Project Abstract

Supplemental Nutrition Assistance Program (SNAP), also known as food stamps. The Department of Transitional Assistance (DTA) administers SNAP benefits. SNAP provides a monthly benefit to buy nutritious foods. To receive SNAP, one must be low income and be a U.S. citizen or legal noncitizen (restrictions apply). Eligibility for SNAP benefits depend on financial and nonfinancial criteria.

In BEACON implemented below requirements.

EDSAP: The implementation of an EDSAP demonstration in Massachusetts will result in a more effective administration of the program by streamlining the SNAP application and verification processes for eligible elderly/disabled households. With the absence of a required Interim Report, EDSAP will also help DTA to reduce churn and maintain uninterrupted SNAP benefits for this vulnerable population.

SAO: The Department took a strategic approach for the rollout of the senior unit in an effort to monitor volume and ensure quality customer service. At this time, it’s essential that the elder population be aware of the SAO phone number and the supports available to them. This enhancement ensures that at the time of recertification the SAO indicator is applied to qualifying SNAP clients and their notice is populated with the SAO phone number.

Homeless Indicator: Many of the clients we serve are at DTA are homeless. The BEACON workflow collects and records homelessness through the Homeless Indicator. This has implications for the households’ shelter deduction and for their eligibility for the H-EAT program.

IR Warning and closing Notices: DTA must come into compliance with SNAP regulations at 7 CFR 273.12 which pertains to the Interim Report that is required for Simplified Reporting cases. The regulations require that separate Warning and Closing Notices be sent to households during their Interim Reporting period, as appropriate. Currently, DTA sends only a Warning notice but the regulations stipulate that the Closing and Warning Notices can no longer be combined. Send out a separate Closing Notice and the Warning Notice, which need to be generated at a different time per the regulations.
