City of Santa Monica Information Services Department Project Management Office 2020 - Present

City of Santa Monica (CoSM) Information Services Department Project Management Office, Technology Project Manager assigned to the new City Service Building (CSB), Fire Station #1 and City Maintenance Yard construction projects to coordinate and manage information technology infrastructure projects and employee relocation from existing CoSM locations to the City Services Building.

Developed work breakdown structure for the information technology systems to be installed in The City Service Building, Fire Station #1, City Maintenance Yard. Information Technology Systems encompass Network Buildout, Wireless Access Points, Audio Visual Conference Rooms, CCTV cameras, Panic Buttons, DAS Radio, CSB move-in, telephones, badge readers.

Created CSB Relocation Scope of Work (SOW) to relocate CoSM employees and workstations from existing locations to the new City Services Building. Relocation to occur in three (3) phases during March and April 2020.

Developed Network Infrastructure Quality assurance check list for MDF/IDF and workstations to be used by the ISD Network/Telecom Department.

Developed Infrastructure guidelines for new construction and tenant improvement

Performed Quality Assurance Inspection of CSB MDF and three (3) IDFs, to ensure network equipment and cabling installed per all applicable industry and City of Santa Monica specifications. Reported deficiencies to contractor and CoSM Construction Management team for correction.

County of Orange Information Technology 2016 - 2019

Member of County Executive Office - Orange County Information Technology (OCIT) Implementation Team for the Network/VoIP Transformation Project County wide endeavor to provide network and VoIP upgrades to Orange County agencies.

Review/analyze:

oSite Information packages supplied by Contractor to ensure:

Proper network equipment is proposed for agency based on number of agency users in order to obtain best utilization of Orange County (OC) resources and minimize OC network expenses

AC Power/HVAC requirements for IDFs

oSite floor plans addressing data and voice drops to ensure quantity meets agency requirements

oContractor submitted site completion documentation (e.g., Network diagrams, Cable test results, asset work books, etc.) for accuracy and completeness - Notify contractor of missing information to be submitted to OC IT

Interact with contractor and OC agencies in performing cabling site surveys; scheduling and performing AC Power and HVAC site surveys

Quality Assurance (QA) of contractor documentation, installed Network/VoIP Transformation equipment, decommissioning of old Cat5, Cat5e cable and legacy network equipment

Los Angeles Unified School District 2004 – 2015

Provide services to the Los Angeles Unified School District (LAUSD) Facilities Technology Project Management Group (FTPMG) and Information Technology Division (ITD) ensuring full implementation of telecommunications (LAN/WLAN) systems and other designed systems) at LAUSD school sites, quality assurance of infrastructure/pathways and installed Low Voltage equipment (Data switches and wireless access points).

Design LAN modernization refreshes and wireless only network upgrades for 300 existing LAUSD schools (includes cable plant, network and pathway infrastructure, wireless access points, VoIP interface) as a member of the Facilities Technology Project Management Group (FTPMG).

Provide technical support to FTPMG personnel.

Review and answer contractor’s submitted Request for Clarification (RFC) to ensure adherence to LAUSD Specifications and other applicable specifications (i.e., EIA/TIA,NEC, BICSI)

Review/analyze:

oSite plans (i.e., riser diagrams, pathways) to determine estimated cable (copper and fiber) footage required and equipment (i.e., switches, wireless access points) required for proposed Wireless Installation.

oBid set site plan for placement of wireless access points.

Prepare and submit deviation list to contractor to correct Bid set site plan and resubmit corrected plan.

Verify and report contractor(s) compliance with established system(s) installation; testing and operational specifications in an ongoing series of Quality Assurance observations and observing the testing of newly installed system(s) and cable plant to ensure compliance with all applicable specifications (i.e., LAUSD, BICSI, EIA/TIA)

Material Close Out Review encompassing:

oReview of Copper and Fiber cable test results to ensure correct test parameters used for testing.

oDetermine:

Amount of cable and type cable installed at site versus cable supplied to contractor.

Number and type of communications cabinets installed versus cabinets supplied to contractor

Material Handling

oReceiving returned excess materials (cable, cabinets) from contractor.

oIssuing materials (cable, cabinets) to contractor.

Asset Workbook Review encompassing:

oInforming contractor of information required for three (3) types of asset workbooks (router, wired equipment, wireless equipment).

Review submitted asset workbooks to ensure information is correct and complete.

Design Low Voltage (LV) Systems (LAN (wireless), PA/Intercom, Intrusion System, VOIP interface) to segregate from or return Prop 39 Charter Schools to LAUSD School Sites and to isolate Bungalows from school LAN, PA/Intercom, and Intrusion Systems prior to removal from site and ensure School LV Systems remain

Managed seven (7) network engineers and one (1) field engineer

Manage Staff and contractor to insure the project scope as awarded is built in full conformance with the plans, specifications, schedule and cost limits.

Processing Request for Clarification (RFC), Change Orders, (CO). Change Order Proposals (COP), Pay Applications.

Managed, coordinated and directed Construction Manager (CM), staff (e.g., Field Engineer, Estimator, and P3 Scheduler).

Provide services to the Los Angeles Unified School District (LAUSD) in the Modified Consent Decree Unit American with Disabilities Act (ADA) in the review of reported ADA issues in the Los Angeles Unified School District at elementary, middle and high schools.

Evaluate site for ADA compliance and prepare Scope of Work as required to bring site into ADA compliance
