State of Florida (Department of Children and Families) March 2000 to Feb 2011

As an integral part Department of Children and Families for more than 10 years, I have worked in various projects in various roles. I started with the department in March 2000 as a Senior Mainframe programmer Analyst. I have developed various Mainframe IMS DB/DC applications. Also, I have worked on migration to J2EE applications from mainframe applications. In addition to these projects, as a part of maintenance team, I have done several changes to the mainframe application and I have supported the batch cycle.

Role: Project Lead

Project: Client Notices Web Services

The Public Assistance System at department of Children and Families sends approximately 60,000 notices to clients daily from the mainframe using document composition software Exstream Dialogue. Approximately, 15,000 of these notices are printed real time in mainframe online screens. This project is to develop web service to create notices using data from the mainframe and web systems. All these data will be fed to the document composition software from Exstream and notices will be formatted and response will be sent to the requesting application.

A Java web service application was developed using Apache Axis. This application connects to mainframe online Message region using IMS connect. The data from the mainframe is then sent to Exstream Dialogue document composition software. The software creates a PDF output which is then sent as byte stream as response.

Role: Project Lead

Project: Work Management System

The Public Assistance at Department of Children and Families has a web system which allows poor people across the State of Florida to apply for various federal and state benefits. Even though people apply for benefits on the web system, core business still resides on the Mainframe Legacy System. Workers have to work on all application received and process them on the Legacy system.

The Work Management System was designed and developed to make the work easier for the worker. This System assigns work based on the work load of the worker and the demographic of the applicant. This system has screens for the worker to review all the data from the applicant. Once the worker approves, the system Marshalls the data and sends it to Mainframe using IMS connect. The response from the Mainframe is converted and shown to the worker. This process in done for 29 screens in the Mainframe Legacy system and the Work Management System.

Role: Technical Lead

Project: Client Notice Modernization

The Public Assistance System at Department of Children and Families has 159 types of notices and these notices can be created in 3 different languages, English, Spanish and Creole. There were 60,000 notices approximate created daily in batch and online environment. These notices were formatted by old COBOL programs and printed using IBM 3900 printer.

To comply with State of Florida’s plain language initiative, department of Children and Families decided to modernize Client Notice. The department decided to use Exstream Dialogue Manager and Designer from HP to format all the notices. The data for the notices still came from the mainframe and data were consolidated in the mainframe to present more readable format for the clients.

To accomplish this project 159 notices were created using Exstream dialogue, major changes were made in mainframe programs and java applications were written to adapt data from the mainframe to Exstream Dialogue.

To make things easier for the clients and save money for the department by reducing calls to the hotline, the department decided to create a new My Account system. This system provides the status of the client benefits, next appointment date, ability to print Medicaid card. All the data to be shown on the web system are currently in Mainframe Hierarchical IMS databases. These data were extracted daily in the batch cycle and loaded in oracle databases to be used by the new My Account system. Various Oracle stored procedures were written to do the business logic for the online systems

To streamline the process Food for Florida system was developed. This system was designed to have 2 web applications. One for the clients to pre-Register during disaster called Pre-Registration system and other was for workers to work on registered cases called FFF Central. Both the applications were developed in J2EE with Struts and JDBC. The system was deployed on Tomcat 5.5 Web server. The processed cases were sent to mainframe system were batch jobs were written to issue benefits.

Role: Senior Programmer Analyst

Project: Access Florida

This project is to enable people of Florida to apply for benefits without coming to the field office. To develop a full Public Assistance system would be very expensive. To get the benefits of web application and power of the legacy mainframe system the Access Florida system was developed.
