SUMMARY
Bashar Shalabi is a Sr. Investment Manager at Muscat National Development & Investment Company (ASAAS), which is a leading real-estate investment company in Oman.
Before joining ASAAS, Bashar was in banking and real-estate investment for more than 18 years in the UAE, with Union National Bank, Abu Dhabi Commercial Bank and Abu Dhabi Islamic Bank. His banking experience ranges from small business finance, commercial finance, corporate finance, to mega infrastructure / oil & gas syndicated loans.
One of the major projects that Bashar worked on was the development of NewYork University- Abu Dhabi campus on Sadiyat Island. He was working with Tamkeen (a subsidiary of Abu Dhabi’s Executive Affairs Authority), which plans, develops, and delivers projects on behalf of Abu Dhabi Government.
Bashar holds an MBA in finance from Indiana University with a 3.7 GPA. During his time as an MBA student, he worked as a Research / Teaching Assistant at the Division of Business at IU.
Being born and raised in the Gulf, Bashar is quite familiar with the traditions, customs and cultural diversity of the GCC communities.

Identify and develop new investment opportunities for ASAAS.
Develop comprehensive financial models for the identified investment opportunities, which include:
-Projected Cash flow analysis.
-Comprehensive profitability analysis with all the profitability indicators like (Leveraged & Non-leveraged IRR, NPV, Payback period, etc…)
-The financing scenarios based on the projected Cash flow, with a complete Debt Service Coverage analysis (DSCR).
-Sensitivity test for the base case assumptions to come up with the best and worst case scenario regarding the project profitably and debt service capacity.
Prepare the Investment Proposal based on the above financial model, and presenting the same to the

NYUAD Project (Finance Department) – Sr. Financial Analyst.
Tamkeen is a subsidiary of the Executive Affairs Authority. It plans, develops, and delivers projects on behalf of the Government of Abu Dhabi. My role as a Sr. Financial Analyst has the following main tasks:
Review the university annual operations budge (four month annual exercise):
-All budget assumptions and financial models (like the university staffing plan, course curriculum, research allocation and disbursement mechanism etc…) are reviewed with all variations and its financial implications identified and reported to management along with the appropriate recommendations.
Implement budget tracking tools for NYUAD budget:
-Created a comprehensive financial model that identifies the cost elements for every budget program, which gives the reviewer the flexibility to apply various scenarios for each cost element to reach the optimal budget for each program.
-Monthly reviewing the university management report, which tracks the utilization of the disbursed budget to detect early signs of over (or under) spending, which will provide actual feedback to be used in adjusting the budget assumptions for next year budgeting exercise.
-Weekly monitoring the university cash position to make sure that the university liquidity position is sufficient compared to its average weekly spending and all deposits are parked with banks of acceptable credit rating.
Benchmarking:
-Co-produced a comprehensive benchmarking document that measures the performance of NYUAD in various KPIS against other comparable universities, with recommendations regarding the optimal outcomes expected to be achieved by NYUAD

University campus development financial model:
-Reviewed the Mubadala PPP financial model for developing the university campus and provided recommendations.
Alternative funding sources:
-Produced a comprehensive presentation providing alternative sources of funding for the university budget to diversify its revenue streams.

(INVESTMENT DIVSION) – Sr. Investment Analyst.
Developing comprehensive financial models for real-estate projects based on the cost assumptions provided by the Engineering Department and the revenue assumptions provided by the Property Management Department. The said financial model will include:

Evaluating the feasibility and bankablity of syndicated deals, which are either led by ADCB or offered by other banks for participation.
The said evaluation will be through analyzing the business plan provided by the client or leading bank, which includes:
-Analyzing the provided financial model of the project (mainly projected Balance sheet, income statement, cash flow statement of the project).
