Have provided an assortment of services for the local governmental agency ASSMCA.

oTeam lead in the conversion of a CRM system running on Salesforce to MS Dynamics for Substance Abuse and Mental Health home licensing application.

oAssisted the IT department in answering two OGP audits for the 1st prepared a Risk Assessment and Impact Analysis and the 2nd answered an Information Technologies (IT) internal controls.

oAssisted in the preparation of the IT 2018-2019 fiscal budget, values over $2M and identified 5 strategic projects critical to the success of the agency.

oManaged design, development, and implementation of modifications to the agencies’ statistical patient service application “Sistema Estadístico Perfiles de Salud “(SEPS), critical to keeping control of patients and services and a cornerstone to the agencies federal funding requirements. Worked closely with SAMSHA requirements.

oManaged design, development, and implementation of an application to support one of many services the agency provides, LEY 22.

oDeveloped a Business Continuity and Disaster Recovery Plan for a government agency.

Implemented a Fleet Management Application for Protective Consulting Services (PCS) providing a state-of-the-art cloud-based solution. Manager Special Advisor/PM

Led a Systems Technology organization in support of the Non-Revenue Water division, a strategic section of the local Water Works Utility operation with a budget of $12M and an expected return of $65M per year. Supervised a total of 30+ FTEs between office and field personnel.

Managed SME and technical teams provisioning services for Customer Services, Customer profiling, field Operations, Income Optimization, Customer Geo-Referencing, and Business Intelligence.

In this effort:

oDirected design and development teams in the implementation of field PDAs handheld units configured with GMS connectivity, application programmed in MySQL, interfacing with SQL Databases via Web Services.

oManaged team developing BI solution for Income initiatives and Field Route optimization. Utilized lean six sigma methodologies and MS solution products such as SQL Server, Analysis Service, SharePoint Resources, WEB Services, and EXCEL PowerPivot. This approach has since scaled up from the Non-Revenue section as a cooperate BI solution for field operations.

oLed design and implementation of ETL project, for extraction of data from the corporate billing and accounts receivable systems (SAP/ISU) into support applications and tools implemented at the Non-Revenue division. Used MS SQL databases and SQL scripting for extracting data at daily, weekly and monthly intervals.

oLed design and development of multiple Income Optimization tools in support of specific operational processes, such as Field Meter Changes, Customer Service, Field Operations, Identification, and Processing of non-compliant customers and water operational loss.

oDirected the implementation of a GEO-Database for the geo-referencing of the corporation’s 1.2m customers. In addition to managing field operatives gathering physical information, the team integrated multiple layers of georeferenced data from other agencies and systems, Property Tax (CRIM), Power and Light Agency (AEE), among others. Used MS SQL database, and SQL Scripting, ARCMAP and Python.

oLead the development of technical and user documentation on the projects mentioned above.

As an individual contributor supported other corporate projects such as:

oManaged Facility Electronic Surveillance pilot, later budgeted as a corporate initiative. Led the design, implementation, and negotiations with Anixter, Grainger, Aeronet, and PCR Consulting for (6) water distillation sites required for installation and programming of video surveillance, alarms, and access control of the sites.
