Over ** years as a commercial staff, with a civil engineering background and experience of working in contracting environment in different construction sectors. Work experience includes the following:

Deep experience in routine commercial/quantity surveying operations on the project including managing interim valuations to ensure timely and full payment for work carried out, agreeing and settlement of variations and contractual claims with consultants and employers. Subcontracts procurement and management, preparing / review subcontracts documents to ensure their compliance with the main contract provisions. Administration of major subcontracts and supply Agreements, preparing contractual correspondence, review and responding to their EOT claims.

My role is Commercial Manager responsible for all commercial / contractual matters in the following Projects.

WAHAT AL ZAWEYA Project, Roads and Infrastructure Works located at Dubai – AL Ain Road, UAE: (AED 2.19 Billion)

Sheikh Khalifa Bin Zayed Al Nahyan Masjed Project, located at Al Ain City – Abu Dhabi – UAE: (AED 530M)

From November 2006 – July 2017: HLG Contracting LLC (formerly, Al Habtoor Leighton L.L.C)

Al Habtoor City Project, Hotel complex located at Business Bay, Dubai – UAE: (AED 2.9 Billion) my role as commercial lead responsible for all commercial matters in the Project.

Al Bustan Complex, Mixed use development located at Airport Road – Abu Dhabi – UAE: (AED 1.9B) working in the closing out of a number of Major subcontract packages and final accounts and main contract EOT.

Emerald Palace Kempinski Hotel & Residences Resort: working in the area of Dispute Resolution, preparation for the Arbitration Process for the Project.

My role, as a part of the ‘Claims Team’, involves preparation of Statement of Case (SOC) for a number of disputed items and provides an introduction section for the entire SOC to describe the project, name the Parties and the Professional Consultants, describe the Contract Documents, set out the tender process and any relevant negotiation, etc.

From February 2010 to May 2011 appointed to work with external Claim’s Consultant M/s Parker & Rawling Consultancy, for the preparation and submission of the EOT claims involved in the following two projects:

Al Ghurair City Expansion Phase II (AED 996 M): construction of a multi-purpose extension to an existing retail, commercial and residential complex in AL Muraqqabat, Deira, Dubai. Comprising a Podium with three Basement Parking and three levels of Retail and 2 No. twenty-one story towers, one is a Hotel and the other Serviced Apartments on the same Plot.

Emerald Palace Kempinski Hotel & Residences Resort (AED 873 M): located on Plots C11 and C12 on the west side of the Crescent of the Palm Jumeirah in the Emirate of Dubai. The Project consists of a Residential Building (basement, ground & 8 floors) on Plot C11 and 20 detached villas, ten on each plot at the back side of both Hotel & Residential Building, each villa has basement, ground and 1st floor. The scope also comprises landscaped areas, swimming pool, barbeque roads, etc around the development.

My role: Check/Review Project documentation, compile bundles under relevant potential ‘claims headings’, identify contractual Rights & Obligations related to issues, conduct meetings/interviews with project key team members to get their account of the events, prepare timelines to ensure flow of logic, write-up narrative for a number delaying events for incorporation into overall Consolidated Claim submission.

From November 2006 to February 2010 Project: Down Town Jebel Ali Zone 1, Block 2 in Dubai – Development comprises the construction of high class 4 Office Towers consist of 2 common basement, ground floor, mezzanine, 4 Podium levels and 14 floors for each Building.

Value = AED 545. Type of contract; a Cost plus a fee with GMP, form of contract; Red Book 1999 1st edition (modified by the Employer)

Project: Down Jebel Ali Zone 1 Block 2 Central Plaza/PRS1, subsequent separate Landscaping Contract. Value = AED 73. Type of contract; Re-measure, form of contract Red Book 1999 1st edition (modified by the Employer)

Client: LIMITLESS L.L.C / Project Manager / Employer’s Rep.: BOVIS land lease Int.

Role / Responsibilities: Contract Administrator, day to day commercial issues, but focus/deal with EOT claim’s including issue notices, preparation and submission of interim particulars, claims quantifications (cost + time), provide case presentations during commercial and negotiation meetings with the Project Manager / Client.

Issue notices for Insurance Claims, substantiation documents, draft correspondence, negotiation and settlement with the Loss Adjustor.

Prepare contractual correspondences for the major sub-contractors, arrange meeting to discuss & examine EOT claims raised by them (if any), to ensure they are legitimate and in harmony with the Main Contract to avoid sub-contractors’ unilateral claims. Prepare cost estimate for major variations and supervising the updating variations and contractual claims schedule.

From November 2003 – October 2006: E.C.C (Engineering Contracting Company).

Project: Zayed University at Al-Ruwayyah, Dubai.

Role / Responsibilities: my duties were to control related commercial aspects of the major sub-contractors and raise the areas of problem with C.M / P.M to ensure that the project is completed within the target dates and budget cost and avoid sub-contractors claims.

Preparation and submission of variation notifications / valuation including updating variation schedule, agreed star rates, draft contractual correspondences, EOT notices including preparation of claim’s contemporary records, prepare timeline for complicated claims, disruption records including cause and effect analysis, participate in progress / commercial meetings with the Consultant/Client to finalize the out standing variations and claims negotiation.

Project: Emirates Hills Development the Springs Phase-1 / 1370 no Villas. At Jabal Ali -DUBAI

Client: EMAAR Properties (PJSC) / Engineer & QS: ART Consultant.

Role: Undertake full responsibility of all commercial operation on the project and contract administration requirements and ultimate success of the project including;

Prepare final account, attend meetings with the Consultant / Client to finalize quantity reconciliations, variation orders and agreed star rates. Prepare contractual correspondences, notices for variations / EOT, sharing in settlement of disputes with the clients. Implement contra charge procedure and prepare counter claims against sub-contractors.

Originally office based (ECC Headquarter), act as Deputy General Manager – Commercial responsible for cost reporting of all running projects include; ensure accuracy of forecasting final margin, ensure monthly evaluations submissions and payments are issued/received on time, ensure that all variations and contractual claims are updated and included in the valuations with reasonable details to facilitate consultant review to improve company cash flow.

CCC Scope of work, Main contractor responsible for structural and finishes phase. The Project area is 115,000 M, consists of 30 buildings including hotels, residential, offices, cinemas and huge Commercial Centre)

From April 2001- December 2002: SKANSKA Cementation International Limited, (Swedish - English)

Project: Mubarak TV Studio Complex, Media Production City, 6th October City Cairo, Egypt. Value £ 198M + (USD 102 claims)

Commercial Dept., Originally site based, with full responsibility of main production studios (900’S, 600’S, 400’S) as follows: -

1.Site measurement, review work carried by subcontractors, preparation and issuing biweekly valuations, preparation of S\C Liabilities for all finishes sub-contractors.

2.Review day–worksheets with site staff to ensure the required information (i.e. reason for carrying out that works on a day-work basis, materials utilized, cost recoverable if any …etc.).

3.Preparation of variation orders (star rates) for submission and agreeing them with the Engineer’s representative for all project structure, internal finishes, external cladding.

4.Then promoted to Managing Site Quantity Surveyors, reporting to the project CM, my duties were in charge of all commercial issues being undertaken on site such as, functional manager of the site quantity surveyors (6 nos.), issue Site Instructions to subcontractors, review Contra charge for all subcontractors and payment for labour subcontractor. Also assist in the identification and submission of insurance claims and EOT claim.
