As I have a wide range of work experiences which basically spans two primary disciplines; Indigenous relations and ecology, in this cover letter, I have elaborated somewhat on my most recent positions and listed the more distant positions. That said, I will highlight some more specific examples from my CV which demonstrates my applicability and merit over a wide range of roles and responsibilities that may be available. Education and Training

Beginning in 2015, I have begun to work towards a Juris-Doctorate (JD) with a focus in Aboriginal Law and Indigenous peoples. As part of my exploratory work, in addition to the numerous courses I’ve listed in my CV, I completed a Certificate in Canadian Law and Indigenous Peoples from the Osgoode Hall School of Law of York University. Because of my current work with TC Energy on the Coastal GasLink Pipeline Project in BC, I have paused my work on obtaining my JD. It is my full intention to continue working towards this soon. Additionally, I have an Associate of Arts degree in writing and writing styles and two Bachelor of Science degrees; one in Fisheries Biology, the other in Wildlife Biology with majors in aquatic and terrestrial ecology from the University of Northern British Columbia. These degrees, I find most important as they are the basis of almost all that I have done professionally in the last 25+ years. In the basic sense, as a biologist and scientist conducting research….to a biologist and regulator with the Federal government including providing expert witness testimony in federal court cases…and in providing the basis of understanding First Nation and Métis issues relative to Aboriginal and treaty rights; these degrees have enabled me to not only bring to bear ecological knowledge for all manner of assessments, but to articulate that knowledge clearly in speaking, presenting, engagement and consultation or writing including publications and policy development.

As listed in my CV, I am a trained negotiator having taken advanced courses in this subject matter. Additionally, I have also taken several leadership and mentorship courses including receiving coaching certifications in several sports. Together, there is a synergistic and cumulative beneficial effect that has value in team environments as well as at negotiating tables. Also listed in my CV are a range of courses and training relative to Aboriginal/Indigenous Awareness, Law, Engagement and Consultation, and Accommodation. In addition to these formal courses, I am constantly reading and researching any and all topics regarding First Nation and Métis peoples, Communities and Nations. Not only have I taken various training, but recently because of my knowledge, I have even developed or been part of the development of Indigenous awareness training for various ministries and private companies. This training also includes Duty to Consult components for all levels of participants (all level of government through to proponents). Related, I have also developed and delivered outreach and training sessions to several First Nation communities in Southern Ontario regarding Ministry business

(Government 101) in order to enhance the Community’s capacity and capacity development. From a vocational perspective, I hold Interprovincial Certification (IP) as a Journeyman Carpenter which essentially means my Journeyman papers are valid across Canada. Additionally, I am a certified Oxyacetylene and Arc welder. Also, while working for several years in the oil industry in Northern BC, Alberta, NWT and Yukon, I was a certified Non-Destructive Tester/Inspector as well as a certified Operator (numerous certifications) of various machines such as drill pipe re-facer, pipe straightener and drill-and-collar inspection unit. Work Experience

Recently (April 2019), I left my position with a consulting company in Ontario to start my own consulting company; 4R West. My company specializes in Indigenous relations and Ecology. Also in April, I undertook a significant challenge as a contractor working with TC Energy’s Coastal GasLink Pipeline Project (CGL) in BC where I was an Indigenous Relations Specialist. Additionally, with CGL, I was also assisting with the regulatory requirements for all watercourse crossings along the entire 670km of line. Also with the project, I have developed and began delivering Indigenous Awareness 101 training to some 4000 CGL employees and contractors involved in the project. Related, I was also leading the development of a Cultural Awareness Training video (from an external source) that would continue the delivery of training to CGL and TC Energy staff into the future. With these projects, I had moved a satellite office to Smithers, BC to better respond to the project but have since returned to my base office in Strathory, ON.

In addition to the IND Awareness 101 I was delivering for CGL, I have developed and delivered similar training packages to both consulting companies I was involved with. Additionally, I delivered IND 101 and Duty to Consult training to both internal audiences and external clients including non-government (e.g. Enbridge – Ontario), the provincial (ON, NB, NS) and Federal governments (East Coast; DND, DFO, Procurement). As a consultant with 2 major consulting companies based in Ontario, I was fortunate to work on projects across Canada; literally from coast to coast to coast delivering projects primarily involving Indigenous engagement and consultation, and ecological assessments. I have worked on ecological assessments for Indigenous communities (providing capacity) for both off-shore oil and gas development and for the decommissioning of off-shore oil off the east coast with the reports produced being used for tribunals of the National Energy Board of Canada (NEB). In the period 2002 to 2012, I have worked with either the Ontario Provincial or Federal Governments. Those positions and basic details of roles and responsibilities are listed in my CV. Prior to these positions with government, I also worked for an Ontario Conservation Authority and before that, as an environmental consultant owning and operating my own consulting company based on NE BC. As a consultant, I worked with different branches of the BC Government. I also worked with the Sahtu First Nation in the Northwest Territories as part of their claims assertions submitted to the NWT government. Additionally, in my positions with both the Federal and Provincial government, as part of writing teams or individually, I have written policy and regulation; most recent and notable, the Renewable Energy Approvals Regulation (O.Reg 359/09) in support of the Ontario Green Energy and Green Economy Act. As such, I believe that I have a very good understanding of a wide range of provincial and federal legislations and most importantly, understand how these pieces fit as well as having specific knowledge and experience in the writing of policy, legislation and even law.

While with Fisheries and Oceans Canada, I led the development of a streamlining tool for the review of Natural Gas Exploration projects in the Great Lakes. While initially developed for Lake Erie, the tool would/could enable future development in the other Great Lakes. Additionally, the applicability of this tool was being explored for use across Canada for inland lakes where exploration takes place. Also, aspects of the tool are likewise being explored for off- shore developments.

Specialized Indigenous Knowledge

In addition to the Osgoode Hall Law Certificate discussed above, in my previous positions with the Aboriginal branches for 2 provincial ministries and previously, the Federal government, I continued to add to my expertise in conducting historical research; policy development including Aboriginal policy and position statements; First Nation and Métis Joseph M. de Laronde

engagement and consultation while gaining significant experience in creating and maintaining relationships with First Nation and Métis peoples. My experience with First Nation and Métis communities and people is indeed wide and deep. And while I have extensive knowledge of Indigenous communities from my work and research across Canada, my greatest knowledge base is Ontario.

I am very much a researcher and investigator constantly collecting information about Indigenous communities, treaties, traditional territory assertions, agreements and matters pertaining to Indigenous people and communities and the Crown’s Duty to Consult; and a historian in the collection of artifact data from sources such as the Smithsonian Institute and Canadian Heritage Museum in Ottawa regarding Indigenous people in Canada. I have successfully used my knowledge to guide development of pivotal regulatory consultation requirements and protocols for the Renewable Energy Program and hydro development, for example.

To continue, I am incredibly well read on a wide range of Indigenous peoples and/or Aboriginal law and policy topics with my ever-expanding library over 50 books and journals though I do have topics of special interest to me including: Aboriginal Law, Duty to Consult, the Treaty development process, the Wendat (Wyandotte) Nation, the Ojibwe People of SW Ontario, Indigenous peoples’ movement throughout North America, and Ontario Métis. I am a very dedicated learner to say the least and this love of research, I believe, has empowered me to be very successful relative to Indigenous engagement and consultation. I am frequently part of engagement and consultation meetings with Indigenous communities. I have facilitated discussions between crown representatives and Indigenous communities on how to improve relationships. In my positions with the Ontario Public Service

(Ministry of Transportation and Ministry of Environment and Climate Change), I have been involved all manner of Community engagement ranging from relationship building to negotiations involving Aboriginal rights. I have played a significant role in the development of Ontario provincial positions on many matters and issues throughout West, Central and Eastern regions including the Albany Deed (Nanfan Treaty 1701), Huron-Wendat, Historic Saugeen Métis, Crawford’s Purchase(s), Williams Treaty, the St. Regis and Oswegatchie Purchases, Kawartha Nishnawbe and Ardoch Algonquins; to name a few. In my position with MTO-Aboriginal Relations Branch (MTO-ARB), I was intricately involved in the development of a Relationship Agreement between the 6 Nations of the Grand and MTO. Similarly, I worked with the Saugeen Ojibwe Nation (SON) in the development of a Relationship Agreement with that Nation. I was also the MTO-ARB lead on the Negotiation Team for Highway 69 and 7182 with Shawanaga First Nation in Northeast Region of Ontario. While my recent experience is very relevant regarding First Nations and Métis, because of the base-ministry these positions are/were attached to also have a regulatory component, my knowledge of the myriad of Federal and Provincial legislations, policies and programs affecting Indigenous affairs and issues is equally as vast as my knowledge of the historical aspects of First Nation and Métis communities. Further, I believe myself unique in that I have literally worked from all ‘sides of the table’ with regard to Indigenous engagement and consultation. Languages, computer and communications technology: I am highly proficient in the English language which is also heightened by my Associate of Arts degree in Writing. I also have a basic proficiency in French. I have a high level of proficiency with the Microsoft Office suite of software as well as statistical software such as Systat. I have a working knowledge of ARC-GIS software from several years of using those programs doing wildlife work in Northeastern BC. I am very familiar with various presentation software as I use various formats in the development of the different training and outreach programs I run.

I frequently use and am very familiar with the common communication technologies including Outlook and the Google suite of programs. I have also for meetings and delivering training across Canada, programs such as Webex and Skype. As discussed above and as in CV below, with my wide range of experiences and education, I believe I am very capable of leveraging these skills to build immediate credibility on key executive committees and stakeholder engagements. Additionally, my education and experience would be a definite asset in any engagement, consultation and/or negotiation effort with First Nation, Metis or Inuit communities.

I am a Canadian citizen of Indigenous descent with Community ties to Northern Ontario. I am also hearing impaired by not restrictively so. I am described as being a highly energetic and motivated individual that loves a challenge and hard work. I am a “team player” but am unafraid of taking on tasks alone. I excel at all sports and particularly enjoy outdoor activities such as fly-fishing and hunting.
