Dear Madam/Sir
With **+ years of progressively responsible experience in complex technical roles requiring exceptional project/programme coordination, problem solving, and management skills, it is with great interest that I am contacting Roche regarding your opening for a new IT Project Manager position.
Throughout my career, I have established a track record of success by leveraging a collaborative leadership style to accomplish all short- and long-range objectives. An engaging and articulate communicator, I am able to clearly convey complex technical information and propose novel solutions to build consensus with key project stakeholders, including high-value clients and executive leadership. Furthermore, my consistent focus on remaining at the forefront of rapidly evolving technology allows me to drive enterprise-wide innovation and maintain a competitive advantage. I have proven skills with a special talent for planning and implementing healthcare strategies for the attainment of organisational goals and objectives as well as excellent organisational skills to prioritise workload, whilst being resilient and capable to cope well under pressure and meeting tight deadlines.
Highlights of my experience include the following:
-Successful delivery of major projects to large geographical areas like HIE of London, CMC of London, CMC National, ICE HIE in South Yorkshire etc.
-Successfully delivered two key HIE projects (Transfer of Care and Cancer Documentation use cases) under single HIE Programme called London Health and Care Information Exchange (LHCIE), which is now under the banner “One London”/LHCRE.
-Savings of over £16.8 million operational costs across London for NHS England and Department of Health alone over a period of 3 years by delivering (a development project) Information Exchange for End of Life Care and Urgent Care Management. The system is available across London for Acute Trusts, and GP systems spanning across 32 CCGs, 111 providers, Out of Hours GPs, A&E and London Ambulance Service.
oEndorsed by Matt Hancock, Secretary of Health and Social Care, UK and Mayor of London
oThis solution is on the verge of being rolled out nationally (across UK) for making the key information available at point of care and for the significant amount of savings. This was also highlighted as an important solution in the House of Lords in UK Parliament earlier this year.
oThere is strong demand for this solution in Europe – more recently Belgium expressed interest. They published articles in French (in Belgium) and Dutch.
oCMC’s expansion across 32 CCGs of London then to Cornwall and potentially national rollout. The project had so much impact that it was even discussed in House of Lords in 2018).
oSuccessfully managed customer and delivered to a Programme of Plan aligning with CMC/RMH vision
-Successfully delivered single instance of Sunquest’s information exchange solution which provided the patient’s key information, electronic discharge letters, ability to request/amend pathology and radiology orders, ability to view/action pathology and radiology reports across all Acute Trusts and all GP systems in the South Yorkshire geographical area. This had significant operational savings of nearly £7 million/ year.
oInstrumental in setting up of “Digital Pathology” at the Sheffield Teaching Hospital Trust which enabled electronic requesting/reporting between acute Trust, Primary Care and Community/Social Care which yielded benefits of >1.8million per year just for pathology department alone.
oSuccessfully delivered the Programme within 8 months of joining, which have been outstanding for over 8 years
-At Cerner, I developed strategy for Oncology, Epidemiology and Population health Management Research EMR Solutions - successfully designed several modules, tools for data capture, alerts and sharing data with several Hospitals Trusts in London. Set up alerts to recognize qualified patients with set criteria for the trial(s); patients’ recruitment into trial(s) and went through National Ethics/IRAS/NIGB Boards to seek approval for merging data from all Cerner’s London sites (8 in number) in order to study - Patient trends (comorbidities, risks), effect of drugs on patient well-being and various analytics. Tools were developed to facilitate these were - Discovere, I2b2, mapping through pseudonymization tools.
-Working with Product teams to develop innovative products supporting artificial intelligence – pilot work was done on Patient Appointments and some clinical safety use cases.
-Experience of implementing and delivering various EMRs into NHS (e.g. Cerner Millennium, ALERT’s EPR, InterSystems’ TrakCare etc). Successfully deployed Hospital wide EMR system at Yeovil District Hospitals NHS Foundation Trust (on budget, time and scope) and completed transition into Support within 9 months of taking over. Helped and laid foundation for the Trust to move closer to reaching HIMSS EMRAM Stage 7 that services South Somerset areas. This was classified by DigitalHealth as one of the successful Go-Lives of that year as there was not even a single-issue post Go-Live.
-Experience of working with senior executives and defining/delivering Strategy for the Trusts including defining the five year roadmap plans (at Royal United Hospitals Bath, Sheffield NHS Foundation Trust etc) in alignment with Trust priorities, available funding to meet Trust, local CCG and regulatory requirements.
oResponsible for Infrastructure redesign at Bath for future proofing (e.g., Infrastructure). Secured £2m through a successful business case and replaced with new “extreme” wired and “Aerohive” wireless network infrastructure. This brought savings of £1m per year and provided resilient platform to achieve Trust’s e-Health vision
oInstrumental in ssuccessful Business Case agreement with Trust Execs for procuring AGFA PACS system and set up Governance, Resources, Detailed Implementation plan etc at Sheffield
-Experience in setting up of effective PMO by defining process, restructuring teams to deliver high profile e-Health Programmes to achieve benefits for the Trusts (at Bath, Sheffield Hospitals to name a few)
-Significant commercial dealings worth >£50-100m projects at various complex and large organizations. Comfortable in contract negotiations and changes to make partnerships successful; this is done through excellent relationship management.
My skills in operational, implementation and directional leadership have been finely honed, and I am confident my additional strengths will readily translate to this new position. Thank you; I look forward to discussing what I can bring to this role in further detail.
Sincerely,
Mohammed Rizwan

Programme3 (2017-2019) – London Digital Programme/Health London Partnership
Worked on a high profile HIE Programme called London Health Care Information Exchange (LHCIE) under London Digital Programme (LHCRE Department of Health strategy).
The objective of the Programme was to create a London-wide information exchange (from 30 HIEs that enable NHS organizations to share information) that will give NHS clinicians secure access to real-time patient records and information. They operate locally and do not cater for when a patient needs care outside their local area. Not being able to share information across geographical boundaries is a significant barrier to integrated care.Through this Project, clinicians in A&Es, hospitals, GP practices and mental health and community care trusts across London would be able to securely exchange information and update records. Information would only be shared if a patient gave their consent. Also provide ability for each patient having access to an online account where they could view their information and decide which organizations can see it. Long term vision to develop universal services for London, such as consent standards, identify management and health and care professional role-based access controls that would allow providers to overcome common issues that have historically acted as a barrier to true information sharing. HLP have united to amplify the efforts of a growing community of people and organizations that believe it is possible to achieve a healthier, more livable global city by 2020.
