Luke Air Force Base, Arizona

Senior technical manager and director of a six-year base-wide investigation that included three operable units and 45 potential sources of contamination. Accelerated the remedial design and action (RD/RA) timeline and achieved the first de-listing of an active military base from the Environmental Protection Agency (EPA’s) National Priorities List.

Environmental Consulting – – Environmental Impact Statements:

Barry M. Goldwater Gunnery Range, Arizona

Senior Technical Advisor on the Environmental Impact Statement (EIS) associated with the re-withdrawal of 2.7 million acres of public lands for military use. Evaluated the impact on cultural and natural resources, surrounding economies, mineral and water resources; owned land use management planning, community and public relations, geographic database (GIS) management, agency interactions, and public scoping.

Environmental Claim Rapid Response – Tire Fire:

Casa Grande, Arizona

Directed the cleanup for the insured’s counsel following a fire at a tire recycling facility. The insured had been issued repeated violations for improper storage of over half a million used tires before a fire ignited, resulting in their filing for bankruptcy. Organized the initial response and smoke abatement activities. Coordinated the disposal of the remaining tires as a non-hazardous waste saving thousands of dollars. Designed and implemented a subsurface investigation, and petitioned the Arizona Department of Environmental Quality (ADEQ) to issue a No Further Action notice.

Remediation & Claims Management – Transportation Related Environmental Response:

Rye, Arizona

Reviewed and evaluated the performance of the insured’s consultant and the appropriateness of the remedial approach following a tanker truck accident. Initially, the cleanup was delayed and ineffective resulting in the ADEQ issuing a civil penalty to the insured for non-compliance with their Consent Decree. Enacted a change in the remedial technology and assisted the insured in negotiating with the State Attorney General’s office and ADEQ, reducing the fines and mapping a new strategy for a cost-effective and timely case closure.

Mold Related Claims:

Bakersfield, California

Technical advisor and liaison between the insured and claims analyst for a multimillion-dollar toxic mold-related loss at a low-income apartment complex. Supervised the destructive testing of the complex, evaluated remediation plans, reviewed cost estimates, ensured adherence to the project schedule, and provided technical updates to senior claims analysts, underwriters, coverage counsel, and plaintiffs’ attorneys.

Partnered with AIG Environmental underwriters to plan, coordinate, and organize numerous technical presentations for diverse audiences numbering in the hundreds.
