Deputy of Plans, Operations, Training & Safety/Emergency Management/Security for the 9,000-person facility. Had oversight of all range and base operations/events, training management, military and civilian simulations, range and maneuver land maintenance, future range planning and scheduling, base training operating budget ($2.9M), and base security/anti-terrorist force protection (ATFP) and emergency management plans/exercises and environmental and safety compliance.

Oversight of the emergency management team and conducted multiple disaster and emergency exercises that included coordination with PEMA and FEMA and integrated EMS and various other agencies.

Occupational health and safety officer for the 20,000 plus members of the PA National Guard. Managed all military and civilian safety programs, occupational safety, industrial hygiene, explosive safety, accident prevention program, confined space, hearing conservation, medical surveillance/ monitoring, emergency management, ergonomics, safety awards program and vehicle safety, and overall accident trends tracking and preventative action program, with a $500K budget.

Successfully reduced the PA Guard’s overall accident rate by 28% for an annual savings of $2.8M. Oversaw the implementation of a Voluntary Protection Program (VPP) site, which was the only National Guard facility to be awarded this distinction in the nation.

Achieved the lowest motorcycle & accident rate of any state in the nation for the National Guard.

Chief Civil Affairs Officer with team oversight of all matters concerning civil-military operations (CMO) for the 15,000 personnel of the 28th Division. Trinity Industries Inc. Kutztown, PA/Dallas, TX

Oversight of all environmental compliance issues and management for twenty facilities’ in PA, NY, OH and DE. Managed the hazardous and residual waste streams, NPDES discharge permits, operating permits for the emission/dust control collectors and oversight of maintenance teams for troubleshooting issues, and the beneficial reuse programs for Trinity Industries, a Fortune 500 company. Through effective reuse of spend foundry sand, saved the company $1.2M per year.

Oversaw the facilities environmental managers in their production of all state and federal reports such as the TIER II, Form R, AIMS, 25R, 26R, Title V, GM & IC reports, discharge monitoring reports and management of hazardous waste programs.
