Georgia Department of Labor Atlanta, Georgia 1993 – 2020 The Georgia Department of Labor provides a wide range of services to job seekers and employers. The agency matches qualified job seekers with employers and collects data to help businesses, economic developers, planners, and the workforce make quality work-related decisions. From offering the Work Opportunity Tax Credit, which provides substantial tax benefit to employers who hire eligible workers, to administering the Unemployment Insurance system that supports the financial security of those temporarily out of work, DOL works to grow the economy and workers' positions within it. Information Systems Manager 3 (2004 - 2020)
Responsible for oversight of all Tax, Wage, Liability & Imaging operations with 15 direct reports. Direct responsibilities include: IT capital budget planning, strategic vision and long term planning of IT projects, conducted the staff hiring; oversaw disaster recovery for application development and direct communication with executive leadership. Met with Business Users on a regular basis for project initiation and problem solving. Kept them apprised of project statuses. Contacted Georgia employers directly to troubleshoot issues with each of the online computer systems. Met daily with the CIO and Deputy CIO to update them with the status of daily accomplishments of my teams. Wrote SQL and developed reports for system analysis for management. Participated in annual audits from State and Federal entities. Met with the officials of the audits to review system and procedural documentation as well as change control. Oversaw the team of QA analysts for the employer-based systems and the imaging system. Reported directly to the CIO. Significant accomplishments:
• Oversaw the planning and execution of a full scale system move from mainframe platform to distributed server platform for the employer-based systems for the agency. Once completed the conversion reduced the annual operating costs by millions of dollars.
• Designed, oversaw development, and implemented many large-scale IT projects, several of which won national awards. The projects ranged from full java-based web development, migration from eClient to Navigator for the imaging system, and COBOL/CICS to java program conversions.
• Oversaw the development and implementation of the large SFTP project which allows direct tax filing for service bureaus and accounting firms through data upload and automatic processing. This automated processing was widely received and eliminated a tax processing unit of the agency.
• Oversaw and implemented a batch ACH Credit processing system that eliminated the mailing, receipt and manual processing of over 80k paper checks each quarter. The funds were electronically transmitted to the bank with the distribution information sent to the agency. The new automated system eliminated human intervention of many staff.
• Key in the design, development and implementation of the Quarterly Tax & Wage Java-based Filing System. The web application allowed direct upload of employer wage data in Excel, CSV or NASWA format, tax entry and live processing of the submission for instant results. The system won national awards for the agency. Team Lead of Tax, Wage & Liability Systems (1998 – 2004) Scope of authority was elevated to include oversight of entire employer development team. Direct reports included: Software Support Developers and Technicians responsible for providing first tier technical support for internal and external customers and for coordinating the user acceptance testing phase of the development process, as well as the Software Analysts responsible for managing and resolving production defects. Oversight of entire software lifecycle still entailed responsibilities outlined below under Software Manager description. While attempting to focus on high level design and project coordination, was also still involved in development activities as there were certain sensitive areas of the software suite, mostly surrounding billing and accounting functionality, for which ownership had yet to be transitioned. Significant accomplishments:
• Oversaw and managed the efforts for the Y2Kconversions and preparedness. Responsible for the review and conversion of hundreds of legacy online and batch programs to comply with the requirements of year 2000 rollover. Conducted full system tests by modifying the system date in controlled regions to ensure program completion and accuracy.
• Lead the efforts for my team to convert our legacy systems from VSAM and IDMS to DB2 databases which improved efficiency and provided a flexible environment for reporting, monitoring and maintenance.
• Instilled significant advancements into the Software Development Life Cycle including a dedicated three tiered environment, formalized QA and UAT processes and restricted access to Test and Production environments. Imaging Developer and Technician (1995-1998)
Assumed responsibility for development, advancement and maintenance of IBM MODCA-based agency imaging system. Was the sole development team for the Department. Each sub-system required the maintenance of 75 CICS transactions and at times direct MODCA modification. Traveled extensively nationwide to maintain current knowledge if the IBM imaging software. Oversaw the design, development and implementation of an electronic imaging and barcoding service that allowed for processing of required paperwork electronically, either via direct upload or by faxing, images were then automatically categorized, digitized and made available to personnel and end customers. Deployment of this new functionality greatly reduced inbound and outbound paperwork, radically reduced paperwork storage needs, reduced required staffing levels and realized significant cost savings by minimizing outbound mail Software Developer (1993-1995)
Began tenure with company as an entry level developer responsible for work on the COBOL and CICS applications. Reported to the Application Development Tax Team Lead. Thrived in the high pressure, short deadline environment. Trained new development staff.
