Responsibilities:
Reviewing/Commenting/approving Contactor’s submittals relevant to HSE,
Such as HSE plans, Method of Statements, Risk Assessments.
Conducting Health and safety Inspections, Audits to ensure Clients compliance with SACSM. Coordinating/attending HSE Meeting, Operational meeting, Top Management meeting and actively participating indecision making to improve safe working conditions / practices to achieve optimum safety standards of L.P.P. Discuss HSE issues every day through daily Operation/Production meeting with contractors to promote and enhance. HSE performance. Facilitate and use the regular Safety and Communications Meetings to rein- force every one’s HSE commitments and behavior.
Preparation of Formulation and implementation of HSE plan, Local rules and contingency plans to ensure safe working practices and adequate emergency response Establish and monitor an emergency rescue/response plan and periodic drills / training in case of an emergency Preparation and updating all over staff HSE Matrix.
Carry out safety audits on the company’s operation to ensure safe methods of work with staff to manage monitor and improve health and safety standards in their workplaces Con- duct safety Induction course at all level. Strict enforcement of Company HSE Policy.
Develop and deliver training courses and coordinating for the external training courses.
Conducting Internal HSE Training for all personnel including contract personnel’s like HSE induction, Defensive Driving, Fire Prevention &firefighting, Hazard Identification, Emergency Response Training, Confined space Training, Rigging and Slinging, Incident, Accidentinvestigation,Hand&FingerInjuryawareness,ToolBoxTalkTraining,PTW training. Ensure accident reporting system is in operation and used effectively. Investigate all incidents including near misses and establish cause and corrective action to ensure them not happening again.
Provide technical support/guidance as necessary to accident/incident investigation and ensure mitigation controls are implemented.
Maintain accurate safety statistics of accidents, Incidents and near misses. Review and up- grade standards and procedure in the work environments focusing on continue improvements to eliminate and prevent injury or decease.
Provide monthly report to the Top Management. Organizing and conducting ERT procedures and drill and report any short fall to the appropriate authority with proper justification and recommendations. Strict implementation of permits to Work system.
Ensure that company procedures relating to HSE are followed, lifting Tools and tackles/ Equipment’s checked periodically by the competent person with high degree of supervision and that all lifting tackles/equipment’s certificates are maintained. Liaise with company HSE department on regular basis.
Ensure proper storage of combustible material in accordance with HSESM
Carry out regular inspection on all company/Contractor vehicles and Equipment, workshop, site locations, Monthly Pre hire inspection, Equipment inspection, camp inspections, first-aid box inspection, Fire extinguishers Inspection, PPE inspection, Lifting Tools & Equipment inspection, Store Inspection, Yard Inspection etc. and also prepares discrepancy report and directives for corrective actions.
Conduct, Weekly and monthly HSE meeting and quarterly corporate HSE meeting Emergency Mock drills, Fire drills, rescue drills, Stretcher Drills.
Providing assistance to implement the loss prevention program/Necessary advice to plant construction industry.
Controlling Vehicle & Equipment movement reports for all journeys accordance with Journey management procedures laid in HSE plan Ensure that all vehicles in good condition and accordance with client specifications (Road worthiness Assurance Scheme-RAS) and third party inspection.
Ensure that no night driving is permitted unless certify by Company Site Representative.
Control Journey Management rate and achieve target set. Cascade the relevant information on road/vehicles incidents occurs in operational area.
Advising the Management and Subcontractors promptly about the potential hazards unsafe equipment’s, unsafe working conditions and will carry out any remedial actions required to protect from such hazard prepared & Implemented minimum requirements and purchasing specifications for PPE personal protective clothing /equipment.
Responsible for all the matters related to Health Safety and Environment.
Monitoring all constructional activities on site for implementation of safety rules and measures.
Administrating field tool-box talks on a daily/weekly basis.
Implement the company safety policy.
Prepare Weekly and Monthly Reports.
