For the last 35 years, Charles has established a verifiable track record as a Senior Project Engineer, Senior Cost Estimator, and a Project Manager; as well as having vast experience on all aspects of building and civil engineering projects. He is a Consulting Quantity Surveyor and Estimator; a contractor’s Quantity Surveyor and Estimator--having worked in various capacities, including but not limited to: preparing preliminary cost advice; advice on contract procedures; types of contracts; preparation of tendering documents; the pricing of bills of quantities (to provide an estimate comparable with tenders); the preparation, pricing and agreement of schedules; and the preparation of proposals.
Mr. Andoh plans, controls, and defines works in liaison with subcontractors; he prepares interim variations with contractors and produces final account settlements; surveys works in progress, conducts project control management; cost control, budget estimates, bid analysis’, and contract closeouts. He performs claim analysis and negotiations, reviews all consultant’s drawings and makes recommendations to adjust the site requirements. Mr. Andoh reviews company’s payrolls, conducts quality assurance of materials and workmanship per OSHA rules and regulations, prepares weekly and monthly progress reports, and facilitates project and construction management.
Mr. Andoh has also been involved in contract negotiations, risk assessment & management, preparation of cost benefit analysis’, profit and loss statements, cost and cash flow management, and the preparation of management accounts.
Mr. Andoh is responsible for managing organizational resources and has managed and created budgets ranging from $1million – $2 billion.

As of December 2019, BIC established a civil engineering consultancy to assemble a management team of 15 persons and proposed a master planned city in Africa. Our ecological urban sustainable smart city will contain both residential and commercial real estate structures, including a central business district and road infrastructure network development. The project is to be developed to international standards and will address a national housing deficit and sanitation issue; as well as focus primarily on sustainability—hence the phrase “eco-city”. As President / CEO, I lead the cost-estimation role and manage various external consultants for pre- project development. The total project budget is $7 Billion USD, and to date, we are awaiting bridge financing to meet pre-project obligations.

Design-Build: This project involved hydrology reports and drainage studies for Union Pacific Railroad in Stockton, California and developed best practices recommendations for improving storm water management at the facility. Design-Build: The project involved the construction of a permanent diversion channel along Pinto creek to divert offsite runoff from the respective upstream watersheds around the key elements of the project. This channel also served to capture and convey storm water generated within most the on- site sub-basins.
