Ohio Department of Taxation (ODT) is responsible for the collection and administration of 21 state taxes, three local taxes and the oversight of real property tax. Its mission is to provide quality service to Ohio taxpayers by helping them comply with their tax responsibilities and by fairly applying the tax law. Since 2008, HP Enterprise Services is helping ODT to implement the State Taxation Accounting and Revenue System (STARS) project using software products such as Oracle Enterprise Taxation and Policy Management (ETPM), HP's Exstream Dialogue, PB's Doc1 & EngageOne, Informatica, Qlik and FileNet. Oracle ETPM was later renamed to Oracle PSRM - Public Service Revenue Management System in 2015.

The project has been reset in July 2012 and has been restarted using Agile Methodology in late 2012. Since then, all most all the different tax systems were consolidated into one large scale STARS system and delivered to production in record times with the help of multiple production releases. In 2014, STARS project has been selected for the NASCIO’s Best Technology Innovator Award.
