R2.4 Billion.

HSE supervision: mechanical manufacturing and installation of pipelines, pumps, valves and electrical installation. Compiling all Risk Assessments and managing review process.

HSE supervision of all Roads and Earthworks on site.

Appointed HSE officer for all major civil works – casting of floors, walls and roofs of tanks, reaching 18 meters deep and 100 meters on each side.

HSE supervision: construction of all ancillary structures and buildings, entailing a large workforce of bricklayers, plaster hands, roofing contractors and electricians.

Supervision and skills development of 3 Junior Safety Officers.

Coordination OHS Act and COID act compliance and administrative procedures

Develop, maintain and monitor Project safety Risk Management process in accordance with Legal, WBHO and Client requirements.

Safe completion of live tie in to the National Crude oil supply line. Work was done inside a confined space with exposure to hazardous gas and vapour. Heavy rigging and lifting of pipeline diverters and valves. Crude oil delivered via transfer station on schedule.

Westarcor Engineering (Pty) Ltd: Mechanical Safety Officer

November 2015 – January 2018

Arcelor Mittal, Saldanha Steel:

Health & Safety Officer, Westarcor Engineering at Arcellor Mittal, Saldanha Steel: 35 personnel onsite contracted to the client for maintenance, installation and manufacturing programmes.

HSE supervision of all fabrication and installation work in the workshop and on site.

Plant Shut Down periods and major mechanical works HSE supervision. 70 personnel and sub-contractors working 12 hr shifts. During a 3 month Reline Shutdown project, Westarcor Engineering achieved a Zero Harm record.

Implemented a Risk Register to ensure that Task Specific Safety Files covered all the risks that the workforce was exposed to on the plant.

Maintaining Arcelor Mittal Fatality Prevention Standards through weekly client audits and feedback meetings.

Management of PTW system for Westarcor Engineering: Confined space, Gas Hazardous Areas, working at heights, Hotwork permits.

Sunrise Energy project: Safety Officer for Westarcor Engineering

8-month project as subcontractor to Clough Murray & Robberts. Construction of LPG import terminal and pipeline from Multi-Buoy Mooring in Saldanha bay.
