Oversee day to day operations of Solid Waste Management, Fleet Management, Parking Enforcement and Waste Diversion Divisions. Work with managers and staff on operational issues and problem resolution to meet established schedules and resident demands. Work closely with the Director and Snow Coordinator on city snow plan and operations. Re-established Agency Core Teams.

CITY OF NEW HAVEN, CT. · 2014–2018

Chief Administrative Officer (CAO) City of New Haven. Oversee eight major departments daily including Police, Fire/EMS Services, Public Safety Communication (911), Engineering, Public Works, Parks/Recreation/Trees, Free Public Libraries, and the CAO office itself which includes the divisions of Emergency Management, Human Resources (HR) and Benefits. The CAO has twelve direct reports, seven department heads, the Deputy CAO, the Manager of HR & Benefits, the two deputy directors of emergency management, executive administrative assistant and 1000 indirect reports. The CAO serves concurrently as the Director of Emergency Management. Total Budget: $ 200 million. Created City’s first Master Lease program to buy replacement vehicles. City Liaison to the Greater New Haven Water Pollution Control Authority; served as the Acting Director of the New Haven Solid Waste and Recycling Authority with AA Bond rating, 2014-16. Municipality rated Class I City (fire suppression) by Insurance Services Office, Inc. effective April 1, 2016. Lead city departments on blight reduction efforts.

DISTRICT OF COLUMBIA GOVERNMENT, Washington, DC · 2006–2014

Municipal services division providing solid waste management, fleet administration, parking, and additional support services in safety, risk management, HR, procurement, and facilities management with 1,400 staff.

Deputy Director for Operations, Department of Public Works

Directed customer service unit, fielding all complaints and responding with resolution within 24 to 72 hours. Monitor all aspects of safety and risk management programs, ranging from employment accidents/incidents, community relations activities involving constituents, stakeholders, and legislative/executive offices. Monitor all functions involved in solid waste management, fleet maintenance, and parking services. Second in line for organizational decisions and step in as Acting Director. Supervised 7 direct and 1400 indirect reports. As Deputy Director, served as Interim Fleet Administrator.

Pioneered first public-public partnership with Fleet Apprenticeship Program, a cooperative venture with Department of Employment Services, Public Works, and the Union, including a training agreement with local college for ASE certified mechanics.

Introduced comprehensive process to collect and follow-up on accidents, incidents, and workplace violence disputes for disciplinary and corrective action.

Initiated an alternative work program with Fleet to standardize employee return-to-work experiences following injury, including individual claims review, re-assignment, or disability measures. Reduced emissions by implementing successful bio-diesel pilot program transitioning mid-and heavy-vehicles om unleaded to 20% bio-diesel fuels for six months of the year. Worked with DC Murals Program manager to strategically displace graffiti at viable locations.

Procurement Director / Assistant General Manager (Interim)

Managed all aspects of contract compliance from direct supervision of contract specialists to comprehensive review prior to award and signature by General Manager. Vendor contracts change orders, and contract awards reviewed included Architectural & Engineering (A/E) design contracts and Construction bids. Monitored contract compliance with federal and local regulations across wages, hiring, and municipal requirements. Directed daily oversight of Occupational Safety & Health, Facilities, Security, and Fleet Maintenance Operations, including 40 direct reports and 100 indirect staff. Experience in federal (FAR), state and local contracting regulations utilizing GAAP and GASB. Responsible for Homeland Security and Emergency Preparedness.

Saved agency $1.5+M annually on basis of expert contract negotiation of bio-solid use as fertilizer by local and regional farmers.

Won $ 200,000 federal grant for homeland security funds to identify vulnerabilities and risks, followed by initiating plans to improve safety and security of facilities. Spearheaded Vulnerability Analysis to research organizational risks and vulnerabilities across facilities and operations within the year following 9/11, by leading management team, safety, and engineering staff to mitigate risk through internal controls, security, and facility enhancements.

Deputy Director for Mission Support - DPW

Set performance targets to benchmark the agency as part of major organizational re-structuring to propel toward high performance in local public government. Managed several cross-functional departments, including Training and Development, Information Technology, Facility / Fleet Maintenance, and Solid Waste Management. Reviewed all training and information technology requests for final approval. Monitored construction of facilities and improvements throughout the city. Created effective solutions for rapid resolution of challenges faced as result of limited resources. Fielded calls from citizens, council members, and Mayor’s Office, among others. Worked with Transportation Office of Policy and Planning.

Improved utilization of existing equipment increasing availability from 71% to 90% by implementing best practices in fleet operations, such as increasing delinquent collections to purchase equipment.

Increased on-time collection of same-day solid waste collection from 75% to 92% without increasing overtime by making truck maintenance/utilization more efficient.

Captured $5M in additional funds from the DC Control Board to purchase new equipment by developing effective justification and gained grants funds from city government and private agencies to improve city health and safety. Interacted with FHWA and Federal DOE.

Established first Clean City Program in DC that significantly improved neighborhoods through volunteer clean-up efforts, increased fines for nuisance properties, reduced illegal dumping, and innovative technology. Implemented Keep America Beautiful Clean City measurement index to monitor results and city cleanliness improvement efforts by all city departments.

Invited to serve on national panels such as ICMA, APWA, and NACE to present results of successful programs despite diminished resources. Made presentations on transportation policy and programs.

CITY OF INDIANAPOLIS, Indianapolis, IN · 1993-1997

Chief Financial Officer/Assistant Administrator for Finance – Solid Waste Division

Managed the division’s budgets and contracts; collaborated with all divisions to implement budget programs, processes, policies, and procedures which reduced costs and generated savings. Budget: $42 million.

Compiled competitive bid process that permitted the City sanitation workers to retain jobs and save $15 million dollars on trash collection services over a 3 to 5-year period. Router productivity increased by 50%. Tripled division revenue in special accounts and lowered operating costs by 20% in two years.

Worked on successful managed competition efforts spearheaded by Mayor Stephen Goldsmith. Project Manager for Activity Based Costing (ABC) initiative.

Worked on refinancing of debt service on the Resource Recovery Bonds and increased bond ratings to AAA, saving the City $12.5 million over the life of the bonds. Oversight of waste-to-energy plant.
