Re: Construction Estimating & Budgeting Opportunities

Dear Hiring Authority:

A career spanning more than two decades has exposed me to a broad range of commercial, institutional, and public works projects, both domestically and internationally. Currently, I lead cost estimating and value engineering departments, nationwide, for a state-owned company providing drinking water and waste water treatment services to the Kingdom of Saudi Arabia. Other recent experiences include chief estimator roles for engineering and construction firms serving the power transmission and distribution market. The knowledge and expertise developed in these roles positions me to support your firm’s ongoing success.

Some career highlights that you may find relevant to your needs include:

Creating and launching new estimating departments across 13 regions of Saudi Arabia for that country’s National Water Company. I was recruited to source and implement a software platforms and train personnel to enhance accuracy and efficiency, which will lead to improved profitability. Working out of the headquarters office in Riyadh, I supervise estimators and value engineers in those 13 regional offices.

Developing and responding to EPC and EPCM requests. While working for engineering firms, I have created bid documents, while in other positions working directly for construction firms, I have assembled bid packages in response to such requests.

Creating Class 5 to Class 1 budgets and estimates for an array of brownfield and greenfield projects in major metropolitan areas to meet environmental compliance and public utility standards.

Preparing bid packages for projects valued up to $500M and involving both enclosed substation construction and transmission line installation for electrical utilities.

Estimating and bidding on projects that have included schools, hospitals, highways, and military facilities.

Throughout my career, I have been successful in developing working relationships with project superintendents and project owners that lead to accurate cost estimates and schedules. I have consistently been successful in delivering projects on time and under budget.

In addition to my current experience in the Middle East, early in my career I worked on projects in the Asian market for General Railway Signal. Over the past 20 years, I have worked on domestic projects in Northeast, Southeast, and Midwest. As such, I am versatile and flexible about relocating to meet the needs of a given project.

The attached resume provides an overview of my career, and I would be pleased to discuss with you the contributions I can make to your success. Please contact me to arrange a convenient time for such a conversation. Thank you for your time and consideration.

Sincerely,

James S. Finnerty
