Proposal/Project Director for a FEED study for the installation of a grassroots C3 Splitter Fractionation facility for making chemical grade propylene, the debottlenecking of the existing Line 2 APAO poly olefins plant, the re- start of the Line 3 Polypropylene facility and the conversion of the Line 4 FBO facility to Polypropylene, including rail and truck loading/unloading facilities, underground storage wells, brine ponds, new power distribution systems, new central control room and systems, equipment refurbishment, and mechanical integrity program. EPC project value was $500MM.
Proposal/Project Director for a full EPC proposal for the execution of a greenfield cryogenic gas processing facility; one 200MMscfd train, including condensate stabilization, condensate storage and trucking facilities, residue and bypass compression, NGL treating, refrigeration compression, power distribution and DCS process controls. This position and new Business Unit was formed as a Project Management Office (PMO). New position and division responsibilities include project management, procurement, document control, scheduling and cost controls; also including complete P/L responsibilities for all projects managed through the PMO. • Restructuring Engineering to a labor services only entity.
• Creating and developing The Project Management pool to focus on the overall budget, providing independence from Engineering and Construction.

Director, Engineering Services (2008 – 2014)
Newly formed subsidiary (Holloman Engineering) to isolate engineering from the corporation and was responsible for daily operations in providing multi-discipline engineering and design services, additionally responsible for the complete P/L and overall performance of all EPC projects; from proposals to commissioning. Accomplishments include:
• Refined estimating practices: experience based knowledge and understanding all of the costs, improved change management and pricing of the work.
• Progress and cost reporting: true cost forecasting based on earned value
• Increased Revenues from $8MM - $30MM

Engineering Manager (2006 – 2008)
Responsible for improving daily operations in providing multi-discipline engineering and design services to the Midstream Services sector. Other duties include Sales/Marketing, Proposals, Staffing and P/L responsibilities. Accomplishments include:

Ref-Chem Corporation, Odessa/Houston, Texas 1989 – 2006 Sr. Project Manager (11/05 – 7/06)
Proposal/Project Manager on a lump sum refinery environmental project for Valero Refining, which provided full EPC services to consolidate the Slop Oil process. The project consisted of a new stream heated vessel, dewatering, cooling and new pumping systems, installed within an existing crude oil tank farm. Proposal/Project Manager (9/00 – 10/05)
Projects:
• 4/05–10/05 - Proposal/Project Manager on a reimbursable gas plant expansion for Williams Field Services, which provide engineering for a FEED study to install two (2) Solar Turbines in two separate locations. Study provided complete P&ID’s, HAZOP support, Equipment locations/arrangements, soils analysis, foundation design, building design, power study and one line diagrams, control philosophy and PLC design, along with EPC project estimate of $10MM.
• 4/05–10/05 - Proposal/Project Manager on a reimbursable specialty sand expansion for Borden/Hexion Chemicals, which provided a FEED study, as well as detailed engineering for a Transload expansion project for the receiving, processing and unloading facility for a resin coated sand plant. Project consisted of rail unloading, sand coolers/heaters, automated conveying and weighing systems, as well as storage and truck loading facility. Project value was $500M.
• 6/04–3/05 Proposal/Project Manager on a lump sum specialty polymer upgrade project, which provided full EPC services for the upgrade to the Line 2 Reactor, new steam jacketed piping, valves and upgrade from pneumatic to electronic controls. The project valve was $2MM.
• 3/03–5/04 Proposal/Project Manager on a reimbursable specialty chemicals project for Schenectady International which provided full EPC services for the expansion of production, storage and truck loading facilities of a specialty Xylenol. Project included new tank farm, condensers, exchangers, specialty pumps, proprietary process equipment and extensive heat steam tracing. The project value was
$5MM.
• 7/01–2/03 Proposal/Project Manager on a lump sum gas plant expansion project for Duke Energy Field Services, which provided full EPC services to increase overall gas throughput from 55MMscfd to 70MMscfd. The project includes inlet compression, liquids handling, and gas treating and improved cryogenic recoveries through an enhanced GSP process, along with a new plant DCS system. The project value was $20MM.
• 10/00–7/01 Proposal/Project Manager: for a lump sum EPC specialty chemicals project for Schenectady International, which increased the production and purity of this Phenolic Resin. The project included a new super tower, specialty pumps, heat exchangers designed within a new four story structure that had extensive steam tracing requirements. The project value was $8MM and recently received the ICE Merit Award from the Greater Houston Chapter of the ABC, Excellence in Construction for 2001.
• 10/99–9/00 Project Manager: providing EPCM services for a new Injection Molding Facility for Kaneka Texas Corp. that provided a grassroots commercial facility that would manufacture products for the automobile industry. This project included coordinating three design teams across two states and subcontract local construction forces assembling advanced foreign made molding machines. Each requiring heavy utility systems, along with specialty beads storage and transfer equipment.
• 7/96–10/99 Mgr. of Projects & Program/Project Manager: at a Specialty Polymers facility for Rexene Corp. /Huntsman Specialty Polymers. Offering full EPC services on several multi-million dollar projects over a four (4) year period. Projects during this period includes Polyethylene DCS upgrade, Polypropylene Extruder Replacements, and New Beads Transfer system, Dryer replacements, Reactor upgrades, extensive safety systems upgrade, Co-polymer Cooling system, along with a new high purity Polypropylene facility.
• 1/95–7/96 I&E Engineering Manager: responsible for managing group within a matrix organization, providing engineering, design, field coordination, inspection, estimating, along with managing several I&E engineering and construction projects.
• 7/92–12/94 I&E Project Manager: supporting multiple projects within a program to provide gas processing plant upgrades to the West Texas Division of Mobil Corp. These projects included DCS upgrades, inlet compression (gas reciprocating and electric centrifugal), cryogenic upgrades, turbines, PLC controls, Plant documentation, P&ID walkdown, etc.
• 8/89–7/92 I&E Construction Manager: supporting all aspects of I&E design, estimating, and field management during his period, supporting gas plant projects. Customers included Shell Oil, Mobil, Texaco, GPM, Amoco, Sid Richardson, and Exxon. Responsibilities included P&ID verification and development for HazOp studies and verifying project construction in accordance with design specifications and all applicable regulations.
