Overall professional experience involves field of Engineering Management, Safety Engineering, Asset Integrity-Process Safety (Design Integrity, Technical integrity and Operational integrity) to assure Design for Safe Plant operations, Start-up and safe shutdown based on best Engineering practices including process support related to pre-commissioning, commissioning activities, Start-up and Guarantee Run and Handover.

Rich experience in liaising with the Clients, Subcontractors & Suppliers, 3rd party consultants for HSE Studies, Joint Venture and Supervision of different EPC Project.

SAFETY STUDIES/SAFETY ENGINEERING

As a Lead Process Safety Engineer, my current job involves to provide technical leadership, guidance, advice, value added solution on the implementation of comprehensive and effective process safety management programmes and practices, to ensure safe and reliability operations so as to minimize the likelihood of any high impact/consequence incident attributed to process safety non-compliance and system inadequacy across all the facilities, subsequently supervise and Lead a team of engineers and designers in carrying out detailed engineering work for small/medium and large sized projects assuming responsibility for conceptual and detailed design. Provide necessary technical information for procurement in compliance with tender specifications/data sheets and within budgeted man-hour and project schedules. Determine methods and solutions for complex engineering problems and select the most efficient and economical manner in meeting the objectives. Apply advanced engineering techniques and analyses within the discipline.

Specific Responsibilities as Lead Process safety Engineer:

Review ITB (Invitation to Bid) documents and provide technical support to proposal engineering team. Ensure HSE Design related scope is well understood and captured for cost and schedule purposes.

Perform responsibility of a Lead Engineer on projects. Review contract requirements for project execution, organise the preparation of the Technical Document Register.

Verify and conceptualise the most optimum work routes.

Coordinate with projects/planning on project time schedules.

Develop manpower charts and schedules.

Review and ensure Project HSE philosophy is implemented in design and is aligned with Isolation, ESD & Blow down philosophies and implemented in relevant project documents. Ensure HSE Integrity is delivered in the project.

Review and select competent 3rd party consultants to perform HSE studies. Review the impact of outcome from HSE studies on project design and coordinate with other engineering disciplines for implementation.

Supervise development of HSE study reports, fire proofing requirements, Consequence Analysis Reports, Fire and Explosion Reports, Risk assessment Reports, Emergency Evacuation analysis, Flare radiation analysis, noise studies etc.

Supervise the preparation of loss prevention design documents including, Firewater Systems, hydraulic calculations, fire protection layouts, safety equipment layouts, area classification layouts, fire proofing design, F&G cause & effect diagrams, F&G detection layouts, firefighting and safety equipment specifications, Fie Protection Design Basis, Fire & Gas Philosophies.

Supervise and provide guidance in the development of plot plans, engineering drawings and technical documents issued for IDC’s and the integration of other engineering discipline data inputs.

Direct the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations (TBE). Supervise the review of design calculations. Ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.

Administer the preparation of Purchase Requisitions for the procurement of equipment and materials.

Interface and regularly meet with client and vendor representatives, conduct internal staff progress meetings.

Direct and monitor Material Take Off (MTO) activities.

Participate in employee performance evaluations, establish performance criteria, identify employee strengths and weaknesses, and recommend training and development requirements.

Organize and participate in HSE audits, peer reviews on projects and proposals.

Ensure strict compliance with Company’s ISO Quality procedures.

Experienced in carrying out HAZOPs, HAZID Study/OHRA/ENVID, PHSER workshop and arranging SIL study workshop related to Onshore, Offshore and pipeline installation for various projects.
