SUMMARY

Extensive domestic and international experience as a Project Manager/Director and Construction Manager in both the public and private sector. Prior projects include standard to highly complex, multi-faceted new construction and renovations. Strong technical working knowledge of MEP, security and telecom systems related to building and large infrastructure projects including direct field supervision, procurement responsibilities, and direct interaction and management of design contracts.

USAF Seosan South Korea – Fast Track D/B Secure Storage Facility- Directed US Design thru approval; coordinated key procurements including negotiations resulting from design; and coordinated site team early construction activities.

GSA HQ Elevator and Electrical Upgrades – Coordinated field operations and contract / subcontract compliance issues.

Provided CWS technical input for RFP/RFQ development submissions and participated in site survey.

US Department of State - Overseas Building Operations 2001-2019 Global

Responsibilities: Project Director / Construction Managers provide QA oversight of US DOS new secure construction and renovation projects overseas along with project budget. Work routine include review and monitoring of Design, Submittals, RFI’s, Key Procurements, Schedule and Payment Applications. Coordination with Embassy Management, agencies and local authorities. $20MM OBO ISAT Security upgrade projects: 20+ work elements on 3 compounds, including a new Genset Building.

Underground Fuel Tank and Piping System, Perimeter Security Upgrades including Site Lighting, Electrical Distribution, Physical Security Barriers, Security Doors, Partitions, and other Interior building security upgrades.

Participant in Aug 2016, TDY planning support visit at the US Mission in Mogadishu, Somalia.

Project Director – New Construction at U.S. Embassy in Budapest, Hungary; 3 yr.

$15MM compound and physical security upgrade including the expansion of Embassy Secure Compound incorporating 3 leased public streets and segment of Public Park.

Critical project coordination allowed continued operation of US Embassy. Directed access control facilities including architectural coordinated barrier elements and technical security features.

Consulted in critical meetings related to a US Government and Hungarian land swap agreement which resulted in the handover of two adjoining and renovated structures to the US Government control.

Provided TDY Construction Manager Support at $80MM BDSC Sather Airbase in Baghdad, Iraq from Jan to May 2012.

Provided TDY Project Director Support for the $10MM US Interim Embassy in Tripoli, Libya in Oct to Dec 2010, which resulted in Phase 1 relocation of all staff onto single Interim Embassy compound.

Construction Manager – New Construction of U.S. Embassy in Athens, Greece; 2.5 yr.

Directed construction of a $70MM compound expansion project including a 4 floor annex, 4 floor parking garage, Marine quarters, compound access buildings, compound gensets, general infrastructure, landscaping incl art elements. Additional responsibilities included multiple swing space renovations, phased relocations and integration of TSS, Telecom, and Life Safety with operating embassy building located on same compound.

Provided TDY Support to the U.S. Embassy in Oslo, Norway in 2006.

Construction / Engineering Manager – New Construction of U.S. Embassy in Yerevan, Armenia; 3.5 yr.

In addition to construction management duties in support of Project Director, my duties included direct management of QA program technical engineer staff for a $70MM new embassy large compound. Construction by US Contractor, Armenian and Turkish workforce, included main 6 floor hardened embassy, 2 flr annex and warehouse building, marine quarters, compound access buildings, multiple Gensets, and MV substation. Coordinated work performed by US Government direct contractors for TSS, Telecom, Furniture and other outside agencies.

Provided TDY Support to the U.S. Embassy in Algiers, Algeria in 2002.

Project Director – Renovation Projects at U.S. Embassy in Warsaw, Poland; 2 yr.

$10MM Compound electrical and fuel distribution systems upgrades including new gensets, fire alarm upgrade, and PCC renovation. All performed within operational compound. Provided additional management support to facilities staff related to UPS system replacement, Computer Server Room renovations and new elevator installation.

Construction Manager – Renovation of New Lease U.S. Consulate in Montreal, Canada; 2 yr.

Consulate relocation project focused on a 4 floor lease fit out in 50 year old commercial building. Both U.S. and Local General Contractors were executing phased work at same time. Construction involved physical and technical security elements, roof top chiller and emergency generator, in addition to standard office construction.

Project Director – Renovation Projects for U.S. Embassy in Lagos, Nigeria; 2 yr.

US Government housing compound renovations including full architectural improvements, perimeter and interior security upgrades, emergency power generation and on site Wastewater treatment.

Construction Manager – Renovation & New Construction of U.S. Embassy in Beijing, China 1999 - 2001

$15MM Renovation and New Construction Elements - Elect, Mech, and Arch(Partial) Renovation of occupied existing chancery; and Construction of new secure office building. Additional duties included subcontract administration, overall site superintendence including layout and scheduling of electrical systems, civil/structural supervision for new construction, preparation and coordination of all site generated procurement and participation in the development and review of major change orders. Critical Security coordination with local workforce.

Construction Site Engineer; Subcontractor Coordinator–U.S.AID Project New Construction, Gaza City, Gaza 1998 - 1999

US AID Project for Palestinian Authority - $24MM, tasked to provide Procurement and Engineering Support for Prime Local Contractors tasked with Pump Stations and Wastewater Treatment Facilities. Direct responsibility for QA. Provided direct technical coordination and support to Gazan contractors from procurement thru installation. QA supervision of all Electrical and Instrumentation Controls and Equipment install. Direct Coordination with US AID Design Office, local Gazan Contractors, Israeli and US Vendors to complete commissioning requirements. Coordinated and participated with overall electrical and instrumentation training to local municipality.

Project Manager – Renovation of U.S. Embassy in Rome, Italy 1997 – 1998

$10MM. Duties included Schedule Revision, Submittal Prep & Review, Procurement, Subcontract Admin, Progress Payments, and Direct Supervision of work as needed. Completed mobilization, Ph. 1 Boiler Plant Recondition, New Ext Cooling Towers, Prep for Chiller Plant and major equipment procurement. Transformers 2000, 1000 KVA; 4000 A bus switchgear, panelboards, 200 fan coils, AHU’s and Heat exchangers, all designated for install in historically protected building.

Site Engineer – Renovation of U.S. Embassy in Tel Aviv, Israel 1994 - 1996

$15MM. Direct supervision of Israeli Subcontractors and U.S. Craftsmen involved with total renovation of 95,000 sf occupied embassy. Sole responsibility for electrical, communications (Voice/Data), security and fire alarm install, both new and existing. Coordinated procurement/shipment of electrical materials including 1600 Amp Switchgear, ATS, 1000 Kva Generator, 250 KVA UPS System, 100 Panelboards, Lighting and complete Distribution Systems. Joint responsibility with M.E. for coordination drawings. Developed and negotiated all related design requests, change order proposals and claims.

US Management Team(of 6) Engineer – VOA and RFE curtain antenna project for U.S. independent agency 1989 - 1994

US Government (BIB) Project office created for RFE/VOA Radio Relay Facility Construction on Israel/Jordan Border, $250 mil, Office Eng. for Facilities. Project included Design Oversight, and issuance of five Construction packages, site survey and site work. Design thru issuance of negotiated bid contracts involved the following components:

North Shore Music Theatre – 70,000 SF complex, new construction of Production, Educational Bldg., Admin/Lobby Atrium, below grade access tunnel and stage structure. Renovation of existing theatre in the round, including new Electrical, HVAC, theatre lighting and sound systems. D/B Construction under critical schedule and winter conditions.

Liberty Mutual Life Ins. – Multiple projects in 13 story occupied HQ, including install of exterior metal panel curtain wall system and replacement of 600 window units. Phased renovation of Cafeteria and historical main lobby, and replacement of 6 – 100 ton cooling towers.

State Street 14,000 SF/Flr First Class office renovations for Goodwin, Proctor, & Hoare, including Conference Center, Mock courtroom, law offices, child care center. High end finishes, tight schedule, multiple floors.

Copley Place Complex-UDIC – Logistical Contractor for Developer and direct GC services for 6 retail shops, restaurant and common food court. Multiple task order construction management services, critical schedule. Direct labor force and subcontractor management.

Area Site Engineer – New Construction of Ramon Airbase (military), Camp David Agreement 1979 - 1982

USACE $250MM, Negev airbase, 3 yr. deadline. Progressive responsibilities included Scheduling Dept. Head; Field Eng. Mngt for 40 unit off base management housing; & Area Eng. (1 of 6) supervision of Vertical facility construction including substations, water storage & treatment, laboratories. Subcontract administration of Israeli subcontractors tasked with building finishes and site utilities, incl dormitories, officer housing, school. Directly involved with high level negotiations related to host country requirement to accelerate portions of project schedule. Developed revised schedule, manpower and temporary facility expansion to support the acceleration.

East Coast Seafood Boston, MA

Operations and Construction Manager – New Construction of production facility 1985 - 1987

Responsibility for Turnkey plant design and construction of a state of the art live seafood holding and production facility. Subcontract Admin and supervision of major electrical and HVAC service additions to existing and new plant renovations. Additional duties to support owner with corporation financial controls, banking, legal and acquisitions.
