WORK EXPERIENCE:

I am retired from the Federal Government, after working as a DoD contract auditor, a contract administrator, a Program Management Execution Officer, Program Manager, a Human Geography analyst and a Branch Chief.

Defense Contract Audit Agency (DCAA), Raytheon-Tucson, AZ – January 2000 to January 2001

I worked as an auditor on various types of contract audits. These types included post-award audits, time and material audits, and contract close-out audits. This DCAA office performed audits solely on Raytheon contracts with various Dept. of Defense agencies (Army, Navy, Air Force, and Marines).

Defense Contract Management Agency (DCMA) Raytheon-Tucson, AZ – January 2001 to September 2002

While at DCMA-Raytheon, I worked as a contract administrator on a contract close-out team that had been specifically “stood-up” in anticipation of the deactivation of the MOCAS system. (MOCAS was a Dept. of Defense contract database.) This team was responsible for closing out fixed price, cost type, time and materials, and labor hour contracts that had been issued to Raytheon (formerly Hughes Aerospace) by the Army, Navy, Air Force, and Marines over several years. I worked closely with DCAA, the Defense Finance and Accounting Service (DFAS) and Raytheon contractor personnel on these close-outs. Our team was divided into a fixed-price and a cost team and I was the fixed-price team lead.

Defense Contract Management Agency (DCMA) Boeing-St. Louis, MO – September 2002 to December 2003

I worked as a contract administrator on purchase orders issued under a Basic Ordering Agreement for various weapons programs at Boeing. Our office issued modifications, tracked delivery and cost of ordered items, and verified delivery of items prior to approval of invoices. During this time, at the request of the Administrative Contracting Officer (ACO), I facilitated the close out of various “old dog” contracts that had transferred from Raytheon-Tucson to Boeing-St. Louis. I was asked specifically because of my prior knowledge and experience with these programs and contracts.

United States Air Force, Air Mobility Command and US Transportation Command (USTRANSCOM), Scott AFB, IL – December 2003 – April 2008

I worked as a contract administrator for Air Mobility Command (AMC), Contract Airlift, Commercial Charters. We issued and administered purchase orders issued to commercial air carriers for the movement of military personnel. We performed contractor surveillance, approved invoices for payment, and issued contractual modifications as needed for sudden schedule changes, location changes, etc. While a contract administrator at USTRANSCOM, I issued purchase orders for the purchase of IT (software and hardware), administered contracts for airlift, for ground (truck) movement of tanks at Ft. Knox, KY, and administered the contract for commercial small package delivery for the Defense Logistics Agency (DLA). I performed market research and participated in source selection for the follow-on to that DLA contract. I performed market research and participated in the source selection for the Patuxent River Naval Air Station Charter Airlift contract. I trained government and contractor (vendors) personnel on the use of Wide Area Work Flow, the Dept. of Defense electronic receipt, acceptance and invoicing system.

National Geospatial Intelligence Agency (NGA), St. Louis, MO – April 2008 – January 31,2020

Since joining NGA, I have worked as Program Management Execution Officer (PMEO), a Contracting Officer’s Representative (COR), a Program Manager (PM), a Human Geography analyst, and a Branch Chief.. I was a PMEO and COR on multiple Task Orders supporting a variety of products (mapping, charts, and imagery-based products). My duties include developing Independent Cost Estimates, Technical Evaluations, Statements of Work, funding documents, and other contractual supporting documentation. I worked in the GDS Program Office during the development of the various GDS contracts. I have been a Program Manager for contractual actions for our programs which fall outside of the overarching program that we have worked under for 10 years and require “stand-alone” contract packages. I was the Program Manager for our Aeronautical Charts, Aeronautical Text, and Global Products & Services contracts, until I switched to working in Human Geography. I served as the acting Branch Chief for our branch on multiple occasions, ultimately being appointed full time branch chief.. I have been on multiple Tiger Teams, served on a Source Selection Panel as the Technical Panel Chairperson and served on a position (personnel) vacancy selection panel. I served on the NGA Casualty Affairs Response Team and I was the Morale officer for our office at our west location (in St. Louis). I utilized my excellent interpersonal communication skills to support my employees, support my fellow NGA employees during times of personal illness or bereavement, and was recognized as the ‘go to’ person for office event planning.
