Prepares Invitation for Bid (IFB), Request for Quotation (RFQ) or Request for Proposal (RFP) ensuring that technical descriptions and appropriate contract clauses are included; develops source lists of responsible contractors, coordinating with the small business specialist; uses primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts using standard clauses; performs detailed analysis of responses to solicitations, including price reasonableness, adequacy of competition, compliance with solicitation, and probability of meeting requirements. Assists in monitoring contract performance and assists in contract termination; monitors contract performance through telephone conversations, correspondence, site visits, inspections, progress reports, and analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract. Provides advice and assistance to others relating to contracting work and prepares correspondence; provides advice, guidance, training, and assistance to technical or program personnel, functional commanders and/or contractors whenever information is needed or issues need to be resolved. Duties, Accomplishments and Related Skills:
Detailed Transportation Assistant (OA). Performs work using procedures and standing route orders to arrange for shipment of or general freight for Foreign Military Sales (FMS), Transportation Contracts, (air and surface).Domestic Freight Routing Request Orders, and Export Release freight Initiates freight release, creating vehicle load orders for a variety of modes, recommending changes in routing and or mode of transportation for more economical rates to meet required delivery dates. Validates shipping documentation, such has Bills of Lading (BL).Collects Bill of Lading (CBL) and Transportation Control and Movement Document (TCMD), to ensure correctness and variety. Prepares related documents for shipments having technical requirements. Reviews customer requests for various shipments of hazardous, oversized, heavy haul classified, and urgent release materials not covered by standing route orders. The need for specialized transport equipment, and coordinates arrange- ment for the materials with other activity personnel and which carriers. Responsible for reporting transportation discrepancy that requires knowledge of and familiarity with DOD,DLA and various service level rules and regulations governing shipments of general commodities, controlled/serial numbered items and specialized oversized military vehicles commercial carriers in order to conduct an investigation and determine responsibility for property loss or damage. Uses knowledge of transportation programs, automated systems and functional areas and their relationship with other functions to investigate and resolve discrepancies and ensure compliancy with regulatory requirements. Uses knowledge of frequently used regulations and directives in order to respond to a range of questions from depot personnel, customers and commercial carriers. Faces unusual situations which do not have clear precedents; responsible for planning and carrying out the work and resolving problems that arise in accordance with agency or local work standards. Work is reviewed in terms of priorities, technical soundness, appropriateness and adherence to policy and requirements. Receives various types of documentation for inbound material from multiple sources; determines the proper application of each and processes accordingly. Reviews documents for proper signatures, dates, received and for any annotations of discrepancies such as broken seals, overage, shortages or damage. Consult various regulatory directives pertaining to accounting for lost or damaged government property. Receives advance shipment documents, bills of lading and other reports of shipments from multiple shipping offices and establish a due-in suspense file. Responsibility of receiving, warehouse and/packing operations. Receive, unload, and process incoming shipments reporting over, short/damaged conditions. Check visually and physically examine a variety of incoming material. Assemble items into groups based on information shown on the receiving vouchers and segregates materials according to such factors as conditions, type of transactions, or property class and routes along appropriate processing lines. Select, store, stack, and palletize items based on their use, size, shape, quantity, and possibility of contamination. Fill requisitions, work orders, or requests for materials, tools or other items. Knowledge of automated system; use to analyze accountability and serial number reporting accuracy. Knowledge of all phases of storage and transportation functions pertaining to shipping, receiving and storage in order to understand their interfaces with systems. Skilled in communication with coworkers to obtain information necessary to perform studies and reconstruct records for complex supply transactions or provide supply operations. Select items for shipment or issued verify/prepare documentation either manually or by using automated equipment.
Performs transactions to include delivery orders, receipts, adjustments, rejects, cancellations, denials, and follow-ups.I performs document control work involving the processing of Supply Transactions.
Provides assistance to customers, storage depots, higher headquarters or other organizations in Munitions. Determines required order of processing, obligations of lots, and special handling procedures with Transportation Team in Munitions Division and other organizations.
Completes and signs shipping and receiving reports. Maintain record of materials or items received or distributed. Count types and quantities of items during inventories and maintains tally listings during the counts. Recount or search other storage locations to assist in determining the basis for over, short, or misplaced items. Responsible and accountable for inventory; accountable for inventory accuracy when performing those tasks/assignments which directly affect it.Re warehouse material in accordance with the depot master storage plan.
