08/2014 to 12/01/16, DEPUTY for PLANS, OPERATIONS, TRAINING & EMERGENCY MANAGEMENT, SAFETY/ENVIRONMENTAL & SECURITY for Fort Indiantown Gap (FTIG), PENNSYLVANIA NATIONAL GUARD, ANNVILLE, PA

Deputy of Plans, Operations, Training & Safety/Emergency Management/Security for the 9,000-person facility. Had oversight of all range and base operations/events, training management, military and civilian simulations, range and maneuver land maintenance, future range planning and scheduling, base training operating budget ($2.9M), and base security/anti-terrorist force protection (ATFP) and emergency management plans/exercises and environmental and safety compliance.

Range Safety Manager Level II certified for surface danger zone range planning and environmental management

Oversight of the emergency management team and conducted multiple disaster and emergency exercises that included coordination with PEMA and FEMA and integrated EMS and various other agencies.

Oversight of the Ammunition and Explosive Safety Certification program to ensure all personnel handling munitions and explosives are properly trained, certified and all emergency plans are updated and adhered to.

Occupational health and safety officer for the 20,000 plus members of the PA National Guard. Managed all military and civilian safety programs, occupational safety, industrial hygiene, explosive safety, accident prevention program, confined space, hearing conservation, medical surveillance/ monitoring, emergency management, ergonomics, safety awards program and vehicle safety, and overall accident trends tracking and preventative action program, with a $500K budget.

Successfully reduced the PA Guard’s overall accident rate by 28% for an annual savings of $2.8M. Oversaw the implementation of a Voluntary Protection Program (VPP) site, which was the only National Guard facility to be awarded this distinction in the nation.

Achieved the lowest motorcycle & accident rate of any state in the nation for the National Guard.

2008-09 IRAQ DEPLOYMENT, 10/2004 to Present Part Time position: CIVIL MILITARY OPERATIONS OFFICER/ ENVIRONMENTAL &SAFETY OFFICER, PENNSYLVANIA NATIONAL GUARD, ANNVILLE, PA

Chief Civil Affairs Officer with team oversight of all matters concerning civil-military operations (CMO) for the 15,000 personnel of the 28th Division. Established the civil-military operations center, evaluated civil-military considerations during mission planning/analysis, and prepared the groundwork for transitioning from military to civilian control.

In the Iraq deployment, conducted all coordination and planning for host nation/governmental endeavors as well as the synchronizing the efforts of other military units, governmental agencies, non-governmental/International organizations and all other agencies.

Successfully directed the oversight for the relationship and interaction between military forces, civil authorities/host nation government and civilian organizations in Iraq. Managed the collection, analysis and dissemination of Civil-Military situation reports in the Iraq theater and for domestic operations.

Advised and planed the application of the Commanders’ Emergency Response Program funds allocation in Iraq and the overall management of civil projects totaling $30M.

During the Iraq deployment successfully coordinated four large scale humanitarian assistance operations with the Iraqi army and Iraqi government of which one was featured in the Bagdad Times.

09/2002 to 09/2008 CONSTRUCTION & FACILITIES MANAGER for the STRYKER BRIGADE PROJECT TEAM, ANNVILLE, PA

Oversaw the successful project management of all 26 Stryker construction projects totaling over $400M. Also, was the liaison for the brigade to ensure technical expertise and brigade input were incorporated into the construction planning to maximize utility of the available funds and for building functionality. Successful in gaining hundreds of additional square footage for facilities saving $2M.

Aided in the coordination and planning for all Fort Indiantown Gap projects and construction which totaled over $100M and a key advisor for AMEC Corp. in developing and completing the Environmental Impact Study (EIS) in half the standard time to allow the 56 Stryker brigade to field all new equipment at FTIG and FT Pickett, saving the government two years and over $20M.

04/1995 to 09/2001, NORTHEAST REGIONAL ENVIRONMENTAL COORDINATOR & OCCUPATIONAL SAFETY MANAGER:

Trinity Industries Inc. Kutztown, PA/Dallas, TX

Oversight of all environmental compliance issues and management for twenty facilities’ in PA, NY, OH and DE. Managed the hazardous and residual waste streams, NPDES discharge permits, operating permits for the emission/dust control collectors and oversight of maintenance teams for troubleshooting issues, and the beneficial reuse programs for Trinity Industries, a Fortune 500 company. Through effective reuse of spend foundry sand, saved the company $1.2M per year.

Oversaw the facilities environmental managers in their production of all state and federal reports such as the TIER II, Form R, AIMS, 25R, 26R, Title V, GM & IC reports, discharge monitoring reports and management of hazardous waste programs.

Maintained the facilities Preparedness, Prevention and Contingency plans and served as the Emergency plant coordinator and liaison with all state, local and federal regulatory agencies.

Occupational safety responsibilities included supervision of all OSHA compliance issues applicable to the facilities. Oversaw the investigation of hazardous waste sites in the northeastern United States as applicable under the USEPA, CERCLA and RCRA programs.
