Hello,
Please accept this document for your consideration as my response to your job posting.
I have extensive work experience in Health and Safety and Operations Management in a federally regulated workplace, with a large and diverse workforce.
I have had oversight of North American Health and Safety Program for Airport Workers including 28 Federally Regulated Health and Safety Committees and 2 Policy Committees encompassing 2 Union Groups (I.A.M.A.W. and UNIFOR formerly C.A.W.). Representing between 5,000 and 8,000 employees
I have extensive risk management experience having developed the risk assessment program for a branch of a large corporation. As well I have led, participated as a team member or consulted on risk assessments ranging from significantly complex with dozens of stakeholders spanning the organisation to very basic but essential assessments. I participated as a peer reviewer for the corporate risk management manual.
I led the development and implementation of a Hazard Prevention Plan and a large Hazard Registry including identification, assessment, mitigation and documentation of thousands of hazards, working with safety leaders from two union groups on two Policy Committees and eight distinct work environments.
My core functions were to lead the safety program, develop and implement the safety policies and procedures, advise and guide leaders at all Canadian airports regarding interpretation and compliance with the Canada Labour Code part 2. Management of all interaction and written communication with the Labour Program.
I have extensive experience building and maintaining relationships with all levels of our organisations internal and external clients including regulators. I thrive on building lasting productive relationships to assist in delivering the desired results. As a Manager, I have led teams from 1 to 400 employees. I have also mentored and assisted many prospective managers to advance in their careers. For most of my safety management career my role has encompassed a North America wide scope.
The characteristics I appreciate the most in a competent team member is one who takes ownership, ensures they have the knowledge and skills to manage the needs of the enterprise, openness, honesty, assertiveness and delivers positive results with a minimum of supervision. These are the characteristics that define my work ethic. My experience has shaped my philosophy that the path to operational excellence and sustained enterprise success begins with a strong safety culture and program at its core.
Regards,
Bob Atkinson

Previous experience prior to management…
I have 20 years of management experience. 10 of those in Operations Management focused on product delivery excellence, customer service, extensive planning, budgeting, human resources, safety, labour relations, security and environment. 1 year of Project Management. 10 years in Safety Management roles which have provided me with extensive experience in Occupational Safety, S.M.S., Quality, Risk, Emergency Response, Investigation, Pandemic Response (much of this very recent). I have been recognised for leadership excellence many times and received Air Canada’s highest recognition award.
This combination of competencies in operations and safety has fostered my balanced, realistic, adaptable and achievable approach to managing the safety program. I have a strong understanding of pressures, needs and demands on both sides of the safety equation. This has positively impacted my ability to achieve consensus and deliver positive outcomes.
I have worked in 5 provinces at 6 airport locations, through 11 internal structural reorganisations, with 19 direct leader changes. Throughout Privatisation, 9/11, C.C.A.A., SARS, H1N1, Ebola, 2008 financial collapse, and now COVID-19, I have adapted and succeeded, continued to improve the safety program and deliver positive results.
I have included contact references from Senior Safety Management, Senior Operations Management and Senior Safety Leadership from Union groups which I have sat across the table from and collaborated with extensively over several years. Together, with a singular focus on safety, we were able to achieve significant improvements to the safety culture in our workplace. Achieving significant injury reduction and much improved regulatory compliance. The last 3 pages of this document describe the transformation of my role resulting from the COVID-19 Pandemic.
