The HHS Assistant Director provides direct supervision for the non-clinical programs under the HHS system.

MAJOR DUTIES & RESPONSIBILITIES:

Serves as principal advisor to the Health and Human Service's staff in all phases of operations of the division and its programs.

Develops strategic plans for HHS with the cooperation of staff and program managers.

Develop a collaborative relationship with tribal, state, and federal agencies that will enhance services for Tribal Members.

Administratively responsible for HHS activities which provides HHS services to a tribal service population of approximately 2,100.

Closely monitors and coordinates budgets with program managers and makes recommendations of funding levels to provide services for the Tribal community.

Monitors third party billing and payment reimbursements based on HCA Tribal Billing Manual.

Reviews and evaluates the functions carried out by HHS program staff and works with staff to make changes when recommended.

Negotiates contracts with state, federal and other external parties.

Monitors Tribal Consolidation Agreement for compliance with state policies.

Ensures that all tribal duties related to administrative functions are met.

Assists in providing guidance and leadership in the development and motivation of staff in the HHS department.

Provide staff development and training through proper orientation and training of all new staff.

Assist/approve fiscal year budgets and plans with program managers. Review and provide input to ensure funding requirements are met.

Coordinate and supervise all necessary general service functions at HHS, including: procurement, payroll/timekeeping, vehicle control, travel, training, etc.
