Science Systems and Applications, Inc. (2019 – 2020) Proposal Development Manager

As Proposal Manager, I worked closely with corporate leadership, the Director of Business Development, Capture Managers, and Contracts, Pricing, and HR Leads to strategize and coordinate proposal efforts from the early capture phase through submission. During my time at SSAI, I managed several Prime efforts, to include opportunities at NASA Goddard Space Flight Center (GSFC), USGS, and NOAA. In January 2020, we were awarded the NASA Hydrosphere, Biosphere, and Geophysics (HBG) Support Services contract, valued at $425 million. Duties included tracking opportunities, constructing proposal outlines and compliance matrices, managing proposal calendars/schedules, overseeing strategy and status meetings, and preparing Kick Off presentations and Color Reviews. I managed the proposal team, distributing writing assignments, tracking progress in tag-up meetings, and leading volume sections as needed. I worked with our Proposal Coordinator to send, receive, and track data calls and schedule/update GoToMeetings. Additionally, I managed our Business Development SharePoint site, maintaining folder and document organization for multiple opportunities, updating proposal and team content, and regulating user permissions.

As part of the Business Development team, I attended and participated in regular status meetings, presented department updates at senior staff meetings, and attended several government and industry-sponsored conferences.

Business Development Specialist

I performed the full spectrum of duties in Business Development, with additional temporary roles as a Task Order Project Manager and Marketing Supervisor. Duties included assisting in the expansion of the core business in intelligence, counterintelligence, and national security/defense; defining and improving business development and capture processes and best practices; and attending conferences, networking events, and professional seminars. I worked with company leadership in determining which opportunities to pursue in order to meet growth objectives and subsequently led, organized, and supported all proposal efforts. This entailed conducting regular proposal meetings, working with the proposal team to create win themes and strategies, developing compliant document outlines and distributing writing assignments, maintaining proposal calendars, and ensuring compliant and timely submission of proposals, RFIs, and market surveys. Additionally, I served as the primary point of contact for all teaming engagements and was responsible for maintaining and updating corporate registrations and profiles (e.g., SAM.gov).

I performed a range of duties in the following roles: Business Development (Lead) – Defined and implemented business development processes and best practices; managed opportunity pipeline and tracked all efforts; prioritized engagements. Proposal Management – Conducted careful analysis of solicitations to attain full comprehension of requirements; orchestrated proposal strategy and process from Kick Off to submission, to include identification of win themes and discriminators; developed compliance matrices, volume outlines/templates, and proposal calendar and delegated writing assignments. Proposal Writing, Reviewing, and Editing – Drafted proposal sections as required; worked with senior management and SMEs to pull, tailor, and draft content in compliance with requirements; reviewed, edited, and formatted documents for final submission. Capture – Identified business opportunities based on company goals and objectives, involving agency and industry research, budget projections, and teaming assessments; presented opportunities to senior leadership and provided input through gate reviews. Project/TO Management – Managed, tracked, and responded to task orders on both Prime and subcontracts, from Task Order Request for Proposal to Task Order execution; ensured all proposal and contract deliverables met quality and compliance standards. University of Southern California (2006 – 2010)

Research Assistant/Graduate Student

In the Edmands lab of the Marine Environmental Biology program, I was involved in preliminary studies investigating population-specific fitness differences to chemical exposure in the coastal copepod species, Tigriopus californicus, which led to the development and maintenance of a Sea Grant-funded multi-generation selection experiment deciphering acclimation from adaptation to marine toxicants. This work also involved guidance of undergraduate students in related independent research projects. Results have contributed to a growing ecotoxicology database and the use of Tigriopus as a model for discerning the genetic basis of fitness. I also conducted genetic sequencing of Tigriopus individuals from newly discovered locations and coordinated phylogenetic reconstruction of represented relatives. This resulted in a first author paper published in Marine Biology (2010), Phylogeography of the rock-pool copepod Tigriopus brevicornis (Harpacticoida) in the northern North Atlantic, and its relationship to other species of the genus. Additionally, much of my graduate work and final review contributed to the publication, Acclimation and Adaptation to common Marine Pollutants in the Copepod Tigriopus californicus, in Chemosphere (2014). As a graduate student, I gave annual departmental seminars that summarized my current work and analyzed recently obtained data. I participated in and led regular journal reviews and discussions. I also spent time in other labs, thereby obtaining experience in other areas of graduate-level marine research, including genetic mapping of oyster families and assessing metabolic rates of zooplankton under different environmental conditions.

I was a TA for the upper-division courses of Marine Biology, Ecology and Natural History of California, Physiology, and Genetics.
