Assess the relevance, adequacy and appropriateness of the government's rural water supply and sanitation national program and its existing implementation arrangements. Identify issues and challenges impeding the rural water supply and sanitation sector, conduct capacity assessment of sector institutions and their strengths and weakness. Review enabling policies for sustainability of rural water and sanitation services including, disaster risk management, and climate change strategy and action plans, assess the adequacy and provide suitable recommendations. Prepare development coordination matrix of existing projects/programs in the sector. Prepare the draft program boundary, results framework (outcomes, outputs, and other results) and recommend any actions for the program action plan (PAP), and actions to strengthen RBL program management. In consultation with ADB team, develop 6 disbursement-linked indicators for the program. Identify specific needs and to tailor suitable capacity building programs targeting particularly: (a) technical capacity at program level, within the DDWSSD, ARIS, as well as for local contractors, (b) tariff setting and financial sustainability, and (c) governance system. Prepare program action plan including capacity development plan based on the findings and by consolidating inputs from TRTA consultants.
