Skill and Experience:

Cost Control Engineer

Present the cost variance reconciliation and cost report to determine the status of the project and to know the forecast cost at completion.

Control the cost of the project in terms of quantities and rates between the budget Bill of Quantities (BOQ) and Local Purchase Order (LPO) or subcontract agreements.

Evaluate the cost analysis and claims for variation order.

Check the technical and commercial sections in the subcontract agreement to properly counter in the budget.

Visit the site and check and confirm for the progress to obtain the earned value. Procurement

Review and analyze the material required by the site with complete documentation such as drawings and specifications.

Select and contact all possible supplier or subcontractor who are pre-qualified to perform the respective works in accordance to the company procedure.

Interpret each quotation received and make comparison sheet in an apple to apple manner.

Finalize the comparison sheet with the most reasonable price and the delivery of materials according to project timeline.

Quantity Surveying

Prepare quantity take-off which will be used for Interim Payment Application (IPA).

Prepare the payment certificate for the subcontractor based from the payment conditions in the subcontract agreement or Local Purchase Order (LPO).

Recover the amount of the advance payment and deduct the retention in each payment according to the commercial conditions.

Assess the progress at the site to each subcontractor to properly certify the payment certificate.

Prepare quantity reconciliation for all materials which will be used as comparison for the budget quantity and the actual quantity.

Estimation/Tendering

Responsible for take-off quantities according to drawings.

Review and evaluate drawings, specifications, and procedures.

Request quotations in the market to get the estimated prices that will be used in the cost estimate.

Prepare and finalize the cost estimate which will be used for selling. Current General Duties and Responsibilities:

Currently, I am working with Jefferson International Trading & Contracting as a Cost Control Engineer for more than 3 years. I served mostly in the commercial department as Procurement Engineer, Quantity Surveyor, and Estimator/Jr. Civil & Structural Engineer.

I have acquired my professional experience through functioning different roles, especially in the commercial and quantity surveying. October 27, 2016 - Present

Cost Control Engineer – Jefferson International Trading & Contracting As a Cost Control Engineer, I prepare the cost codes of the Bill of Quantity (BOQ) for the budget based on the work breakdown structure. I summarize and prepare the cost report and cost variance reconciliation ready for the submission each month. I coordinate with the storekeeper for the remaining material on-site and inventory each month to add it to the cost variance reconciliation. I also follow up on the material transfer from the project to another project in order to allocate the cost properly. In addition, I control and record the diesel consumption of all vehicles and equipment used in the project according to the monthly limit. If the consumption of diesel for vehicles or equipment exceeds the limit based on WOQOD System, approval will be done to increase the limit online. I also check and record all the petty cash consumption by the site and code each material individually to properly allocate the cost. I prepare subcontractor payment deductions for all necessary deductions incurred by the subcontractor that will be deducted in their payment certificate. I review and verify the Internal Supply Requests (ISR) quantity and compare it with the budget quantities. I check and compare the Local Purchase Order (LPO) rates with the budget rates. I verify and record all the payment certificate of the subcontractor that will be used in the cost report. I coordinate the subcontract agreement with the procurement and contracts department and check the contract amount if it doesn’t exceed the budget. I cross-checked the drawings and specifications for possible variation orders to be claimed. I forecast the cost at completion with all different trends to properly signify the management on what to decide regarding the outcome of the cost forecast. September 14, 2015 – October 18, 2016

Procurement Engineer – UrbaCon Trading & Contracting As a Procurement Engineer, my core objective is to procure the materials on time and to award work to subcontractors based on the required specifications by the project team members with the lowest possible rates available in the market. Part of my scope of work is to coordinate with all project managers and storekeepers for the materials required in their respective projects and for the delivery of each material procured. From time to time, I checked the specifications required in the project to properly check the market that offers similar material as required in the project. I see to it that I asked for the drawings and other attachments to the project managers and storekeepers to make the proper request for quotations to qualified suppliers or subcontractors. After receiving the quotations from suppliers or subcontractors, I made a technical comparison for each quotation. After comparing apple to apple, I will call for a meeting to the three (3) lowest bidders to negotiate the prices and delivery period of the materials. I made certain that I have to be fair and ethical in dealing with the suppliers and subcontractors. After careful and extensive negotiations, I have to make a recommendation to my Procurement Manager about the lowest supplier or subcontractor qualified for the work. Jr. Procurement Engineer – Saudi Oger LTD

As a Jr. Procurement Engineer, I was responsible for assisting in the preparation for technical comparison for the suppliers and subcontractors. I contacted all the qualified suppliers and subcontractors for the follow-up of their quotations to properly prepare for the technical comparison for each package and materials. I also check with the budget and compare it with all the quotations received. I first negotiate with the suppliers and subcontractors for them to provide discounts. Once the technical comparison is completed, I issued my recommendation to my Sr. Procurement Engineer and allow them to negotiate further. I also maintain logs for all the scope of works done and compare it with the work breakdown structure.

Quantity Surveyor - Isam Kabbani & Partners for Contruction & Maintenance Co. LTD - KCG As a Quantity Surveyor, I was assigned to a project site for two school projects as a quantity surveyor to calculate the quantity as per progress for Interim Payment Application (IPA) and to a prepare payment certificate for subcontractors. My daily job is to make daily progress reports based on the quantity work done and report it to the Sr. Quantity Surveyor. Every time the Sr. Quantity Surveyor receives an invoice from the subcontractor; I instantly check the project site to confirm if the highlighted drawings that were submitted as invoice corresponds to the progress at the site. I make the take-off of the quantity after the highlighted drawings have been confirmed. If the highlighted drawings or the quantity submitted by the subcontractor doesn’t correspond with the progress at the project site, I am deducting the amount in the invoice to be certified by Sr. Quantity Surveyor and the Project Manager. I also made sure to check all the necessary claims for variation by the subcontractor to give them their rights to claim. In preparation for the Interim Payment Application (IPA), I prepare the quantities along with all necessary documents like highlighted drawings and photos as per the requirement of the client. As a Jr. Civil/Structural Engineer, I was assigned in the head office under the estimation/tender department as Jr. Civil/Structural Engineer. I belong to the infrastructure team of the tender department wherein most of the projects that we tendered are Roads, Piers, Airports, Harbors and Power Plants. All the projects I was involved in rotated in the same year. My main task was to calculate and estimate the quantities to be used as priced BOQ in the tendered projects. I also request and follow up for quotations to suppliers and subcontractors for tender purposes. After taking-off the quantities and getting prices from suppliers and subcontractors, I priced the project and allow the supervisor priced the Overhead for selling purposes.
