PROJECT CONTROLS MANAGER

Mario is a results-oriented project controls manager with over 20 years’ experience in a variety of project settings including; Aviation, Transportation (metro projects), Power Transmission & Distribution, Oil & Gas and Industrial process plants. He has a solid background in project controls process development, cost control, planning, scheduling, and reporting.

In his delivery, Mario is always focused on the “big picture,” integrating allowances for each of the project phases, including design, contract & material procurement, construction execution, commissioning, and transition to operations. Mario is proficient in working in an integrated project controls environment, integrating the project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) within the scheduling tool to generate Earned Value analysis consistent with PMI and AACE principles. Mario is proficient in MS Office, Hard Dollar, Enterprise Primavera P6, EPPM, Tilos, Power BI, SAP, PRISM G2 and has designed and implemented the data integration between P6, Tilos and Hard Dollar on numerous projects and has collaborated in the migration from old to new WBS in SAP and Ares PRISM. WORK EXPERIENCE

Pembina Pipelines (Capital Projects). Hythe Extension Pipeline Project, Communication Infrastructure Upgrade Project (Ago 2019 – to present) (Sep 2018 – Present)

The Hythe Extension Pipeline Project (budget of $97 Million) involves the installation of an approximately 63.4-km long, 12-inch diameter pipeline to transport dehydrated sour natural gas product northwest of Grand Prairie in Alberta. And Communication Infrastructure Upgrade (budget $68 Million) is the microwave radio backbone replacement for 45 sites (26 new communication sites with 36 – 120 m towers and telecommunication shelters, 6 SCADA data gathering sites to receive new telecommunication shelters, 13 stations, and offices network installations. Mario developed his role as Senior Project Controls Analyst, handled both projects simultaneously, covering both project schedule and project controls functions. He tracked the projects utilizing the company systems as Primavera Enterprise, Tilos, SAP, and PRISM G2. Mario prepared the estimates for claims, and he was assigned to keep updated the risk register. Also, Mario rolled out contingency drawdown reports, cost monthly reports, and S-curves. He tracked cost through cost reconciliation, and tickets log updates (LEMs), Mario was appointed to coordinate with EP contractors the supply chain process for key electrical equipment. He communicated early warnings and key performance indicators report (SPI & CPI) to project managers providing additional value to the reports and his assignations.

Parsons Inc. New International Airport, Mexico City (Sep 2018 – Jul 2019)

The New International Airport of Mexico City (NIAMC) is the development of a greenfield airport to replace the existing, providing the world-class aviation infrastructure in the city. The project, with a budget of $13 Billion USD, included the design and construction of two terminals, an airfield containing six runways and associated taxiways, access and egress roadways, and all supporting infrastructure. Mario joined the Program Management group as the Chief Project Controls Engineer Specialist – Scheduling responsible for the Construction Management scope. In this role, Mario was instrumental in working with internal and external stakeholders to establish key program level interface milestones. He communicated any deviations of these milestones and collaborated with the stakeholders to develop mitigation plans to minimize any negative impacts. Mario also worked with the construction managers and performing contractors to establish execution plans to support the program level milestones and negotiating schedule revisions related to scope changes. He successfully implemented a standardized reporting system and mentored the scheduling team on best practices and quality assurance for the project controls function.

Peace River Hydro Site C Hydro-Electric Dam (Jan 2017 – Sep 2018)

Site C is the third Dam on the Peace River, will continuously provide 1,100 megawatts to the power grid of British Columbia. The project includes an earthen dam containing two million m3 of roll compacted concrete; two-staged river diversion tunnels and the generating station, spillways, turbines, and generators, and substation. The staged construction of the project is expected to cost over $7 Billion Canadian and will be in operation in 2024. Mario was originally assigned as a senior scheduler on the enabling works package. After three months, he was promoted to Scheduling Manager and successfully implemented measurement methodologies and mentored the scheduling team. In addition, Mario developed a detailed engineering and procurement tracking system and set up the schedule integration process. He followed the critical infrastructure installation, preparing expediting reports, and supporting the daily dashboard development.

Various Bids for the Lower Mainland System Upgrade, Seven Generation, Enbridge ANGLe (Oct 2016 – Jan 2017)

As the Project Controls Manager, Mario provided practical support for potential and executing projects. In this capacity, Mario implemented the cost breakdown structure (CBS) for the company, standardizing the cost coding system and facilitating data communication between P6 and the linear programming tool, Tilos. Working closely with the Program Management and Estimating teams, he also developed bid schedules in Microsoft Project and P6 and a standardized project reporting template.

Spectra High Pine & Windwood FEP, & Katha Aitken Environmental Planning, Various Bids (December 2013 – April 2016)

As the Project Controls Manager, Mario provided functional support for potential and executing projects. In this capacity, Mario implemented the cost breakdown structure (CBS) for the company, standardizing the cost coding system and facilitating data communication between Hard Dollar, P6 & Tilos. Mario applied this system to keep track of project working hours, coordinating with the accounting department on allocating costs to the appropriate cost code and reconciling project costs. He also prepared project accruals and worked with the various Project Managers to prepare cost and man-hour forecasts. Mario also leads the environmental planning process, working closely with TransCanada Corp. stakeholders, gathering environmental information, updating the linear programming software in support of justification of project feasibility according to government requirements.

Capital Projects Husky and Conoco Phillips EP (December 2012 – November 2013)

As a Senior Project Controls - Scheduler, Mario simultaneously managed various concurrent EP projects, developing detailed engineering & procurement schedules coordinating the requirements of multi-disciplinary stakeholders. Mario facilitated accurate and timely communication of project status and requirements to internal and external stakeholders. He also led the tracking system and daily reporting of DCNs, TRENDS, and log registers.

Line 12 (Gold Line) Metro Project (July 2010 – September 2012)

The Line 12 subway in Mexico City included 24 Km of rail with 24 underground and surface stations. The project, valued at $380 Million USD, included infrastructure & catenary installation, tunneling, rail installation, electrical traction power supply & distribution, signaling, control, maintenance equipment installation, automation, system integration, commissioning and Start-up. As Planning Manager, Mario established successful communication channels between the different joint venture partners and client stakeholders. He set up the basis for progress measurement, standardizing the reports and tracking system. Mario Leaded joint venture coordination meetings to gather the proper support to keep updated the master schedule.

Chennai Desalination Plant. Skikda, Honaine & Tenez Desalination Plants & Others (August 2007 – July 2010)

As Planning and Project Controls Director of the international division providing major desalination plant projects in Asia and Africa, Mario supported a project portfolio over worth €1.5 Billion. These projects were designed to provide potable water from seawater, producing an average of two hundred thousand cubic meters per day. Mario was responsible for consolidating all information and preparing schedule status reports, reconciled cost reports, forecasts, and cash-flow analysis and earned value reporting. Mario promoted strong communication between the various stakeholders, including engineering, procurement, accounting, and financial departments, and led the critical projects reporting to the CEO.

12 Simultaneous Power Generation Plant (January 2006 – January 2007)

In order to stabilize the local power distribution system for Mexico City, twelve (12) 35MW gas turbine power plants were strategically located throughout the city to accommodate local demand. The turnkey project, worth over $ 430 million USD, included the design, procurement, installation, commissioning, start-up, and turn-over. Mario led the project for the prime contractor as Project Scheduler Manager, coordinating project schedules and progress reporting, gathering the information from sub-contractors, and coordinating different simultaneous workforces. He developed the interface between construction and commissioning to transfer progress tracking to the next project phase, was also involved with the financial team in the preparation of forecast, and managed weekly reporting to the Senior Management Team. Upon completion, Mario conducted a series of workshops to share his methodology for alignment of schedule and cost control with the U.S. team.

EPC Zaap A, Zaap B, Zaap D & Ku-S Drilling Platforms On-shore Mexico, (April 2004 – December 2004)

The project consisted of upgrading four (4) offshore oil drilling platforms to increase overall production rates to 800 Barrels per day. The project was delivered as a Unit Priced contract worth over $150 million USD and included providing design, engineering, construction, and commissioning services. As Scheduling Lead, Mario provided mentoring and support to the junior scheduling team, successfully finishing the four project schedules consistent with client stakeholders’ guidelines and implementing them as the physical-financial baseline. He led the implementation of on-shore quantity control to support schedule progress, coordinating a multi-disciplinary team.

San Fernando Pipeline Project Mexico, (July 2002 – September 2003)

114-km, 36-in diameter natural gas pipeline. The pipeline with reversible flow will transport 1Bcuft/d of gas from the El Caracol compression station near Reynosa in Tamaulipas state due south to the Los Indios compression station near San Fernando. Project Controls & Scheduling Engineer of FEED, design, procurement, construction, commissioning & start-up, with the successful implementation of the financial ceiling from schedule resource-loaded to keep track of revenues during the critical period, cost reconciliation & feedback to accounting team, monitoring budget cost and providing cost reports to PMT. He produced reports to client & internal stakeholders on a weekly basis. Mario headed the successful implementation of production daily reports and set up of quantity tracking system, improving flow communication channels from different construction disciplines.
