• Prepare a project information from the tender documents received such as General Conditions of Contract, Instruction to Tenders, Specifications, Bills of Quantities and Drawings.
• Check & review the completeness of Tender documents received from the Consultant including drawings, BOQ & specifications (If there are missing items, raise an official tender query to the Consultant).
• Prepare a matrix of items to be measured and assign QS staff for each task, along with the timeline to complete the works.
• Prepare quantity take off for the Re-measurable Lump sum contract using an engineering software (OST- Onscreen Take-off) including Structural, Architectural, Façade and External Works. Projects that we work on include with a value range of US$ 30M up to US$500M (High Rise Multi- story Building, Hotels, Shopping Malls, Housing and Commercial Complexes, Palaces, Villas, Car Parks, Landscaping and Infra- structure works).
• Prepare Bill of Quantities (BOQ), for our Value Engineering proposal and other tender documents to provide an alternative option to the Client.
• Monitor addenda or any revision made by the Client/Consultant.
• Coordinate with the Estimation Team (Sr. Estimator) for the tender queries, clarification, verification & correspondences.

Pre-Contract Stage:

• Coordinate with the Design Team (Sr. Structural Engr., Architect and MEP Engr.) for the preparation of tender documents like BOQ & Specification.
• Assist in Tender response to queries and clarification correspondence.
• Prepare budgetary cost estimate for the Client’s project proposal. Post- Contract Stage:
• Responsible for checking the Contractor’s payment applications and verifying the amounts claimed by the Contractor against agreed measurement records and supplier’s invoices.
• Review and evaluate the Interim Payment Application submitted by the contractor every end of the month and agree with them on the executed quantities by verifying it through onsite inspection. Hence, Interim Payment Certificate is issued with accurate information.
• Discuss and attempt to reach mutual agreement with the Contractor on rates for new work items that are not covered in the Bill of Quantities.
• Review and evaluate claims submitted by the Contractor and submit a report to the Project Manager for approval.
• Ensure payments are certified within the prescribed contractual time frames.
•Ensure application of retention in the interim payments and reduction of the same in the final payment as per the contract’s requirements. Ensure monthly deduction of advance payment if applicable. Final account includes all information, variations and claims.
• In case of changes, review all site measurements that are provided by the contractor to ensure correctness of these measurements and incorporate them in the payments.
• Prepare and update Project Dashboard every end of the month
•Final review of all documents attached (Government Project) to the Consultant’s approved Contractor’s Variation Claims, prior submitting it to the Government Client’s office.
